Dear Frank:
This letter is in response to the proposed Pace i\lembcrship Warehouse, which
was presented before the Conceptual Review Team on September 12, 1988. City
staff has been aware for some time that market studies indicate a demand in
this area for the type of land use that Pace represents. We are delighted that
PACE is proposing to develop in Fort Collins.
Unfortunately the site presented at conceptual review has major problems
associated with it. The biggest difficulty lies in the fact that a retail land use
of the magnitude that you are proposing demands signalized access. Signal
locations on College Avenue are determined by both the City and the State
Highway Department and in this case both entities agree that a signal at the
location proposed for PACE is not in the best interest of the City or the State
Highway.
Staff believes there are several sites in Fort Collins and some on College
Avenue that would be more appropriate for a land use of this type. The City
has what we call a Development Coordination Team, comprised of upper level
management staff, designed to help match prospective developers with appropri-
ate sites as well as guide out of town developers through our development
review process. The Team would be happy to meet with you and your client at
your convenience to discuss other potential site locations for PACE.

comments from the traffic engineering department are attached for your

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: September 12, 1988
ITEM: Pace Membership Warehouse located west of College Avenue, south of
Fossil Creek Nursery and north of Mill Brothers Nursery.
APPLICANT: Frank Vaught c/o Vaught*Frye Architects, 2900 South College
Avenue, Fort Collins, CO 80525.
LAND USE DATA: Request for a 100,000 square foot PACE membership ware-
house on approximately 10.5 acres.
COMMENTS:
1. A traffic study will be required. (Traffic)
2. There is an existing vault at Fairway Drive and power has been taken
across College Avenue at this location. We don't anticipate any problems
servicing this project, however, we request that the architect coordinate the
location of the transformer with our department. (Light and Power)
3. The developer will be responsible for College Avenue street improvements.
Street oversizing reimbursements will apply to costs above the cost of a
standard local street. In the event that accel/decel lanes are needed, addi-
tional right of way may be required. (Engineering)
4. This property is in the Fossil Creek Basin. If on -site detention is not
required, the developer will be responsible for obtaining permission from
affected property owners in order to convey this property's storm water
run-off across private property to the master plan facility. (Storm Drainage)
5. This property will be assessed street oversizing fees in the magnitude of
$15,000.00 per acre. (Engineering)
6. Additional comments from the traffic engineering department not available
at the conceptual review meeting are outlined below:
a. A traffic signal will not be allowed at the proposed access point.
b. If the traffic study indicates that this access will warrant a
traffic signal than the land use is too intense for this site.
c. Street plans for this area point to the need for an internal access
way.
d. The internal access needs to be designed to handle the traffic and
cannot be within the public right of way.
e. The access road as designed is not adequate. More than 138 feet
will be needed for stacking on to College.
