Land Colorado Eldon Ward, Cityscape Tess Jones, CDOT Sherri Wamhoff, Fort Collins Engineering Department Eric Bracke, Fort Collins Traffic Engineer Mitch Hass, Fort Collins Planning Department FROM: Matt Delich _W�MD DATE: November 11, 1996 SUBJECT: Interstate Land, Lot 8 - Turn Lanes (File: 9536MEM4) At the request of Eldon Ward and Tess Jones, I have analyzed whether Interstate Land, Lot 8 (John's Harley Davidson) will cause a >20% increase in the turning volumes at the Prospect Road/Frontage Road intersection. Using the 1995 peak hour counts (factored to reflect 1996 conditions, per my March 12, 1996 memorandum), only the westbound right - turn lane volumes will increase >20% due to Lot 8 generated traffic. Therefore, CDOT has the authority to require that this auxiliary lane be built due to a change of use, per the State Highway Access Code (SHAC). As indicated in my previous traffic studies, this right - turn lane, as well as the eastbound left -turn lane, are required per the SHAC just based upon current traffic. The developer has agreed to build these auxiliary lanes. The construction of these lanes is assured through the development agreement for Interstate Land, First Filing. However, it is my understanding that this construction will be delayed until later in 1997 to allow design coordination with and possible participation by the adjacent property owners. This schedule has been agreed to by the City of Fort Collins. Since this is the case and since no hazards were observed during traffic counting, it is requested that the right -turn lane construction be delayed to coincide with construction of the left -turn lane. This delay will have benefits to the City and CDOT, since traffic will be disrupted during only one construction program. It will have benefits to the developer, since the construction mobilization will occur only one time.
