As you may be aware, we are experiencing staff shortages in a number of key departments, which has begun to impact the timeliness of our reviews. We recognize that development and construction play a critical role in our community’s vibrancy and economic recovery, and we have been exploring options for mitigating impacts to our customers. As a result, we will be making some temporary service changes. Beginning Monday May 10th one additional week of review time will be added to all 1st and 2nd round submittals (increase from 3 weeks to 4 weeks). Comment Number: 18 Comment Originated: 02/22/2022 05/02/2022: Thanks for the Modification Request for the Glare rating. 02/25/2022: FOR HEARING: LIGHTING: Specific lighting requirements, including parameters and formatting of the lighting information, are found in Section 3.2.4. They involve a total lumen budget and BUG ratings for the fixtures used. The full cutoff and spillover information in the conceptual lighting plan are consistent with the purposes of the lighting standards. (I don't see a lighting plan yet - right?) Response: An updated lighting plan was submitted with a modification. In a meeting with Clark, he Acknowledged receipt. 4 Comment Number: 21 Comment Originated: 02/25/2022 02/25/2022: FOR HEARING: SIGNS: I think it’s “cleaner” to have no signs shown on development plans because then there’s no question about something being approved or not. The other option is to put a note on the elevations saying something like “signs are not reviewed or approved during development review; requires separate sign permit”. As far as the red clip goes, the sign measurement would be taken using that entire red face. Response: Signs have been taken off the plans have labelled them as a separate permit. Additionally, monument signs have been shown for reference but are noted that they are to be by separate permit. For discussion to have the whole story for hearing. 02/25/2022: FOR HEARING: TREE METRICS: I will work with you on a blanket 'alternative compliance' request for any numerical tree standards, and a foundation planting standard if needed to cover any questions about that. Response: We have provided a modification request for “full tree stocking”. Let us know if you need an alternative compliance. Comment Number: 23 Comment Originated: 02/25/2022 02/25/2022: FOR HEARING: BUILDING MASSING VARIATION: Similar to 22 above, a minor MODIFICATION to cover any questions about a standard limiting horizontal building masses to a 3:1 width to height ratio. (3.5.3(D)). Response: In discussions with Clark, we agreed a modification is not needed we are very close to the 3:1 ratio on each of the building facades. With the primary element of the façade being glass, the Variation of massing particularly at night with the lights are on, create the appearance of exceeding the 3:1 ratio. Perhaps the expectation is more that people will just be walking everywhere in the parking lots? There are some dots on the site plan near the EV charging station - what are those? And relatedly, it looks like the EV station is in the bumper overhang area; and will make will people walk skirt around it. Can the front area work as shown? This is related to the modification, but we should be prepared with the whole story for the hearing. Response: The walkway in front of Nissan is 7.5’ wide with a car overhang. The walkway in front of the Kia building is 5’ with no vehicle overhang. 5 The walkway near the EV charging stations in front of Nissan has been widened to 9’. Comment Number: 26 Comment Originated: 05/02/2022 05/02/2022: Q FOR FINAL: LANDSCAPE PLAN: Does everyone understand the commitment to maintaining hundreds of shrubs? Spring pruning, a replacement program? It looks like parking screening could perhaps be more easily provided with fencing and fewer shrubs. Understood that code calls for the shrub screening, and with some major gardening work it could be a rich garden setting. I see a number of shrubs that would need major pruning. Response: Plantings shown on the plan are consistent with the Fort Collins Landscape code and are shown due to the code or specific comments from planning staff. Plant material shown in natural areas have been selected to remain in a native or natural setting and will not require pruning or maintenance. Additionally, Xeric plant material and ornamental grasses have been used throughout the project site and are relatively low maintenance, only required to be pruned in early spring. Comment Number: 26 Comment Originated: 02/22/2022 02/22/2022: For Information: The cross section used for College Avenue does coordinate with what is approved through the South College Corridor Plan. The plan recommends an eight foot detached multiuse path with bicycle lanes in College Drive. Response: Noted. Comment Number: 30 Comment Originated: 05/03/2022 05/03/2022: For Hearing: As a condition of approval for the hearing the applicant will need to work with the City and CDOT to update the South College Access Control Plan. This application is proposing changes to intersection configuration on College Avenue that will need to be coordinated with CDOT. Final design will need to address the proposed change of access along the property and the signal configuration proposed at Venus Avenue. This approval will need to be obtained before acceptance of the Final Development/Utility Plans. Response: Delich Associates has been working with City in conjunction with CDOT to prepare an Access Control Plan Amendment. This is included with this submittal and we understand the City will be submitting this to CDOT. The traffic signal is not eligible for City funding and will be the full responsibility of the development. Response: Noted, we have included signal plans, signing & striping plans, and roadway plans for the development of the traffic signal at the intersection of Venus and College. We understand that the City and CDOT must approve the plans. We understand that the signal will not be eligible for reimbursement. I think this can be pretty minimal, such as just extending walk from Venus along the access to the lot (see redlines). Response: Sidewalk improvements have been added. I just want it to be clear on the plans that there will be a signal there. As discussed previously, the design for the signal is not needed until FDP. When the traffic signal plans are sent to Traffic Ops to review prior to your FDP submittal, please include Tyler Siegmund from Light and Power as well (tsiegmund@fcgov.com). A Letter of Intent is required before Hearing. For final approval – the agreement with North Louden Ditch Company will need to document Ownership and Maintenance responsibilities for relocated ditch section. Response: Noted. An extension to the agreement has been requested of the Ditch Company and will be provided once we received. Additionally, the final agreement is currently being negotiated and will also be provided once complete. Comment Number: 21 Comment Originated: 02/22/2022 05/03/2022: FOR HEARING - CONDITION OF APPROVAL: **Regarding the drainage easement through the City Natural Areas property. Per recent discussions I understand the applicant has a desire to take this project to Planning and Zoning Hearing without the "letter of intent" from the Natural Areas Department. This is called an "at risk" approach and would be a 9 condition of Hearing approval. Condition of approval: "For approval of the Final Development Plan the developer shall obtain a drainage easement from the City Natural Areas Department and it's governing authorities. This includes a recommendation from the Land Conservation and Stewardship Board as well as ultimate approval from City Council." 02/22/2022: FOR HEARING: Follow up on comment 13 – a drainage easement will be needed through the Natural Areas property for formalization of this drainage flow path. A ‘letter of intent’ for this will be required before Hearing. The Natural Areas staff has indicated that a recommendation from the Natural Areas Board will be needed before this LOI can be written. The final easement approval is through City Council however. Response: We have prepared an easement application package for Natural Areas staff. Natural Areas staff will be taking this in front of the Land Conservation Board for their initial approval on July 13th. If all goes well at the Board meeting, we may have the LOI from Natural Areas in time for the July 21st P&Z Hearing. We understand that ultimate approval will come from City Council. This exhibit will be used to define additional needs (be it through this development, future development, or by the City) in the final design phase. Response: We have provided a trail exhibit. 2/22/2022: FOR HEARING: Please plan to include a preliminary level design for the section of the Skyridge Trail as identified in the South College Corridor Plan (SCCP) adopted March 3, 2009 by the City of Fort Collins. This trail is located on the western portion of the property, extending from the north to south boundary of the parcel. This trail will ultimately connect to the north to the Fossil Creek Trail in the Redtail Grove Natural Area and provide connectivity for southwest Fort Collins to the City’s existing trail system. 10/25/2021: INFORMATION: The South College Corridor Plan (SCCP) adopted March 3, 2009 by the City of Fort Collins indicates the conceptual location of the Skyridge Trail on the western portion of the property, extending from the north to south boundary of the parcel. Comment Number: 17 Comment Originated: 10/25/2021 10/25/2021: INFORMATION: A trail easement may not be located within a ditch easement unless the applicant provides written approval for the trail easement within the ditch easement from the ditch company. The paved trail surface cannot function as a ditch access road if heavy equipment will use or cross the trail to maintain the ditch. Response: Noted, we are not aware of any ditch easements that would impact the location of the trail on the west side of the property. Provide at least 12 inches of buffer for apparatus maneuverability. 02/18/2022: FOR HEARING TURNING RADII The Northwest and Southwest corner of the Kia Building are on the edge of the EAE. The provided turning radius body overhang is touching the edge of the building on the Northwest corner and in the landscape areas on the Southwest corner. These areas will not provide enough access for the apparatus. Please revise plan. Response: Updated exhibits have been submitted and were approved by PFA on 5/18/22. Light and Power has a 3ft minimum separation requirement from all utility lines/infrastructure. Response: Noted, appropriate spacing has been provided.
