INTRODUCTION This transportation impact study (TIS) addresses the capacity, geometric, and control requirements at and near the proposed The Savoy. The Savoy site is located in the northeast quadrant of the Cinquefoil/Precision intersection in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the project developer (Milestone Development Group), the project planner (Kephart), the project engineer (Northern Engineering), and the Fort Collins Traffic Engineering staff. This study generally conforms to the format set forth in the Fort Collins transportation impact study guidelines contained in the “Larimer County Urban Area Street Standards” (LCUASS). Appendix A contains the Transportation Impact Study Base Assumptions form and related attachments for The Savoy. The study involved the following steps: • Collect physical, traffic, and development data; • Perform trip generation, trip distribution, and trip assignment; • Determine morning and afternoon peak hour traffic volumes; • Conduct capacity and operational level of service analyses on key intersections; • Analyze signal warrants; • Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation. This TIS is a revision of the “The Savoy Transportation Impact Study,” dated February 2022. It addresses a change in the site plan and the staff comments pertaining to the February 2022 TIS. DELICH The Savoy TIS, September 2022 ASSOCIATES Page 2 II. EXISTING CONDITIONS The location of The Savoy site is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily residential. Land adjacent to the site is flat (<2% grade) from a traffic operations perspective. The center of Fort Collins is to the northwest of the site. Roads The primary streets near The Savoy site are Lady Moon Drive, Cinquefoil Lane, Precision Drive, Le Fever Drive, and Brookfield Drive. The existing geometry and control at the Lady Moon/Precision, Lady Moon/Le Fever, Cinquefoil/Precision, Cinquefoil/Le Fever, Precision/Brookfield, and Brookfield/East Access Driveway intersections are shown in Figure 2. Lady Moon Drive is to the west of The Savoy site. On the Fort Collins Master Street Plan, it is a north-south street designated as a collector street south of Harmony Road. South of Harmony Road, Lady Moon Drive has a two-lane cross section with center lane and bicycle lanes. At the Lady Moon/Precision and Lady Moon/Le Fever intersections, Lady Moon Drive has a two-way continuous left-turn lane and one through lane in each direction. The Lady Moon/Precision and Lady Moon/Le Fever intersections have stop sign control on Precision Drive and Le Fever Drive, respectively. The existing speed limit in this area is 30 mph. Cinquefoil Lane is to the west of (adjacent to) The Savoy site. On the Fort Collins Master Street Plan, it is a north-south street designated as a collector street. Cinquefoil Lane has a two-way continuous left-turn lane north of Le Fever Drive. South of Le Fever Drive, Cinquefoil Lane transitions to a two-lane cross section (no center lane). There is on-street parking on both sides of Cinquefoil Lane, south of Le Fever Drive. At the Cinquefoil/Precision intersection, Cinquefoil Lane has movements combined into a single lane. At the Cinquefoil/Le Fever intersection, Cinquefoil Lane has an area of transition to the south. The Cinquefoil/Precision and Cinquefoil/Le Fever intersections have stop sign control on Precision Drive and Le Fever Drive, respectively. The existing speed limit in this area is 30 mph. Precision Drive is to the south of (adjacent to) The Savoy site. Precision Drive is an east-west street designated as a local street on the Fort Collins Master Street Plan. Currently, Precision Drive has a two-lane cross section with no center lane and on-street parking. At the Lady Moon/Precision, Cinquefoil/Precision, and Precision/Brookfield intersections, Precision Drive has all movements combined into single lanes. The Precision/Brookfield intersection has stop sign control on Brookfield Drive. The existing speed limit in this area is 25 mph. Le Fever Drive is an east-west street designated as a local street on the Fort Collins Master Street Plan. Currently, Le Fever Drive has a two-lane cross section with a center lane between Lady Moon Drive and Cinquefoil Lane. There are designated left-turn lanes approaching Lady Moon Drive and Cinquefoil Lane. There is a continuous two-way left-turn lane in the middle segment. Brookfield Drive is to the east of (adjacent to) The Savoy site. Brookfield Drive is a north-south street designated as a local street on the Fort Collins Master Street Plan. Currently, Brookfield Drive has a two-lane cross section with no center lane and on-street parking. At the Precision/Brookfield and Brookfield/East Access Driveway intersections, Brookfield Drive has all movements combined into single lanes. The Brookfield/East Access Driveway intersection has stop sign control on the East Access Driveway. The existing speed limit in this area is 25 mph. Existing Traffic Figure 3 shows recent morning and afternoon peak hour traffic counts at the Lady Moon/Precision, Lady Moon/Le Fever, Cinquefoil/Precision, Cinquefoil/Le Fever, Precision/Brookfield, and Brookfield/East Access Driveway intersections. Recent morning and afternoon count data at the Lady Moon/Precision, Lady Moon/Le Fever, Cinquefoil/Precision, and Cinquefoil/Le Fever intersections was obtained in September 2021. Recent morning and afternoon count data at the Precision/Brookfield and Brookfield/East Access Driveway intersections was obtained in October 2021. Raw count data is provided in Appendix B. Since traffic counts were obtained on different days, adjusted/ balanced traffic volumes are shown on Figure 3 in paratheses. Existing Operation Using the volumes shown in Figure 3, the Lady Moon/Precision, Lady Moon/Le Fever, Cinquefoil/Precision, Cinquefoil/Le Fever, Precision/Brookfield, and Brookfield/ East Access Driveway intersections were evaluated, and the morning and afternoon peak hour operation is displayed in Table 1. Calculation forms are provided in Appendix C. The intersections were evaluated using the unsignalized intersection techniques provided in the Highway Capacity Manual, 6th Edition. A description of level of service for unsignalized intersections from the Highway Capacity Manual, 6th Edition is provided in Appendix C. Table 4-2 showing the Fort Collins Motor Vehicle LOS Standards (Intersections) is also provided in Appendix C. At unsignalized intersections, acceptable operation is considered to be at level of service F for any approach leg and level of service D overall for a collector/ local intersection. The Lady Moon/Precision, Lady Moon/Le Fever, Cinquefoil/Precision, and Cinquefoil/Le Fever intersections meet the Fort Collins operational criteria during the peak hours. Bicycle Facilities Bicycle lanes exist on both sides of Lady Moon Drive, Cinquefoil Lane, and Le Fever Drive. Bicycle lanes are not required on local streets. Transit Facilities Currently, Transfort Route 16 operates along Harmony Road and Lady Moon Drive. There are no other Transfort facilities in this area of Fort Collins. DELICH The Savoy TIS, September 2022 ASSOCIATES Page 9 III. PROPOSED DEVELOPMENT Figure 4 shows the site plan of The Savoy site. The Savoy will consist of 243 apartment dwelling units in eight buildings and several amenity buildings. There will be one full-movement access (North Access) to/from Le Fever Drive and one full-movement access (East Access) to/from Brookfield Drive. Both Precision Drive and Brookfield Drive will be widened, along the site frontage, to provide recessed on-street parking. The recessed parking will provide a wider travel way on these two streets adjacent to the site. The short range analysis (Year 2026) includes development of The Savoy and an appropriate increase in background traffic, due to normal growth, and other approved developments in the area. The long range future is considered to be the year 2040. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip Generation, 11th Edition, ITE was used to estimate trips that would be generated by the proposed/expected use at this site. Table 2 shows the weekday daily, morning peak hour, and afternoon peak hour trip generation for The Savoy. With development of The Savoy, the site will generate approximately 1,114 weekday vehicle trip ends, 95 morning peak hour vehicle trip ends, and 95 afternoon peak hour vehicle trip ends. Figure 5 shows the vehicle trip distribution used for The Savoy site. The trip distribution was discussed and agreed to in the scoping exercise. Short range (2026) background traffic forecasts were developed by factoring the existing traffic on all key streets by two percent per year. In addition to this, the site traffic from the approved HTP Medical Offices to the north was added to the short range (2026) background projections. The long range (2040) future forecasts included full build-out of the HTP area. Figure 7 shows the long range (2040) background peak hour traffic at the key intersections. Trip Assignment/Total Traffic Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Using the trip distribution shown in Figure 5, Figure 8 shows the assignment of the site generated peak hour traffic. The site generated vehicle traffic was combined with the background traffic to determine the total forecasted vehicle traffic at the Lady Moon/ Precision, Lady Moon/Le Fever, Cinquefoil/Precision, Cinquefoil/Le Fever, Le Fever/ North Access, Precision/Brookfield, Le Fever/Brookfield, and Brookfield/East Access- Driveway intersections. Figures 9 and 10 show the short range (2026) and long range (2040) total peak hour traffic at the key intersections, respectively. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. For the roads in the vicinity of The Savoy site, four hour and/or eight hour signal warrants are applicable. These warrants require much data and are applied when the traffic is actually on the area road system. It is acknowledged that peak hour signal warrants should not be applied, but since the peak hour forecasts are readily available in a traffic impact study, it is reasonable to use them to estimate whether other signal warrants may be met. If peak hour signal warrants will not be met at a given intersection, it is reasonable to conclude that it is not likely that other signal warrants would be met. If peak hour signal warrants are met, it merely indicates that further evaluation should occur in the future as the development occurs. However, a judgment can be made that some intersections will likely meet other signal warrants. The key stop sign controlled intersections will not meet the signal warrant criteria. Geometry The following geometric evaluations utilize the short range (2026) total peak hour traffic forecasts (Figure 9) and the long range (2040) total peak hour traffic forecasts (Figure 10). The short range (2026) and long range (2040) geometry at the Lady Moon/Precision, Lady Moon/Le Fever, Cinquefoil/Precision, Cinquefoil/Le Fever, Le Fever/North Access, Precision/Brookfield, Le Fever/Brookfield, and Brookfield/East Access-Driveway intersections is shown in Figure 11. Sidewalks exist along both sides of Lady Moon Drive, Cinquefoil Lane, Precision Drive, and Le Fever Drive adjacent to developed parcels. The Savoy will construct sidewalks along its frontage of Cinquefoil Lane, Precision Drive, Le Fever Drive, and Brookfield Drive, as well as within the development itself. • Directness – The distance ratio to all pedestrian destinations is less than 1.2 (LOS A). • Continuity – The continuity to all pedestrian destinations will be acceptable at LOS B, since there are existing sidewalks adjacent to all the destination areas. • Street Crossings – The street crossings to all pedestrian destinations will be acceptable at LOS B. There are crosswalks at the Lady Moon/Rock Creek intersection which serve the two schools. Crosswalks can be striped at the Cinquefoil/Le Fever intersection. • Visual Interest and Amenity – The visual interest and amenity to all pedestrian destinations is acceptable at LOS B, since all of the sidewalks have some landscaped parkways. • Security – The security to all pedestrian destinations is acceptable at LOS B, since the sidewalks are adjacent to residential and institutional land uses. Bicycle Level of Service Based upon Fort Collins bicycle LOS criteria, there are three destination areas within 1320 feet of The Savoy: 1) the Banner Medical Facility to the northwest of the site, 2) Fossil Ridge High School, and 3) Zach Elementary School. The bicycle level of service is acceptable. The bicycle LOS Worksheet is provided in Appendix H. Bicycle lanes exist on both sides of Lady Moon Drive, Cinquefoil Lane, and Le Fever Drive. Bicycle lanes are not required on local streets. Transit Level of Service Currently, Transfort Route 16 operates along Harmony Road and Lady Moon Drive. CONCLUSIONS/RECOMMENDATIONS This study assessed the impacts of The Savoy development on the short range (2026) and long range (2040) street system in the vicinity of the proposed development. As a result of this analysis, the following is concluded: • The development of The Savoy site is feasible from a traffic engineering standpoint. With development of The Savoy, the site will generate approximately 1,114 weekday vehicle trip ends, 95 morning peak hour vehicle trip ends, and 95 afternoon peak hour vehicle trip ends. • Currently, the Lady Moon/Precision, Lady Moon/Le Fever, Cinquefoil/Precision, Cinquefoil/Le Fever, Precision/Brookfield, and Brookfield/East Access Driveway intersections meet the Fort Collins operational criteria during the peak hours. • The key stop sign controlled intersections do not meet the signal warrant criteria. • The short range (2026) and long range (2040) geometry is shown in Figure 11. • In the short range (2026) future, given development of The Savoy and an increase in background traffic, the Lady Moon/Precision, Lady Moon/Le Fever, Cinquefoil/ Precision, Cinquefoil/Le Fever, Le Fever/North Access, Precision/Brookfield, Le Fever/Brookfield, and Brookfield/East Access-Driveway intersections will meet the Fort Collins operational criteria during the peak hours. • In the long range (2040) future, given development of The Savoy and an increase in background traffic, the Lady Moon/Precision, Lady Moon/Le Fever, Cinquefoil/ Precision, Cinquefoil/Le Fever, Le Fever/North Access, Precision/Brookfield, Le Fever/Brookfield, and Brookfield/East Access-Driveway intersections will meet the Fort Collins operational criteria during the peak hours. • Acceptable level of service is achieved for pedestrian, bicycle, and transit modes based upon the measures in the multi-modal transportation guidelines.
