As of January 1st, 2021, these fees will be collected on all projects for such inspections. Once an acceptable report and plan is submitted an estimate for these fees will be provided. Please note that as the plans and any subsequent review modifications of the abovementioned values change the fees may need to be modified. FOR FINAL APPROVAL:This project is located within the City's MS4 boundaries and is subject to the erosion control requirements located in the Stormwater Design Criteria, Chapter 2, Section 6.0. A copy of those requirements can be found at www.fcgov.com/erosionPlease submit an Erosion Control Plans and report to meet City Criteria (FCDCM Ch 2 Section 6.1.3)The site disturbance for this site is over 1 acre in size which would trigger the submittal of an erosion control report, yet none was provided. If an erosion control report is not submitted, or if the one submitted does not address the issues surrounding this sensitive area, with the next round, the submittal will be rejected. How much area is going to be disturbed with your project? (please provide a map outlining the area anticipated to be disturbed along with the calculation of area to help support this total and for us to understand the project size. [Area of Disturbance: Total area at the site where any Construction Activity is expected to result in disturbance of the ground surface. This includes any activity that could increase the rate of erosion, including but not limited to, clearing, grading, excavation, and demolition activities, installation of new or improved haul roads and access roads, staging areas, heavy vehicle traffic areas, stockpiling of fill materials, and borrow areas].Does your project area have any steep slopes?[Steep slopes: Any slopes that have a steeper incline than three to one (3H: 1V)]. Please show on plans and provide erosion control matting where needed and appropriate. The project is close to Fossil Creek and Erosion control plan should take this into account in placement the Concrete Washout Area and in protecting the construction area around Fossil Creek. Please show the outlet pipe as it exits into Fossil Creek and provide erosion protection (permanent and temporary) at that location. Sensitive Areas: Areas that typically include floodplains, slopes, riparian corridors, lakes, irrigation ditches, or other features subject to natural areas buffer requirements need to comply with Land Use Code Section 3.4.1.Please ensure that the Erosion Control Plans provided include a sequence chart in accordance with (FCDCM Ch 2 Section 6.1.3.2)Please address all redlined comments provided on the plans and on the erosion control security deposit cost estimate. Please submit an updated Erosion Control Escrow / Security Calculation based upon the revised Erosion Control Plans to meet City Criteria. As of January 1st, 2021, these fees will be collected on all projects for such inspections. The Erosion Control fees are based on; the number of lots, the total site disturbance, the estimated number of years the project will be active and the Stormwater Inspection Fees are based on the number of LID/WQ Features that are designed for on this project. Based on the proposed site construction associated with this project we are assuming 1 lot, 3.5 acres of disturbance, 1 years from demo through build out of construction and an additional 3 years till full vegetative stabilization due to seeding. Which results in an Erosion Control Inspection Fee estimate of $1301.44.Based on 2 detention basins, and 1 sand filter underground treatment the estimate of the Stormwater LID/WQ Inspection fee is $915.Please note that as the plans and any subsequent review modifications of the abovementioned values change the fees may need to be modified. I have provided a copy of the spreadsheet used to arrive at these estimates for you to review.Department: FloodplainContact: Claudia Quezada, (970)4162494, cquezada@fcgov.comTopic: FloodplainComment Number: 35 Comment Originated: 01/11/202201/11/2022: FOR APPROVAL: Please address below items for Erosion Buffer Waiver. We do not want the riprap in the creek because this will make a hard point and impact the stream stability. Please review and revise this drawing. 6.Exhibit Please include the preconstruction survey points in both the erosion buffer waiver and in the norise certification. Additional points are needed that what is shown on the exhibit sheet. What can be done to provide thisspace? oOne solution could be moving the outlet away from creek to provide room for revetment.3.Please provide an element to breakup high outlet velocities. We would prefer this to be a natural solution – such as several boulders in front of the outlets, but other options could work. This solution would also need be captured in the norise certification as well as the erosion buffer waiver.Comment Number: 38 Comment Originated: 01/12/202201/12/2022: Floodplain:Please provide a detailed exhibit as part of the Erosion Buffer Waiver and NoRise Certification at the outlet area showing the existing and proposed topography. Additional points are needed than what is shown on the exhibit sheet. The points need to cover the disturbance area, the pipe outfall and maintenance path (every 1015ft) within the buffer. The floodplain department is looking to confirm that proposed grades match existing grades once the project is complete.Department: Outside AgenciesContact: Sam Lowe, FCLWD/SFCSD, 9702263104 ext 113, slowe@fclwd.com, Topic: GeneralComment Number: 2 Comment Originated: 08/24/202101/11/2022: Attached are the Districts' comments.12/7/2021: Attached are the Districts’ comments for the Guardian Self Storage project. These are required to be completed and accepted before the CO can be issued. In addition, there is a required “During Construction Checklist” for the construction of the LID facilities. I have included the blank forms with the redlines for your convenience. We typically go over these forms during the Development Construction Permit (DCP) meeting, just prior to construction.Department: Light And PowerContact: Cody Snowdon, 9704162306, csnowdon@fcgov.comTopic: GeneralComment Number: 7 Comment Originated: 12/06/202112/06/2021: FOR DCP:Please provide a finalized C1 Form and OneLine Diagram for review.
