AMENDMENT #2
AGREEMENT BETWEEN THE CITY OF FORT COLLINS
AND TOOLE DESIGN GROUP, LLC
This Second Amendment (Amendment #2) is entered into by and between the CITY OF FORT
COLLINS (the “City”) and TOOLE DESIGN GROUP, LLC (the “Professional”).
WHEREAS, the Professional and the City entered into an Agreement effective 8/18/2021 (the
“Agreement”); and
WHEREAS, Professional and the City desire to amend the Agreement to amend Task #11 to
include Consulting Services for 15-Minute City Analysis.
NOW, THEREFORE, in consideration of the foregoing recitals and the mutual promises herein
contained, the parties agree as follows:
1. Amend the scope of Task #11 in Vision Zero Action Plan in Exhibit A Scope of Services
to include the 15-Minute City Analysis, attached.
2. Add $35,000 to Exhibit A Scope of Services II. Fee
Except as expressly amended by this Amendment #2, all other terms and conditions of the
Agreement shall remain unchanged and in full force and effect. In the event of a conflict between
the terms of the Agreement and this Amendment #2, this Amendment #2 shall prevail.
IN WITNESS WHEREOF, the parties have executed this Second Amendment the day and year

The City of Fort Collins (the City) is requesting consulting services to conduct a 15-minute City Analysis. The scope and fee
presented herein are based on a scoping discussion between Toole Design and the City on April 6, 2022.
Project Background
The purpose of this analysis is to examine how to implement the concept of a “15-minute city” in Fort Collins. The general
concept of a “15-minute city” is a community where every resident can get to everyday amenities within 15 minutes by
bicycling, walking, or transit. This analysis will provide an understanding of what a “15-minute city” means for the City and
strategize the next steps to create a 15-minute city. It will identify gaps in the active transportation networks and the land-use
patterns of the City that are barriers to creating a 15-minute city, and it will recommend strategies to remove these
barriers.
Scope of Services
Task 11A. Project Management
Toole Design will draft a Project Work Plan that includes a schedule, administrative protocols, and expectations for the effort
by task.
Toole Design will participate in up to 12 check-in meetings with the City’s project manager to discuss progress and confirm near-
term action items.
Toole Design will submit up to 6 monthly invoices and progress reports.

Task 11B. City Council and Stakeholder Engagement
Toole Design will work with the City on stakeholder engagement in two sets of efforts.
During the analysis, City staff will present to City Council at a work session. It’s anticipated that this session will seek feedback on
the definition and goals and provide preliminary findings from the Existing Conditions task (12D) and begin the discussion on
Strategy Development task (12E).
City staff will present information for feedback from internal stakeholders and to the appropriate boards and commissions as
needed, to be determined by City staff.
For both efforts, Toole Design will support the creation of up to two presentations that can be refined by City staff for each City
Council work session, board, and commission (e.g., following the Existing Conditions (12D) task, and during Strategy Development
(12E) task).
No broad community and neighborhood engagement is anticipated during the analysis; however, it is expected that the analysis
will outline neighborhood engagement as a next step to achieving the 15-minute city concept. Feedback received from
community engagement as part of the Active Modes Plan and the City Plan will be used during the Definition and Goals task
(12C) and Strategy Development task (12D).

Task 11C. Definition and Goals
Toole Design will work with City staff to develop a definition and set of goals for a 15-minute city. The concept of a 15-minute
city can take many forms; therefore, it is critical to place parameters around how the concept applies to Fort Collins and to set a
framework for the analysis. These parameters will include the geography to consider (e.g., city or neighborhood-level), the types
of destinations or amenities, and the modes (bicycling, walking, transit, etc.) to be considered as part of the City’s 15-minute city
vision. The definition and goals of a 15-minute city will be aligned with existing City plans, policies, and programs.

Task 11D. Existing Conditions
In partnership with City staff, Toole Design will review existing active transportation network conditions and relevant
transportation and land use policies to identify barriers to a 15-minute city.
Amenity Network Analysis
Toole Design will conduct a network analysis using data on existing amenities and the active transportation networks to quantify
the amenities that are within a 15-minute active mode trip to residents. This step will include compiling a database of community
amenities. Data sources can include employment databases, the North American Industry Classification System (NAICS)
database, OpenStreetMap, and any City services database. Input from the Active Modes Plan’s community engagement will be
used to verify that the types of amenities the community values are included in this database. This step will also include defining
the active transportation network to be used for this analysis. It’s anticipated that Bicycle Network Analysis (BNA) tool will be
used to define the bicycle infrastructure, and existing data will be used for pedestrian infrastructure.

With maps, the results from this analysis will illustrate areas of the city where there are barriers to achieving a 15- minute city.
Toole Design will use the City’s existing geographic equity analysis, such as the Health Equity Index, to identify how well areas that
have a higher proportion of lower-income households, people of color, youth, seniors, people with disabilities, and households
with no vehicle can access community amenities.
Policy Guidance Review
City staff will review and summarize relevant guidance and information from existing City documents and policies. This may
include the Fort Collins City Plan, Transportation Master Plan, Fort Collins Land Use Code, and other policy or procedural
documents identified as relevant by City staff. Gaps in policies that propose barriers to a 15-minute city will be identified. Toole
Design staff will participate in one call with City staff to review the summary and discuss any findings and relevance to the
15-minute city.
Toole Design will summarize the findings from the amenity network analysis and the policy guidance review in an Existing
Conditions Technical Memo. City staff will provide one set of consolidated comments on the technical memo. Toole Design will
then update the document and submit it as a final Existing Conditions Technical Memo.

Task 11E. Strategy Development
Toole Design will work closely with City staff to develop specific strategies to remove the barriers to establishing a 15-minute
city. These strategies will be based on the established definition and goals. They will include strategies to address infrastructure
(improvements to the active transportation networks), and land use strategies. Strategies will include coordination with the
City’s recent and pending work such as the Active Modes Plan, the Pedestrian Needs Assessment, Land Use Code Update, the
Housing Strategic Plan, and Transportation Demand Management (TDM). In the final list of strategies, each strategy will
include a summary of lead agency and partnerships, a timeline (near- vs. long-term), and a discussion on potential obstacles to
implementation.

Task 11F. Summary Memo
Toole Design will compile the information developed in the prior tasks to develop a draft summary memo. This memo will be
concise and include a discussion on the next steps for the City to take to achieve a 15-minute city concept. Toole Design will
work with City staff to develop an evaluation framework with performance measures to assess progress on achieving a 15-
minute city. This framework will be included in the summary memo and will allow consistent and objective tracking of the
goals established in Task 11C.
The first draft of the summary memo will be an administrative draft developed in Microsoft Word and presented to City staff for
a round of comments. City staff will compile and reconcile internal comments and provide them to Toole Design. From these
comments, Toole Design will produce a final document.

Schedule
Toole Design will complete the scope within 6 months
of the Notice to Proceed. Toole Design will develop a
detailed schedule in coordination with the City to be
included in the Project Work Plan.
