QUESTIONS AND ANSWERS, PRE-BID ATTENDANCE, SAMPLE DE TRACKER FILE
Description: RFP 9502 Distributed Energy Resource Application Management Platform
CLOSING DATE: 3:00 PM MT February 4, 2022.
To all prospective bidders under the specifications and contract documents described above,
the following changes/additions are hereby made and detailed in the following sections of this
addendum:

Questions and Answers
1. Are you looking for an RFP response that contains a matching response, line x line, to
the individual items outlined in the Scope of Work-Primary Requirements, Items A thru
L?
For Section II.A. Primary Requirements A through L, we do not need a line-by-line
response if the response to every line is “Yes, this is supported as written”. In that
case, the response can simply acknowledge that all those primary requirements are
covered as written. We request that vendors provide a notation with reference to the
specific line as labeled in the RFP if the capability is not fully met to explain.
Same for II.B. Additional Capabilities Disclosure
2. It appears that the Primary Requirements are to be met by a software solution that is
the basis of the DER Interconnection Management Platform. Is it your intention that the
items listed in the Scope of Work-Additional Scope of Work and Tasks are the items for
which you are requesting a cost breakdown (hours) and rates?
Section II A. “Scope of Work-Additional Scope of Work and Tasks” are all required
tasks.
Section II B. are not required but optional capabilities of interest that the City would
like information and pricing on as well.
The goal is to maximize the number of additional capabilities that are included in
the pricing that is in line with our maximum cost.
Include itemized cost if all work and task items are not included in the base offer under
our price limit.
3. Section 8.6 of the MSSA states that “Provisions 4.6 through 4.10 are Subject to
Discussion”. Can you confirm that this reference is to Provisions 8.4.6 through 8.4.10?
Yes, 8.4.6 through 8.410.
4. On page 7 the Service Provider is asked to "Develop detailed plan which imports
historic data to the platform database." How many records does this include and what
format are they currently stored in?
3,200 records in a flat file (no document attachments) see Attached format of Tracker
Flat File Extract, with sample line items. Not all fields will be replicated / merged over.

5. On page 7 the RFP references "Integration or API to Accela software." Would this mean
accessing an existing Accela API, or building an API that Accela would interface with?
What data would this API be sharing and with what frequency?
Fort Collins is not requesting the Solar Platform Vendor to build a new API, just looking
to capitalize on existing capabilities your company / platform may have to connect to the
Accela API (https://developer.accela.com/docs/index.html). Describe what’s possible
within existing budget for us to utilize existing capability to fulfill the task of Utilities
signing off on a specific review task approval line that is required for every distributed
energy project. If this is not supported within the existing budget, provide pricing.
Data sharing and frequency: on a daily basis every single project approval (at least
6,000/yr) requires approval from Utilities on the building permit. To accomplish this task,
the Solar Platform would pass project address, name field data. Building permit
# identified in Accela is passed back and loaded into the Solar Platform. Data upload is
Utilities approval for the building permit, Denial or Comment. Building Permit review
status will be displayed in the Solar Platform whenever a building permit is present for a
DE project at the customer address. There may be more than one building permit for
DE project(s) at the customer address associated with proposed and possible
prior work in applied or completed status.
6. Will any of the fee collection or payments under the incentive program be handled by
the software beyond calculation of amounts?
Fort Collins existing accounting process will handle all incentive payments. Fee
collection could be a capability we utilize in the future as a
payment required for submitting the application or system impact study
payment for some large DE projects above a specified threshold of generation
size. Depending on the cost, we may elect not to use the Solar Platform to collect fees.
7. Section F.5 on page 13 describes including any recurring annual cost for 5 years. Does
the City anticipate signing a 5-year contract as a result of this RFP?
The City, at its sole discretion, may opt to extend any applicable annual costs for
support & maintenance for up to 5 years based upon the deliverables of the RFP.
