City of Fort Collins Classifications – 7- 5F, 7-6F and 7-8F TST Project No. 1230.0005.00 Dear Brad: We are hereby requesting a variance to the Larimer County Urban Area Street Standards (LCUASS) for changes to the road cross section geometry and utility easement width for Montava Phase E. Current standard 7.3.1.A. of the Larimer County Urban Area Street Standards (LCUASS), refers to the road cross section geometry for use in road design for the Fort Collins area. A variance is being requested to three of these sections for use in the Montava Phase E project as noted below: -Figure 7-5F Collector – With Parking - Proposed roads – Timberline Road and Country Club Road -The proposed Timberline Road cross section will vary on the east and west sides of the Country Club intersection as shown in the attached exhibits. Specific variances include the addition of an 8’ median with 10’ travel lanes as you approach Country Club from the west and moving bike lanes from the road section to regional pathway. The section east of Country Club will use an 80’ ROW with an 8’ minimum landscape zone and 13’ cycle tracks on both sides of the road instead of on-street bike lanes. Timberline will incorporate a 15’ utility easement on the north side of the road for standard utilities and non-potable mains. The south side of the road will have a utility easement that varies from 15’ west of the roundabout to no easement on the east side of the roundabout. -The proposed Country Club Road cross section will remove bikes lanes from the road section and include these in 13’ wide bike/ped. paths on both sides of the road and use an 8’ parkway and 80’ ROW. There will not be a continuous utility easement along this road south of the Timberline intersection. -Figure 7-6F Commercial Local Street -Proposed roads – Montava Ave., Chesapeake Dr. and Paseo Dr. - Paseo, Montava Ave, and Chesapeake will incorporate diagonal or parallel parking along the walkway. Montava Ave will also install double loaded diagonal parking in the center of the street. All three roads will use a 4’ drain pan located between the parking and 12’ wide travel lanes instead of a curb and gutter system. Chesapeake and Paseo will use a 6’ parkway instead of 8’, and Montava Ave will add a double row of trees in the center parking area instead of the standard parkway along the walk. Bike lanes will be incorporated in the 12’ travel section. Chesapeake will use a 66’ ROW, Paseo will have an 86’ ROW and Montava Ave. will need a 102’ ROW. Utility easements will not be provided on the outside of the ROW for these roads because servicing is intended to be from the rear. -Figure 7-8F Connector Local Street -Proposed roads – Flint Hill Drive, Longwood Drive and Godwink Drive - All three proposed roads will have a 6’ parkway instead of 8’ and the ROW will be 60’. Utility easements will not be provided behind the ROW for these roads. There are several modifications listed above to the current LCUASS. These revised cross sections went through a great deal of discussion throughout the PUD design and approval process with the City of Fort Collins. In general, the intent is to create a viable and vibrant community where narrow roads slow vehicles and bikes share the travel way or use separate spaces. Recent Code changes have increased the standard parkway width, but we are requesting the ability to use the older standard. On the Phase E internal roads this parkway is in the form of tree grates and small planting strips with pavers breaking up these areas rather than a standard continuous parkway in order to create an urban walkable environment. Utility easements along public roads will be implemented where space allows, but will typically be from the rear of the lot. Standard front yard utility easements are being modified for Phase E in an attempt to give flexibility to the future lot owner to utilize this space for possible fencing, porch steps and stoops. Please refer to the attached exhibit for the proposed Phase E road cross sections and for reference the overall cross sections discussed during the PUD process have also been attached. This variance request for these road cross sections:  is not expected to have a negative impact on capital, or maintenance cost requirements for the City, or property owners;  is not anticipated to reduce the life of the proposed roadways; and  is unlikely to be detrimental to the public health, safety/welfare, decreased sight distance, or have any effect on turning movements.
