Our Piped Utilities Division: With 15 pipe crews, SEMA’s full-service underground utility construction division is experienced in water, irrigation, and sanitary and storm conveyance systems. % U.S. 24/SH 67 Faster Bridges Design-Build – El Paso & Teller Counties, CO ($2.2M) This project involved replacement of two superstructures on U.S. 24 and one structure on SH 67. All three structures were built in the 1930s. Construction of the structures was fast-tracked. The prescribed 14 day max duration for these structures was accomplished using continuous construction over this period. Multiple SEMA crews were deployed to work continuously through this period, including weekends and nights. U.S. 34 Upper Big Thompson Bridges Design-Build – Estes Park, CO ($3.9M) This award-winning design-build project consisted of the replacement of two bridges and reconstruction of approximately 300 feet of roadway at each bridge abutment on U.S. 34 over the Big Thompson River in the Thompson Canyon. In order to reduce the time that the highway was closed for each bridge replacement, the foundation and abutments for each bridge were constructed prior to the full closure of the highway for the removal and replacement of each bridge. This was accomplished using only daily lane closures. PROFILE PROJECTS profIle projeCTs PAGE 4 PROFILE PROJECTS Gold Run Road and Wagonwheel Gap Bridge Bundle and Roadway Improvements boUlDer CoUnTy, Co These projects were part of the permanent repairs and stream improvements resulting from 2013 flood damage. SEMA reconstructed 2 miles of Gold Run Road from 100 feet above Cash Gulch crossing to approximately 600 feet above Salina Junction. The improvements included a paved and unpaved section of roadway and roadside drainage. The project also includes the design and replacement of 11 culvert crossings and channel improvements in the Gold Run drainage-way to accommodate both stream and on-site drainage to increase capacity while maintaining a natural in-stream habitat. The project required blasting for the installation of the box culverts two feet from the historic mining road and within close proximity to the historically preserved homes and buildings. No roadway closures were allowed during construction. This required an extensive PI program including several community open houses and door-to-door outreach to inform surrounding residents of upcoming construction activities and to inform and prepare them for the blasting activities. At Wagonwheel Gap, SEMA reconstructed flood damaged roads and creeks in the area. Scope work included six box culverts, embankment, rockery, retaining walls, creek crossings, drainage structures, two bridges, tree removal, signage, striping, traffic control, and stormwater pollution prevention. For this project, SEMA had responsibility for Construction Quality Control Testing Control. The owner representative performed Acceptance Testing, Inspections and Independent Assurance Testing. relevanCy ƒ n – NO CLAIMS profIle projeCTs PAGE 5 Red Rocks Infrastructure Improvements CM/GC morrIson, Co Description: DOTI trusted SEMA on their first civil CM/GC project at their recreational ‘crown jewel’, Red Rocks Amphitheater. This project began as a single-phased CM/GC, however, SEMA’s successful preconstruction process led to retired risk and supplemental funding that subsidized two subsequent project phases for continued CM/GC services. Scope included a new waterline with service to the Red Rocks Amphitheater Water Treatment Plant, improvements to the Upper North Parking Lot to address erosion and stormwater control, pedestrian infrastructure, embankment work and widened a section of Trading Post Road, sanitary sewer line improvements, and new landscaping features. This project received ENR’s Best Landscape/Urban Development Project Award. Highly Complex Phasing to Minimize Impacts: This project required winter-only construction over a three-year period to accommodate DOTI’s funding schedules and phased development for zero impacts to park operations. This required three years of perfect schedule management as a single day of impact to Red Rocks revenue generation events would cost the City millions of dollars. Success in CM/GC: SEMA was able to solve challenges through innovations and the CM/GC process. NO CLAIMS relevanCy ƒ profIle projeCTs PAGE 6 PROFILE PROJECTS Owner Š NO CLAIMS 39th Avenue Greenway Park Hill Detention Design-Build Denver, Co This project is the fourth design-build project in Denver’s history, and the third design-build project for which SEMA was selected as design-build contractor by DOTI. Although this project was procured under a design-build procurement, a CM/GC type concept was later implemented so design elements could be reviewed and redesigned if necessary to ensure DOTI’s and the community’s visions were fulfilled. This allowed SEMA to successfully incorporate a major Owner vision change without any additional time to the contract schedule. This Project required highest-level adjacent project coordination with Central 70, DOTI Glo, and DOTI Phase V, and rail coordination. SEMA both builds and engages in the community. In this sense, we contributed $86K on behalf of this project to Denver WORKNOW, Denver Urban Gardens, and Metropolitan State University. . Scope Relevancy: ƒStructures and Walls: 39th Avenue involved the construction of three bridges and 14 retaining walls throughout the corridor, which was coordinated directly to roadway embankment. ƒPedestrian Infrastructure: This project involved 1.7 miles of a pedestrian path and significant user amenities improving community connectivity. ƒMajor Utilities and Coordination: the project involved coordinating the relocation and protection in place of 276 utilities. ƒMaintaining Access: The project corridor was adjacent to historical neighborhoods and residences. SEMA maintained access for all multi-modal transportation throughout the three year project for adjacent businesses and residents by jointly developing multi-modal traffic control plans with DOTI. ƒDrainage: SEMA employed tunneled construction to install the 84-inch drainage line and a 20-inch sanitary sewer line more than 35 feet under the RTD line and a busy urban intersection. relevanCy ƒ profIle projeCTs PAGE 7 Fish Creek Road Public Infrastructure Project esTes parK, Co This award-winning flood restoration project consisted of repairing portions of Fish Creek Road, ten public access roads, and Fish Creek Trail (16,000 linear feet) that were damaged during the September 2013 flood. The total length of the damaged segments of Fish Creek Road was approximately 1.5 miles and the total length of damaged trail was 3.1 miles. The work included construction of an in-stream structure bundle that included (5 concrete box culverts), riprap, pedestrian bridges, retaining walls, creek stabilization, road resurfacing, grading, soft surface trail, concrete sidewalk trail, and curb and gutter, installation of storm drain infrastructure, temporary stabilized walls to facilitate permanent installations, clearwater diversions, and removal and replacement of sanitary sewer line. The five concrete box culverts (8 x 5, 10 x 4, 12 x 5, 12 x 6, 14 x 5) were designed as single cell culverts, these allow debris to more easily pass through, reducing the risk of a culvert becoming clogged and causing localized flooding. The addition of grade control structures, retaining walls, woody debris, and vegetation improved Fish Creek by decreasing downcutting and scour during high flow events. Natural materials, such as stone and wood, were used to retain a more natural appearance. After waters receded, a temporary culvert system was put in place to allow for access up Logan Mill Road off of Fourmile Canyon Drive. SEMA replaced the existing structure with a 60-foot single-span precast concrete bridge and retaining walls in support of the roadway improvements at the intersection of Logan Mill Road and Fourmile Canyon Drive. KEY PERSONNEL Key personnel PAGE 9 KEY PERSONNEL Project Management Team Our team brings a flexible approach to CM/GC developed by supporting and assisting several agencies and agency project managers through their first CM/GC projects, including the City and County of Denver, the City of Arvada, Colorado Parks and Wildlife, and BNSF. Our team will collaborate with the City throughout the CM/GC process to yield a Project that delivers on goals and expectations, while delivering a best-value approach. Our team members have worked together on numerous related projects (see Figure A) which creates cohesion, fluidity, and fuels our ability to accelerate the preconstruction process for the City. Our approach promotes cross-over participation of preconstruction and construction personnel in all phases of Project development to ensure continuity in personnel and Project approach commitments. Key Personnel Qualifications Full resumes of our key personnel begin on page 11, and an organizational chart for our team is included in Figure B on page 10. The key personnel we are proposing are available for the anticipated time commitment for their respective roles, and all have decision-making authority appropriate for their positions. Emphasis on Local Resources SEMA is completing other heavy civil projects throughout the Northern Colorado region. We not only employ our own local personnel to support those projects, but we also recruit local labor using regional hiring systems, and source local subcontractors. We are active participants in Colorado State University’s Construction Management Career Fairs throughout the year. For this Project, we will draw from our more than 250 local personnel, with a focus on field labor resources from Fort Collins the surrounding areas. “ Figure A.
