CITY OF FORT COLLINS OFFICE OF DEVELOPMENT SERVICES, PLANNING DEPARTMENT November 11, 1987 Mr. Dick Rutherford c/o.Stewart Engineering 214 North Howes Street Fort Collins, CO. 80521 Dear Mr. Rutherford: Staff has reviewed the plans for the final PUD for North College Properties and offers the following comments; 1. The existing natural gas service to 1420 North College lies one foot north of the north building wall. If this is on an adjoining lot, then a utility easement needs to be provided for this gas line. 2. The shut-off and water meter pit for this property will have to be moved before new curb and gutter can be iro Called. The meter pit is in poor condition and should be replaced before this winter. The meter freezes almost every time the temperature drops below 0 degree. 3. The applicant should contact the City Light and Power Department con- cerning the relocation of the street light and also the development. charges. 4. There should be a 15 foot utility easement behind the right-of-way line along College Avenue. 5. A sidewalk should be shown along College Avenue. 6. A State Highway Access Permit will be required. Please contact Mr. Mike Herzig to coordinate this permit. 7. It is important to note whether or not there will be any new grading or any paving or increase in any impervious surface area. If any of these fac- tors will impact the adjacent property owners, then a drainage plan must he coordinated with the Stormwater Utility. 8. The diagonal. parking on the south should be labeled as "Display Park- ,ing" on the site plan. SERVICES, PLANNING Page 2 9. The site plan does in the f ront landscape surface treatment. not indicate what the groundcover treatment will be area. Will this area be sod? Please identify the 10. Also, the landscape plan does not indicate how the landscape areas will be irrigated. Please indicate the irrigation method. 11. Will there be any curbing treatment between the parking stalls on the south and the landscaping on the south property line? If not, the vehicles may run over the plant material.. Some barrier should be provided. 12. The shrubs along College Avenue would be more effective if they were either intensified or clustered in a mulch bed. Spreading out five gallon shrubs of 9-10 foot centers tends to. diminish the effect. Similarly, the parking islands along College Avenue and in front of the building would benefit from more shrub plantings. 13. The following note should appear on the site plan: "All landscaping must be installed or a letter of credit, performance bond, or escrow account in place prior to issuance of Certificate of occupancy". 14. The following note should also appear on the site plan: "All plant material must meet specifications of the American Associa- tion of. Nurserymen (AAN) for number one grade. All trees must be balled and burlaped, or equivalent". 15. The final comment relates to the fact that this PUD .request is in res- ponse to a zoning violation notice. The applicant should be aware that the improvements associated with this PUD must be in place, or secured with an appropriate surety, in order for the terms of the zoning violation notice to be satisfied. In order to stay on schedule for the December 14, 1987 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are due November 25, 1987. (6 copies) PMT's, colored renderings, and 10 prints are due December 7, 1987. Final mylars, the development agreement and the site and landscape covenants are due December 10, 1987.
