ADDENDUM NO. 1
Description: RFP 9846 Engineering Services for Water, Wastewater, and Stormwater
Projects
To all prospective bidders under the specifications and contract documents described above, the
following changes/additions are hereby made and detailed in the following sections of this
addendum:
1. See attached Exhibit 1 for questions received and corresponding answers.

Questions and Answers
1. The RFP states that services under this contract will be limited to a total cost of
$150,000 or less. For design related projects, does the $150,000 also include
construction costs, or is this limited to only the design related costs?
The $150,000 limit applies to any and all costs associated with work orders awarded as
a result of this RFP. This RFP is intended for design and consulting services.
2. Under the Background and Overview Section, the RFP states “Professionals do not
need to have experience in all areas to be awarded a master services agreement for
on-call services”. If we cannot provide all of the specified services in house, is the City
expecting us to assemble a team of subconsultants that can handle all services for the
master agreement, or can we specify in our response which services we are proposing
to provide?
Please provide a response to only the services your firm is capable of performing.
3. Can subconsultant team members be added to the contract later if unanticipated project
needs arise outside of those listed in the RFP or identified in our response?
Yes, that is acceptable.
4. Will the proposal review and evaluation criteria be performed for independent types of
project work (i.e. water vs stormwater project)? Or is the intent to select a firm that
supports all three services (Water, Wastewater, and Stormwater)?
Please see the response to question #2 and reference the RFP Section I Background
and Overview which states “Professionals to not need to have experience in all areas to
be awarded a master service agreement for on-call services.”
5. How many firms does the City anticipate selecting (i.e. 5 or more, 10 or more, etc.)
There is no minimum or maximum number of firms that will be selected as a result of this
RFP.
6. Who are the incumbent firms currently under contract to provide these services to the
City?
There are currently no firms under contract to provide these services.
7. Will resumes be included in the 30 page limit? Also to clarify, are you wanting 3
references per person on each resume included?
Resumes will be excluded from the page limit, however please adhere to the requested
1 page limit per resume. Yes, 3 references per person, per resume is acceptable.
8. We understand that individual projects/work orders will be capped at $150K – will each
awarded Master Professional Services Agreement also have an overall cap amount?
No cap on the overall Master Services Agreement amount.
9. Is the City seeking proposals only from teams who can provide all service areas listed in
the RFP? Or are teams with focused expertise in all but one area equally competitive
and encouraged to apply?
Please see answers to questions #2 and #4. Firms do not need to have expertise in
each area to be awarded an agreement under this RFP.
10. Please clarify the requirements of the Proposal Submittal section D.2. Is the requirement
to include three references for each individual or to provide references for three projects
that each individual has worked on?
Three references for projects each individual has worked on is the preference.
11. If we provide a minimum of three project examples that are not Ft. Collins projects, may
we provide additional examples that may be a Ft. Collins project that we have
completed?
You are welcome to provide additional references, outside the required 3, that are from
the City of Fort Collins.
12. Can you confirm each individual resume requires three personal references in addition
to at least 3 references for the firm?

13. In terms of resumes for “each professional and technical individual assigned to the
project” being included, does this include junior-level and support staff, or just key
project personnel and subcontractors per the instructions for the organizational chart?
Key project personnel and subcontractors per the instructions please.
14. Section IV. Proposal Submittal on page 14 of the RFP states “Extended page sizes,
such as 11”x 17”, count as a single page and may be used for detailed pricing.” May we
use 11x17 for information other than pricing (i.e., an org chart), or is the use of
11x17 restricted to pricing information?
The use of 11”x17” for an org chart is fine, but please limit the number of 11”x17” pages
as much as possible.
15. Section IV. Proposal Submittal, paragraph D.3. on page 15 of the RFP states “Provide a
minimum of three similar projects with public agencies in the last five (5) years (not to
include the City of Fort Collins) that have involved the staff and
subconsultants/subcontractors proposed to work on this project.” Do you want a
minimum of three projects for each category (1. Stormwater Master Planning,
Infrastructure Design, Floodplain Permitting Review and Analyses; 2. Stormwater
Infrastructure Projects; and 3. Water and Wastewater Collection System Design and
Analyses), or just a mix of projects that cover these categories?
A mix from all categories would be preferred, or whatever area of the RFP is included in
your proposal. Please see the responses for questions #2, #4, and #9
16. Are these projects funded locally or is there the potential to peruse state and federal
funding.
Local funds only.
17. Are the designs for the minor pipeline projects intended to be constructed by in house
construction crews or bid out to contractors?
These projects may be constructed by either in-house crews or an outside contractor.
