Dear Frank:
Staff has reviewed the Pace Membership Warehouse - Preliminary PUD
#76-88B, and has the following comments:
1. The project does not meet the absolute criteria for Point Chart D, since the
project does gain its primary vehicular access from South College Avenue.
In addition staff cannot allow the 10 points for contiguity. For a project to
gain points for "contiguity", the project must be located with at least 1/6th
of its property boundary contiguous to existing urban development defined
as any City subdivision approved and recorded once all engineering
improvements (water, sewer, streets, curbs and gutters, street lights, fire
hydrants and storm drainage) are installed and completed. The applicant
will need to request a variance. The circumstances under which the Plan-
ning and Zoning Board is empowered to grant variances can be found in
the LDGS on pages 54 and 55. Provide a letter addressing why you feel a
variance would be appropriate in this case and also indicate how the plan
will justify the 8 energy conservation bonus points.
2. The State Highway Department is requiring that a 70 foot half right of way
be dedicated along College Avenue.
3. The bearings and distances shown on the site plan do not match those
provided in the legal description.
4. Please submit preliminary architectural elevations.
5. Provide pedestrian connections to the north and south for future use.
6. Provide an "Ownership Certification" on the site plan.
7. Check turning radii for semi -trucks.

8. The State Highway Department requires a minimum 16 foot drive width and
50 foot turning radii at the project entrance.
9. Provide a 7 foot wide sidewalk along College Avenue.
10. Provide a 15 foot utility casement along College Avenue.
11. Provide a cross section schematic at College showing the property line,
casements, sidewalk. utility locations, street trees and curb lines.
12. Transfort would like the applicant to consider a bus stop location for the
future. Their specific suggestions are attached.
13. Indicate the limits of paving on the site plan.
14. Provide handicap parking and bicycle parking for Building B.
15. The utility plan needs to provide projected fire flow capability. At least
two fire hydrants will be required on site, front and rear.
16. No detention is required on the site as long as there is adequate outfall
from the site to Fossil Creek. The proposed drainage plan shows a major
change in the historic drainage pattern (Basin B now drains into the
"major drainageway" instead of toward College Avenue). By doing this, the
100 year historic release rate is not applicable unless permission is obtained
from off -site property owners to drain thru their property.
17. There is no mention of the downstream condition, such as the Mill Brothers
or Fossil Creek West ponds or the channel adequacy downstream. What is
the impact on the ponds capacity and water quality?
18. An agreement must be obtained with the downstream property owners
regarding the drainage thru their property prior to final approval.
19. As you are aware, traffic and access are still major concerns on this
project. Specific comments will be forwarded after the work session
scheduled for October 21 at REA.
20. Provide additional screening along the parking lot adjacent to College with
shrubbery and more coniferous trees in addition to the proposed street
trees.
21. Provide two trees in parking lot islands at the ends of parking bays.
22. Provide additional upright screening along the north and south property
lines, preferably using evergreen trees.

23. Provide enough plant material, spaced appropriately to cover mulch within
two years in all landscape areas in front of the building.
This concludes Staff comments at this time. Please note the following dates and
let me know if there are any problems in meeting the deadlines:
Plan revisions are due November 2, 1988
PNIT's, colored renderings, and 10 prints are due November 14, 1988

Attached is a copy of the Pace site plan and a few comments regarding
design and possible future Transfort service to the site.
Though we have no immediate plans to service this particular area
I'm sure we would be asked to consider some frequency of service
once the business is ready to open.Do to traffic considerations and
distance from the main building it would not be practical to locate
a bus stop out on College Ave.Therefor,service to the "Main"
enterance could be considered.
Traffic flow for a bus type from the main entrance off College to the
front door of the building is remarkably well designed_____ good right
hand turns,good rad.,good straight flow,etc,(not the case in many
other developments in town)A bus could get in and out without much
difficulty as dipicted by the yellow line.
However it would be desirable to locate the bus stop other than
at the front door as there would probably be a slight layover and
stopping the bus out of the main traffic flow would be desirable.
Also elliminates chance of exhaust fumes collecting at front door.
Within present design the best location for the bus stop would be
in the area marked with "Green And Blue" highliter.If this area were
to be used the area highlited in "Blue" should be eliminated to allow
the bus to pull directly into the stop thus actually saving a few parking
spaces as a larger pull -in and pull --out transition would necessitate.
That area could be used for parking until such time as bus service is
available.
These are suggestions up front.If there are other possibilities let's
explore them.Thanks for solisiting our in --put.

eaves which are at least eight (8) feet above grade
and are an integral part of the roof or buiidin^ wail. There can be only (1) buiiding frontage for
each street upon which'a building faces.
Building height shall mean the vertical distance
from the average of the finished ground level at
the center of all walls of a building to the highest
point of the roof surface, exclusive of chimneys,
ventilators, pipes, solar energy systems and sim-
ilar apparatus.
Building Permits and Inspections Administra-
tor shall mean the duly appointed Administrator
of the Division of Building inspections or author-
ized representative.
Canopy sign shall mean a sign which is mounted
on a permanently roofed shelter covering a side-
walk, driveway or other similar area, which shel-
ter may be wholly supported by a building or may
be wholly or partially supported by columns, poles
or braces extended from the ground.
Child-care c2rrer shall mean a facility by what-
ever name known, which is maintained for the
whole or part of a day for the care of seven (7) or
more children under the age of sixteen (16) years
and not related to the owner, operator or manag-
er, whether such facility is operated with or with-
out compensation for such care and with or with-
out stated educational purposes. The term includes,
but is not limited to, facilities commonly known
as day-care centers, day nurseries, nursery schools,
preschools, play groups, day camps, summer camps,
centers for mentally retarded children and those
facilities which give twenty -four-hour care for de-
pendent and neglected children, but specifically
excludes any family -care home as defined in this
Chapter. Child-care centers are also those facili-
ties for children under the age of six (6) years
with stated educational purposes operated in con-
junction with a public, private or parochial col-
lege or a private or parochial school, except that
the term shall not apply to a kindergarten main-
tained in connection with a public, private or pa-
rochial elementary school system of at least six
(6) grades.
Community facility shall mean a publicly owned
building which provides for the recreational, edu-

cationai. cultural or entertainment needs of the
community as a whole.
Community park shall mean a city -owned park
of not 'Less than thirty (30) acres which serves the
recreational and open space needs of the commu-
nity as a whole.
Deveionmenraily disabled shall mean those per-
sons having cerebral palsy, multiple sclerosis, mental
retardation, autism, learning disability, or epilepsy.
Dwelling shall mean a building containing at
least eight hundred (800) square feet of floor area
and used exclusively for residential occupancv,
including single-family dwellings, two family dwell-
ings and multifamily dwellings, but not includ-
ing hotels, motels, tents or other structures de-
signed or used primarily for temporary occupancy.
Dwelling multifamily shall mean a buildini,�
occupied by three (3) or more families living in-
dependently of each other, not including hotels,
motels, fraternity houses and sorority houses and
similar group accommodations.
Dwelling, single-family small mean a building
occupied by not more than one (1) family and
which has not more than one (1) kitchen and not
less than one (1) bathroom.
Dwelling, two-family shall mean a building oc-
cupied by two (2) families living independently of
each other.
Dwelling unit shall mean one (1) or more rooms
and a single kitchen designed for or occupied as a
unit by one (1) family, for living and cooking pur-
poses, located in a single-family or multifamily
dwelling.
Elderly shall mean a person sixty (60) years of
age or older.
Employees shall mean the total number of per.
sons to be employed in a building during normal
periods of use.
Existing development shall mean any subdivi-
sion in the city which has been approved and
recorded once all engineering improvements (water,
sewer, streets, curbs, gutters, streetlights, fire hy-
drants and storm drainage) are installed and
completed.
Family shall mean an individual living alone
or either of the following groups living together
