Hickey Global will review and integrate economic analyses from previous studies completed since 2015. Review will include the following: • Regional industry cluster strategy and playbook completed in August 2019 and updated in August 2021. • Talent 2.0 a Regional Workforce Strategy for Fort Collins-Loveland Metro Area, February 2017 and update. • Fort Collins Resilient Recovery Plan, adopted in February 2022. • Reignite Northern Colorado, draft completed in Q4 2021. • Northern Colorado Business Report, a report to better understand Northern Colorado’s community of small businesses, in particular businesses owned by BIPOC, women and veterans. • Recent surveys completed during the COVID-19 pandemic and a planned business survey to be completed in the spring of 2022. The review of the 2019 cluster strategy and the accompanying 2021 update will also include a Cluster Verification review using Hickey Global’s process to validate the targets and focus. After a thorough review, Hickey Global then conduct a demographic and workforce analysis paying special attention to evaluating disaggregated data on business ownership, formation, longevity, and success by white-, minority-, women-, low-income-, and veteran-owners. The workforce analysis will also identify gaps, both present and future: gaps in skillsets in the labor force and gaps in educational program alignment with future needs. Projected trends in the occupational distribution will provide detail as to how those gaps will evolve over time and where to direct investment in order to manage them with an eye towards equitable and sustainable outcomes. Other components of the study will include information such as: • Current and Projected Demographics • Household Income • Home Values and Costs • Housing and Rental Unit Stock • Unemployment Trends • Educational Attainment • Educational Institution Enrollees and Completions • Industry and Occupation Density • Industry Specialization • Commuting Patterns Hickey Global will also evaluate local, regional, national, and global economic trends that are likely to impact the economic condition of the community over the next 10 years. This trend analysis will incorporate our global network of site selection and economic development consultants and researchers around the world. Once complete, we will develop a projection and analysis of labor needs for the next 10-years based on the trends and incorporate into our workforce analysis. This project will incorporate the concept and develop a roadmap for the City’s circular economy. Hickey Global will analyze and create a baseline of circular economy type projects and programs through a SWOT (strengths, weaknesses, opportunities, and threats) analysis. This analysis includes identified barriers within existing policies, practices and procedures within the City. Possible programs will focus on large scale, industrial solutions that can provide a maximum benefit to the community. Hickey makes use of the best data available, whether from government sources such as the Bureau of Labor Statistics and the U.S. Census Bureau or from internally-developed models. Where relevant, Hickey also makes use of data purchased from globally recognized providers including ESRI and EMSI. These providers allow for a greater degree of granularity in labor force, housing, and education data, providing a regionally -specific perspective on each of the analysis components. Hickey’s projected labor, industry, and economic indicator data makes use of standard statistical techniques and, in the case of Fort Collins, will rely on providers such as EMSI to provide replicable datasets that the county can verify. Community Engagement Community/Stakeholder engagement will be a cornerstone of our work with the City of Fort Collins. No community can realize its potential and attain sustained success in economic and community development without the active engagement and participation of a broad range of business, government, educational and civic stakeholders who share common values and vested interests in the well -being of the people and businesses who reside there. Working directly with the Fort Collins Project Team, our Hickey Global/IO.INC Team will identify key stakeholders who should be included in the development of Fort Collins’s Economic Development Strategy. IO.INC is renowned for its ability and track record in bringing diverse interests and groups together to focus on a common goal. Utilizing the skills and abilities of its principal, as well as methods borrowed from McKinsey’s 7S, appreciative inquiry, balanced scorecard and other strategic planning methods, IO.INC and Hickey will work energetically with the City of Fort Collins and its stakeholders to create excitement and alignment for the City’s economic development strategy. Our work in community engagement with Fort Collins will encompass virtual one-on-one confidential interviews with the elected leadership of the City of Fort Collins, the City Manager and key department heads and other public officials, and primary economic development stakeholders to conduct and complete a custom Strengths, Weaknesses, Opportunities and Threats (SWOT) assessment. These interviews are critical to assessing Fort Collins’s current economic development position, as well as to understanding and defining the potential opportunities that will help shape the strategic framework. As a stakeholder, our team with confer with members of the Economic Advisory Board (EAB) throughout the entire course of our work with Fort Collins. In addition, we intend to conduct a one-on-one interview with each member of the Economic Advisory Board to obtain first-hand their individual perspectives and aspirations about Fort Collins economic development potential. In concert with the Fort Collins Project Team, we will schedule numerous touchpoint meetings with the City Economic Advisory Board for the duration of the project. These surveys include multiple COVID-19 pandemic business surveys; the spring 2022 Fort Collins Business Survey and other primary resources that may be available from recent City and partner engagement efforts. A review and assessment of these prior surveys will provide an important baseline of understanding as to the perceptions, challenges and opportunities that are paramount to Ft. Collins business establishm ents and employers. IMPORTANT NOTICE TO THE FORT COLLINS PROJECT TEAM: We have worked with dozens of cities and regions in assessing current local conditions and in developing economic development strategies, marketing platforms and implementation plans. One of the most critical building blocks in conducting these assessments and preparing these strategies is trust. It is our policy to maintain the utmost confidentiality in our meetings with stakeholders, and accordingly, we will hono r the confidentiality commitment that we make to the City of Fort Collins stakeholders. We will not disclose publicly a list of the names of the individuals who are interviewed in this process, nor will we disclose or attribute any comments/contents of discussions to any individual. We will aggregate results and provide them in a written summary, transmitted in person, to the appropriate members of the Fort Collins Project Team. Our best counsel is to maintain this report in confidence. Best Practice and Benchmark Research Understanding the best practices of competitors and possible collaborators builds the economic development knowledge base and allows exposure to new ideas and concepts. They also provide real -world solutions that address local and global economic challenges. Hickey Global will collaborate with City staff and other stakeholders to co-develop a list of benchmark communities to research. These communities will align with the current or future direction or vision of Fort Collins. Priority will be given to locations that provide multiple learning experiences. Once identified, Hickey Global will research and summarize best practices used locally, regionally, nationally, and globally to support the economic resilience of a local economy and the development of a circular economy roadmap. Best practice transferability to Fort Collins will take into consideration the resources and ability of the City to enact similar programs. Finally, Hickey global will interview a collection of benchmark communities developed by the supporting team. Qualitative data from the interviews will be used to help the City understand how others approach economic resilience – specifically the role of the municipality. This insight will be incorporated into the previous research to provide a complete study. DocuSign Envelope ID: EF433E6A-871B-4EB1-9BEE-3555F280F834 Strategy and Implementation Development Draft Plan and Delivery Communities that make use of Hickey Global’s implementation plans, and strategic recommendations benefit from decades of experience in organization and program development. At the intersection of site selection and economic development, our team understands what makes an initiative effective as well as the steps necessary to implement it. Strategic recommendations will be included within each project phase, and the final Economic Development Health Plan will provide 10-year goals that will lead to enhanced economic resilience and community wealth generation across the entire population – with interim goals as appropriate. Hickey Global has experience weaving together community engagement, robust data, and best practices to develop recommendations and long-term resiliency solutions. In addition to a longer-term focus, the plan will provide near-term (2-5 years) strategies to deliver on the defined economic resilience goals, including the activation/transition to a circular economy. Hickey Global will work with the City of Fort Collins to determine overall budget priorities for th e plan outcomes, and each strategic recommendation will be structured to accommodate that framework. Detailed justification for each initiative will be provided and summarized, incorporating key findings from prior deliverables as well as self -identified community needs developed through stakeholder engagement. As part of Hickey’s overall process flow, the project team will be in constant communication with the City of Fort Collins in order to collaborate on realistic initiatives with a distribution of funds and responsibilities that match the organization’s stated goals. In addition, there will be an accompanying implementation matrix that identifies the roles and responsibilities of the City and its partners in advancing the strategies listed. Strategic Focus Although all aspects of municipal economic development will be analyzed and considered, a special focus will be applied to strategies supporting small business, specifically main street businesses (locally owned and serving); developing a roadmap for the City’s circular economy; helping support historically underserved businesses in the community; and strengthening the creative class. Small business strategies will also explore the connection between primary and main street businesses. Presentation and Final Plan Hickey Global’s project lead and principal will present findings to the City and stakeholders as chosen by Fort Collins and contacted through the stakeholder engagement process. Inclusive of all analysis and feedback from relevant parties, the final Economic Development Health Plan will deliver realistic goals that the community can implement on day one as well as long-term solutions to build and maintain economic prosperity in the region. Implementation As Hickey Global conducts analyses, discovers conditions for success, and eventually develops initiatives, both the number of inputs into the program and the overall knowledge base will grow in real time. Implementation all of this retained information will be brought to bear to ensure that the administration of the program meets set goals and does not compromise on the decision factors that led to implementation in the first place. Retaining and growing that knowledge base into years two and three provide the greatest assurance of a smooth and reliable implementation plan.
