Redueing the setback by nearly half is not nominal or inconsequential. 01/03/2017: The justification for the modification of standard should focus more on why the proposed solutions meet the general purpose of the standard in 3:2:2(J) "equally well or better than" a plan that complied with the standard. The justifieation as written emphasizes the impact to the parking lot, not how well the proposed solution meets the purpose of the standard. Also note that the 15 foot setback applies only to the College Avenue side of the parking lot.
