HomeMy WebLinkAboutTHE GATES AT WOODRIDGE PUD - FINAL - 55-87C - CORRESPONDENCE - STAFF'S PROJECT COMMENTS ' ,. - Deve merit Services - Planni Department 411 City of Fort Collins May 24, 1991 Mr. Eldon Ward Cityscape Urban Design 3030 South College Avenue Fort Collins, CO. 80525 Dear Eldon: The Development Services Staff has completed the review of, The Gates at Woodridge and The Overlook at Woodridge, Final P.U.D. , and final plats, which are scheduled for the June 24, 1991 Planning and Zoning Board hearing. The comments are as follows: The Overlook at Woodridge: 1. Further discussion is warranted to resolve the P & Z condition of preliminary approval that Tract A streetscape plantings will be maintained by a Homeowner's Association. 2. The ownership status and function of Tract A should be clarified with an explanatory note. 3 . It is suggested that in Note number 3, the word "vehicle" be replaced by the word "entity" . 4. The P.U.D. site plan should indicate that the temporary second point of access will be equipped with a Type III barricade approved by the Poudre Fire Authority. An explanatory note could further clarify the temporary nature of the barricade. Unless the temporary nature of the barricade is emphasized, homeowners may be under a false impression that the street will be a dead-end. 5. Please be reminded that street trees should be kept away from buried gas lines by a minimum of four feet. 6. U.S. West requests that easements for telephone cables be separate from drainage easements. 7. A six foot utility easement for U.S. West is needed o the east side of Lots 1, and 22 - 26. 8. The P.U.D. site plan should have a vicinity map of the area surrounding the site within a distance of at least one mile showing zoning districts, traffic circulation system, major 281 North College Avenue • P.O. Box 580 • Fort Collins, CO 80522-0580 • (303)221-6750 • 410 public facilities (schools) , existing municipal boundary lines. 9. The vicinity map on the plat is very outdated and should be replaced with a map that includes the information noted in comment eight. It would be helpful for the vicinity to reflect that the following subdivisions have been approved: Taft Canyon Estates, Regency Park, Rossborough, Four Seasons, Willow Park, Woodlands, Clarendon Hills, Applewood Estates, and The Ridge. 10. The plat should .indicate the date of preparation under the scale. 11. Both the P.U.D. and plat should indicate the areas of abutting property that is unplatted. The P.U.D. should indicate the zoning and land use within 150 feet of the parcel. 12. The plat should include an explanatory note about Tract A. 13 . The final mylars should be high quality reproducibles. We are concerned that the mylar sepias that have recently been received will not make quality copies in the long term. The Gates at Woodridge: 1. Staff is concerned about the sidewalk on Seneca Street. The old standard of detaching a sidewalk along a collector street by four feet is under review. Experience has shown that a four foot strip is difficult to maintain and does not allow enough separation from vehicles. Also, a four foot parkway is insufficient for both underground electrical facilities and deciduous shade trees. It is strongly recommended that the sidewalk be detached so 9 to 10 foot parkway strip is created. Such a width would allow 2 inch caliper deciduous street trees to be planted formally on 30 to 40 foot centers, and still allow enough horizontal separation from underground electric systems. By detaching the sidewalk 9 to 10 feet from flowline, the sidewalk must be placed in an access easement. Please note that deciduous shade trees must be kept 40 feet from a streetlight, and ornamental trees must be kept 15 feet away. A sketch illustrating these separation requirements is enclosed. Also, street trees should be kept four feet away from underground gas lines. 2. Tract A must also be dedicated as a utility easement and be a minimum of 15 feet wide. 3 . The temporary access connection to Harmony Road must be in a dedicated access easement. 4 . Utility easements should be kept separate from drainage easements. c� • 5. A six foot utility easement is needed for U.S. West telephone cable along the west side of Lots 27, 28, a:nd 29. 6. As with The Overlook, the maintenance of open space areas should be more clearly defined. Note number four should be expanded to reference landscaping in Tract A, the Harmony and Seneca rights-of-way, as well as "common open space areas" . As I am sure you are aware, the City Parks and Recreation Department will not maintain the proposed landscaping along the public streets. 7. It has been determined by the Transportation Department that the proposed median is not needed from a safety or traffic engineering standpoint. As such, it is considered an aesthetic improvement and will not be maintained by the City Parks and Recreation Department. If the median is to be installed, then the maintenance should be clearly noted on the P.U.D. site plan. 8. The P.U.D. site plan should include a vicinity map. 9. The plat should update the vicinity map to include the developments that have recently occurred. 10. Note number three should be expanded to further explain that dr.veways will be able to accommodate a three point turn. 11. On note number four, please replace the word "vehicle" with "entity". 12. On the plat, an explanatory note should be provided to describe Tract A. This concludes Staff comments on these two items. Please note that some of the comments apply to the P.U.D. site plan while others apply to the subdivision plat. In order to remain on schedule for the June 24, 1991 Planning and Zoning Board hearing, please note the following deadlines: Revised plans are due June 5th (three sets) . P.M.T. 's, 10 sets, colored renderings are due June 17th. Final mylars (high quality reproducibles) are due June 20th.
