Comment Number: 26 Comment Originated: 02/22/2022 02/22/2022: For Information: The cross section used for College Avenue does coordinate with what is approved through the South College Corridor Plan. The 3 plan recommends an eight foot detached multiuse path with bicycle lanes in College Drive. Response: Noted. Comment Number: 32 Comment Originated: 07/12/2022 07/12/2022: For Final Approval: There will need to be further discussion on the phasing of the construction on College Avenue. This will also need to be coordinated with the required CDOT permit. It is acknowledged that the lane configuration is safe as long as the driveway entrance is built with phase one as shown. The current proposal would prevent right hand turns onto College Avenue unless the some portion of a transition lane is constructed to merge traffic. This generally requires that the merging lane meet AASHTO requirements. The applicant may find that the cost of the merging lane may not be much cheaper than constructing the remaining improvements. Response: We have revised the phasing plans to include the College Avenue roadway improvements. The College Avenue sidewalk improvements on southern portion of the property will be built with Phase 2 with the KIA Dealership building. Comment Number: 33 Comment Originated: 07/12/2022 07/12/2022: For Information: The traffic control plan will have to be completed with phase one based on the intersection configuration. Unfortunately this light does not qualify for TCEF reimbursement. Portions of the roadway improvements may qualify. Further discussion will need include Marc Virata. Response: It is the developer’s intent to build the traffic signal with the Phase 1 improvements. It is understood that the signal is not eligible for TCEF reimbursement. Please let us know what roadway improvements are eligible. Comment Number: 46 Comment Originated: 07/13/2022 07/13/2022: For Final Approval: The comment relates to Comment 32. The demolition plan shows that the improvements south of the proposed driveway will be removed but will not be installed back until phase two of the project. With no curb and gutter, this could create some drainage issues that could impact the roadway. What is the timing between phase 1 and phase 2. This may help staff better understand the impacts. Response: The demo plan does not show phasing. The phasing of the demolition will correspond with the same areas that are shown on the phasing plan. Comment Number: 47 Comment Originated: 07/13/2022 07/13/2022: For Final Approval: There is a short patch of paving to the south of the valley pan in Venus Drive. The paving and saw cutting are determined in the field based on LUCASS Standards. There made need to be a larger patch carried out to the middle of the lane or the centerline removing the seam from the wheel path. The engineer may want to perform some investigatory work or specify on the plans that any incompatibility in the existing and proposed asphalt section will need to be rectified in the pavement design report. Response: Thanks for the recommendations. After further discussions and our assumption is that the existing pavement is likely not up to current standards. We have shown removing and replacing the existing pavement out to the crown line. It’s also understood that additional pavement may need to be removed to the south of the pan on the east side of the crown. Response: A concrete retaining wall is planned along Venus. The structural engineer is designing the retaining wall and is looking into options that won’t impact the utility easement. We will provide more information and include a section of the wall in the plans with the next submittal. Will this water have an detrimental impact on the road base? Response: We are including an impermeable membrane around this stormwater facility so that it doesn’t impact the adjacent road and adjacent wall. We usually do not see first round FDP submittals until after the project has gone to hearing. To develop a draft of the DA the project will need to go to hearing first. City staff will still work to prioritize the timing of completion of the Development agreement but will have to wait for the approval through hearing to complete a working draft if second round of FDP happens before the hearing. Response: Understood, we hope that a draft of the DA can begin now that we have been through the hearing process and we are essentially submitting our second round of FDP documents. We are concerned that adding the utilities to the roadway plan and profile sheets may add confusion to those sheets. We have the storm sewer, sanitary sewer, and waterlines profiled separately from the road plan & profile sheets. The traffic signal is not eligible for City funding and will be the full responsibility of the development. When the traffic signal plans are sent to Traffic Ops to review prior to your FDP submittal, please include Tyler Siegmund from Light and Power as well (tsiegmund@fcgov.com). Delich: The signal plans have been revised including the above items. 7 Comment Number: 14 Comment Originated: 05/04/2022 07/12/2022: FOR FINAL APPROVAL: See Redlines 05/04/2022: FOR FINAL PLAN Signing and striping was not reviewed in much detail during PDP. At FDP, we will do a thorough review of these plans, along with the traffic signal design, street tree spacing/conflicts with light poles, signals, etc. Department: Erosion Control Contact: Jesse Schlam, 970-218-2932, jschlam@fcgov.com Topic: Erosion Control Comment Number: 42 Comment Originated: 07/12/2022 07/12/2022: FOR FINAL APPROVAL: It was requested that this project be treated as an FDP as such, this project failed to provide erosion control plans meeting City Criteria. These plans need erosion control sequencing sheets (not chart as this project is over 3 acres) and phasing (as this is over 5 acres) taken into account. The erosion control plans were missing key components for review including calculation chart. I will not provide redlines on the sheets until the erosion control phasing and sequences are provided as they will change significantly from what was provided. The erosion control report also seems to be lacking any discussion of sequencing or phasing. Also the final stabilization section seems not to meet the criteria at just a cursory glance. Escrow Calculation doesn't take into account phasing as well. At this point I will wait for the next round of submittals to provide sequencing and phasing that was requested of submittal at FDP by Basil Hamdan back in October. Please use the check sheet provided in the relines folder and at www.fcgov.com/erosion for this and all future submittals also a re-read of FCSCM Ch 2 Sec 6 in its entirety before submitting these plans would not go amiss. Response: All erosion control items have been updated to meet City criteria, including detailed information for phasing and sequencing. Separate phasing and sequenced Erosion Control Plan sheets have been included in the utility plans per City criteria. Per recent discussions I understand the applicant has a desire to take this project to Planning and Zoning Hearing without the "letter of intent" from the Natural Areas Department. This is called an "at risk" approach and would be a condition of Hearing approval. Condition of approval: "For approval of the Final Development Plan the developer shall obtain a drainage easement from the City Natural Areas Department and it's governing authorities. This includes a recommendation from the Land Conservation and Stewardship Board as well as ultimate approval from City Council." 02/22/2022: FOR HEARING: Follow up on comment 13 – a drainage easement will be needed through the Natural Areas property for formalization of this drainage flow path.
