I am in receipt of a copy of a letter from Frank Vaught of Vaught*Frye
Architects concerning the proposal to locate a Pace Membership Warehouse
on South College. The letter was addressed to the Mayor.
This is to clarify the staff`s position on the matter and steps that are
being taken to accomodate the situation. The tone of Mr. Vaught's letter
is that an impass has been reached and the City, unless it changes its
"position," will loose a very welcome sales tax generator.
The staff has not reached a position on the question of access to the
site from College Avenue. We are exploring all options in the hope that
a solution can be found that will satisfy all parties.
On Thursday morning of this week Rick Ensdorff and Joe Frank will meet with
REA staff and neighboring property owners to explore access and circulation
alternatives. This is a very positive sign that there may be an answer
if all interested parties can meet and agree on a common course of action.
Incidently, the meeting was requested by REA who is concerned that development
south of its facility could preclude the opportunity for a recirculation
street to College Avenue, similar to that found north of Harmony on Mason.
This is the direction the staff would like to go, assunming the affected
property owners can agree.
The problem facing staff is not of the staff's making. We are obliged to
adhere to the State Access Code, which precludes a signal directly in front
of the Pace location. This is not a black/white situation, however. There
is some room to work-out the problem, but only if all parties are willing
to compromise and work together.
We are not overly optimistic, at this time due the the complexities. However,
the staff is making every effort to accomodate the situation. Sometimes we
can and sometimes we can't.
