Dear Mr. Heffron,
Staff has reviewed your documents for the Gateway at Harmony Road (Taco Cabana)P.U.D.-
Preliminary and Final that were submitted to the City on August 21, 1995, and would like to offer
the following comments:.
1. A copy of the comments received from U.S.West is enclosed with this letter.
2. The Zoning Department has offered the following comments:
a. The standard note regarding the installation of landscaping or 125% of valuation for
securement of the landscaping must be added to the Landscape Plan.
b. The"colored trees" on the south elevation of the building may be considered signs
and would then come off of the sign allowance for the site.
c. You need to show a building envelope that includes the drive-thru cover.
3. A copy of the comments received from the Building Inspection Department is enclosed
with this letter.
4. The Light&Power Department has stated that you will need to coordinate a location for
the electrical transformer.

5. Tim Buchanan, the City Forester, has offered the following comments:
a. Add street trees as noted on the enclosed green/blue-lined portion of the Landscape
Plan.
b. Add Protection&Pruning notes(as enclosed)to the Landscape Plan.
c. One cottonwood has 30% dead wood and is being recommended to be removed.
6. How is the rooftop mechanical going to be dealt with and how will it be screened from view?
Notes regarding this should be added to the Site Plan.
7. Why are there two menu boards proposed? Depending on the location and visibility, the
boards could affect your signage allowance.
8. There should be some evergreen plant material added along South College Avenue to provide
more visual mitigation to the arterial street.
9. City staff is not supportive of the proposed neon light bands shown at the top of building.
There have been several new restaurants located on South College Avenue and East Harmony
Road that have been denied their request for neon lighting. We will be consistent in our
recommendation to the Planning and.Zoning Board to eliminate the neon(based on previous
requests). Also, the color on the depressed pattern palm trees on the south elevation of the
building is of concern.
10. Pedestrian access to and from this site is awkward at best.
This completes the review comments at this time. Additional comments will be forthcoming because
not all comments have been received from the various departments and reviewing agencies. Please
be aware of the following dates and deadlines to assure your ability to stay on schedule for the
October 23, 1995 Planning and Zoning Board hearing:
Plan revisions are due no later than the end of the working day, October 5, 1995. Please
contact me for the number of folded revisions required for each document.
PMT's (photo reduction of Site Plan, Landscape Plan, Building Elevations to 8.5" x 11"),
rendering(one each colored full-size Site or Landscape Plan and Building Elevations),and 8
folded copies of the final full-size Site Plan,Landscape Plan,and Building Elevations revisions
(for the Planning and Zoning Board members packets) are due on October 16, 1995.
