Per the Electronic Submittal Requirements AutoCAD SHX attributes need to be removed from the PDF’s. AutoCAD turns drawing text into comments that appear in the PDF plan set, and these must be removed prior to submittal as they can cause issues with the PDF file. The default setting is "1" ("on") in AutoCAD. To change the setting and remove this feature, type "EPDFSHX" (2016.1 version) or “PDFSHX” in the command line and enter "0". Comment Number: 2 08/17/2022: FOR FINAL APPROVAL: Per discussion with the applicant team, we will be looking for a revised cross section of the ultimate build-out of College Ave, where the bike lane is moved off the road and onto the sidewalk - which will be widened into a 12' multi-use path. Per CDOT standards, the curb should be a rollover curb on the shoulder of the road. The other dimensions will have been handled through other meetings with the applicant. Response: The ultimate and interim cross sections for College Avenue have been updated. Comment Number: 3 08/17/2022: FOR FINAL APPROVAL: On the civil construction plan notes, in the general notes under note 47, the lists of variances should be listed as number 48. Response: The missing note has been added. Comment Number: 4 08/17/2022: FOR FINAL APPROVAL: On the civil construction plan notes, the "Standard Grading and Erosion and Sediment Control Notes" title is overlapping with a note from the previous section. See redlines. Response: The overlapping text issue has been corrected. Comment Number: 5 08/17/2022: FOR FINAL APPROVAL: Where are the "Storm Drainage Notes" coming from on the civil construction plan notes? Response: The “Storm Drainage Notes” have been revised to the correct standard LCUASS notes.: Comment Number: 6 08/17/2022: FOR FINAL APPROVAL: Thank you for providing the page numbers as well as sheet numbers on your civil construction plan cover sheet, that is very helpful for us. But I am seeing it list 88 sheets when the pdf has 87 pages. All of the pages after page 82 (sheet C7.30) are labeled as page 83 and they all have the sheet number of C7.31. Please clear up the discrepancy. Response: The pdf did not yet include sheet C2.06 as shown in the sheet index. This sheet is now included and the sheets have been revised accordingly. Comment Number: 7 08/17/2022: FOR FINAL APPROVAL: Please include and label the phasing boundaries in the utility plans. Response: The phasing boundaries have been added to the utility plans. Comment Number: 8 08/17/2022: FOR FINAL APPROVAL Please provide a vertical scale for plan and profile drawings. 4 Response: The vertical scales are located in the lower right portion of each plan sheet. Response: They will be dedicated by separate document by the offsite property owner, Silverthorne, LLC The easements and right of way legal descriptions have been submitted to the City for review prior to the dedication. Comment Number: 12 08/22/2022: FOR FINAL APPROVAL The cross section for Venus should have the buffer between the driving lane and the bicycle lane. Currently, the buffer is between the bike lane and parking. See redlines. Response: The cross section has been updated. Comment Number: 13 08/22/2022: FOR FINAL APPROVAL Variance request #1: Make sure you are only referencing Table 7-3 of LCUASS. Table 7-4 is in reference to Loveland standards. The Silverthorne property was referenced as being to the east - I believe that should say west? Which AASHTO publication is being referenced here? I’m having trouble finding the table being referenced. Response: Reference to Table 7-4 corrected to 7-3. Silverthorne property reference corrected to west. AASHTO reference is "Policy on Geometric Design of Highways and Streets". Table reference was incorrect; has been updated to reference Table 3-13b, not 13-3b. Comment Number: 14 08/22/2022: FOR FINAL APPROVAL Variance Request #3: The variance request states that the design speed of Venus is 30 mph. I thought that the speed was Venus was 25 mph. Variance request #1 and the Signage & Striping sheets also say 25 mph. This may affect the distance of 120' feet that you came up with from Figure 7-18. Response: Posted speed will be 25mph, but design speed for Venus Ave is 30mph. Buffered bike lanes require angled hash marks, standard bike lane is now 6 inch line, and no buffers in turn lanes. Response: Revised per PDF redlines. The calculations provided do not take into consideration Phase 2 improvements. If this plan is intended for approval of both phases then a separate Phase 2 EC escrow estimate is required (FCDCM Ch 2 Section 6.1.5) Response: The Erosion Control Escrow includes (3) pages that show the overall EC Estimate along with both Phase 1 and Phase 2 estimates. Comment Number: 18 08/25/2022: INFORMATION: Based upon the area of disturbance or this project is part of a larger common development, State permits for stormwater will be required should be pulled before Construction Activities can begin. Response: Noted, the State permits will be acquired by the contractor prior to construction beginning. Comment Number: 19 08/25/2022: FOR FINAL APPROVAL: Please address all redline comments provided on the plans Response: Redlines have been addressed. Topic: Fees Comment Number: 16 08/25/2022: INFORMATION: The City Manager’s development review fee schedule under City Code 7.5-2 was updated to include fees for Erosion Control and Stormwater Inspections. As of January 1st, 2021, these fees will be collected on all projects for such inspections. The Erosion Control fees are based on; the number of lots, the total site disturbance, the estimated number of years the project will be active. Based on the proposed site construction associated with this project we are assuming 2 building permits, 19 acres of disturbance, 2 years from demo through build out of construction and an additional 3 years till full vegetative 6 stabilization due to seeding. Which results in an Erosion Control Inspection Fee estimate of $2,298.30 . Please note that as the plans and any subsequent review modifications of the above-mentioned values change the fees may need to be modified. I have provided a copy of the spreadsheet used to arrive at these estimates for you to review. Please respond to this comment with any changes to these assumed estimates and why, so that we may have a final fee estimate ready for this project. The Stormwater Inspection Fees are based on the number of LID/WQ Features that are designed for on this project. Based on the plans we identified 1 bioretention, 1 level spreader, 1 extended detention basins, and 2 underground facilities which results in a Stormwater LID/WQ Inspection fee of $1,710. Please note that as the plans and any subsequent review modifications of the above-mentioned values change the fees may need to be modified. Department: Stormwater Engineering Contact: Stephen Agenbroad, , sagenbroad@fcgov.com Topic: General Comment Number: 1 08/22/2022: FOR FINAL APPROVAL - UNRESOLVED: 07/07/2022: FOR FINAL APPROVAL - UNRESOLVED: 05/03/2022: FOR FINAL PLAN – UPDATED: The Letter of Intent or Agreement from the North Louden Ditch is acceptable, however since this is in the form of a legal agreement, the developer will need to provide the City with written notification within 3-business days in the event that the ‘agreement’ with the North Louden Ditch Company expires. 11/02/2021: FOR HEARING: (addressed) The realignment and undergrounding of the North Louden Ditch will require the ditch company to sign the plans. A Letter of Intent is required before Hearing. For final approval – the agreement with North Louden Ditch Company will need to document Ownership and Maintenance responsibilities for relocated ditch section. Response: Noted, the final agreement with the ditch company is currently in process. Comment Number: 2 08/22/2022: FOR FINAL APPROVAL - UNRESOLVED: The concentration/design points are not present on the drainage plans, both detailed and overall. The layer associated with these points seem to not have printed. 07/07/2022: FOR FINAL APPROVAL: Should label concentration points on drainage plan Response: Correct, the design points did not print with the submittal plans. Concentration points are provided (and now print) on both the overall and detailed plans. Comment Number: 3 08/22/2022: FOR FINAL APPROVAL: The detention pond calcs use a weighted average for the C_100 when they should be using C2 multiplied by 1.25. Only affects pond A1. 7 Response: The C100 value is the weight average of the contributing basins, and the 1.25 factor was applied with the C100 values for each individual basin. This was coordinated with City Staff during PDP Round 2. Comment Number: 4 08/22/2022: FOR FINAL APPROVAL: For each design point please label the basins associated with them on the Rational Peak Runoff Table. Response: An additional column has been applied to the Rational Method Peak Runoff table in Appendix A of the Drainage Report. Comment Number: 7 08/22/2022: FOR FINAL APPROVAL: Inlet H4.5 does not have the allowable flow capacity to capture the Qpeak of a major storm. Same for Inlet G3, F2 Response: The inlet design and calculations have been revised – these deficiencies were largely a matter of flow depth. For example, private Inlets H4.5 and Inlet A4.6 may experience a depth up to 8.3” in the 100- year. This additional, temporary depth within the parking lot is not a concern. Comment Number: 8 08/22/2022: FOR FINAL APPROVAL: Looking at the Hydraflow Modeling, it appears that the STMH H3 is exceeded the EGL. Please revise. Response: The piping sizes and hydraulics have been revised to lower the EGL. Comment Number: 9 08/22/2022: FOR FINAL APPROVAL: Please provide the Bioretention sizing calculations. Response: Required WQCV calculations for the Bioretention Ponds are provided in Appendix B. Stage Storage tables for Bioretention Ponds A2 & A3 are also now provided in Appendix B. Comment Number: 10 08/22/2022: FOR FINAL APPROVAL: On street profiles, please include the alignment, size and depth of storm sewers. Response: Per the meeting with staff on 9/7, the full storm profiles do not need to be included in the street profiles. The storm pipes crossing the street profiles have been added. Comment Number: 13 08/22/2022: FOR FINAL APPROVAL: Since the storm tech water quality is split between two rows that are not adjacent, the FAA calculated volume has to be looked at independently of one another. Response: The two rows have been analyzed separately. The WQCV spreadsheet has been revised, additional FAA spreadsheet have been included, and the Underground Detention spreadsheet has been updated. The separate isolated rows are adequately sized to treat the related drainage basins. Comment Number: 14 08/22/2022: FOR FINAL APPROVAL: Please remove the word optional for the inspection ports on the storm tech details. Response: The “optional” term has been removed from the storm tech details. “Inspection ports are not optional” notes have also been included on the details. Comment Number: 15 08/22/2022: FOR FINAL APPROVAL: Additional storm manifold details are needed to include weir heights and location of 2 year orifice. Also please label this information on the storm sewer profiles. Response: Additional details related to the underground detention system have been included in the Construction Detail sheets. The downstream structure (i.e., Basin A6) includes a 100-year orifice sized for the required 0.2 cfs/acre rather than the 2-year historic event. This is the only structure (with a weir) that includes an orifice design. New and existing buildings shall be provided with approved address identification. The address identification shall be legible and placed in a position that is visible from the street or road fronting the property. Address identification characters shall contrast with their background. Address numbers shall be rabic numbers or alphabetical letters. Numbers shall not be spelled out. The address numerals for any commercial or industrial buildings shall be placed at a height to be clearly visible from the street. They shall be a minimum of 8 inches in height unless distance from the street or other factors dictate larger numbers. Refer to Table 505.1.3 of the 2021 IFC as amended. If bronze or brass numerals are used, they shall only be posted on a black background for visibility. Monument signs may be used in lieu of address numerals on the building as approved by the fire code official. Buildings, either individually or part of a multi- building complex, that have emergency access lanes on sides other than on the addressed street side, shall have the address numbers and street name on each side that fronts the fire lane. Both buildings will require address signage on multiple sides of the building. Wayfinding signage will be required on the lot to the West and may be required throughout the site as needed. Please include addressing with appropriate size on elevations and wayfinding signage on site plan. RESPONSE: The applicants are working on a street name for the former Crestridge Drive. BUILDING PERMIT PRE-SUBMITTAL MEETING: Please schedule a pre-submittal meeting with Building Services for this project. Pre-Submittal meetings assist the designer/builder by assuring, early on in the 12 design, that the new projects are on track to complying with all of the adopted City codes and Standards listed below. The proposed project should be in the early to mid-design stage for this meeting to be effective. Applicants of new projects should email your Development Review Coordinator to schedule a pre-submittal meeting. Applicants should be prepared to present site plans, floor plans, and elevations and be able to discuss code issues of occupancy, square footage, type of construction, and energy compliance method being proposed.
