The analyses performed were: (1) obtain m current traffic counts at the Willox/Blue Spruce and Blue Spruce/Sundance/access intersections, (2) determine M operational level of service, (3) trip generation, (4) trip distribution, (5) traffic assignment, and (6) determine the increase in traffic with the proposed development of 1629 Blue Spruce. Also included in the analyses was full occupancy of 1635 Blue Spruce, the office building directly north of 1629 Blue Spruce. At the present time, 1629 Blue Spruce appears to be vacant. The building at 1635 Blue Spruce is less than half occupied. Afternoon peak hour traffic counts obtained in October 1988 are shown in Figure 1. Based upon review of daily counts in the area, it was determined that the z afternoon peak hour would give a sufficient indication of the current traffic in the area. In this type of zarea, the reasonable indication of the morning peak hour CD could be obtained by reversing the direction of the u.i Z w afternoon peak hour traffic. J The (41 1 1 ox/B1 ue Spruce Intersection is a T • intersection with stop sign control on Blue Spruce. The C-2 functional approach geometrics are through and turn J lanes on all legs. The widths of both Wi11ox and Blue W o Spruce are 60 feet, however the actual striping is 0 N absent. Using the 1988 traffic counts, the operation at Q the Wi 1 1 ox/Blue Spruce intersection is at level of °-` service A for all analyzed movement=_. This level of • service indicates little or no traffic delays during the 3 � peak hour. The Blue Spruce/Sundance/ access intersection W _ < also operates at level of service A with the existing cc '- stop sign control on Sundance and the access. There are Q a number of similar sized offices further south on the 1 west side of Blue Spruce. Multi -family residential exists south of Wi11or, on the east side of Blue Spruce. A schematic of the site plan is shown in Figure 2. The existing access between 1629 and 1635 Blue Spruce is, in fact, two accesses. There is a connection bett,ieen the two parking areas approximately 30 feet west of Blue Spruce. Since both accesses are two-way, conflicts can occur in this area. The two accesses are only 30 feet apart. This is not a good design. Ideal 1 y, one access driveway should serve both buildings. However, since this teas approved and bu i 1 t some time ago, there is little that the City of Fort Collins can do to change this. A minor access to Blue Spruce is proposed near the south property line. This serves as a second outlet for the parking area which surrounds the building. This access has the potential of relieving some of the pressure at the north access which should improve operation at that intersection. The trip generation for 1629 Blue Spruce and full occupancy of 1635 Blue Spruce is shown in Table 1. The use selected for 1629 Blue Spruce from the ITE Trip Generation Manual was government office for the office building and research center for the lab/museum building. The government office use gave a. higher rate than a general office building, which is more reflective of the number of parking spaces provided on the site plan. The use selected for 1635 Blue Spruce was general office building. The trip distribution, based upon current land uses and traffic counts is shown in Figure 3. The assignment of site (1629 Blue Spruce) generated traffic is shoo-in in F i gure 4. The sum of the existing plus site (1629 and 1635) generated traffic is shown in Figure 5. The increase in traffic at the Willox/Blue Spruce intersection due to the 1629 Blue Spruce development is on the order of 65 percent. If future traffic were considered, the contribution of the 1629 Blue Spruce development traffic would be less than 65 percent due to higher levels of background traffic in future years. Table 2 shows the afternoon peak hour operation at all the analyzed intersections. With the 1629 Blue Spruce development traffic and full occupancy of 1635 Blue Spruce, operation at the Willox/Blue Spruce intersection remains in the level of service A category during the afternoon peak hour. Operation at the Blue Spruce/Sundance/access, Blue Spruce/1629 Main Access, and Blue Spruce/1629 South Access intersections will be at level of service A during the afternoon peak hour for all movements with stop sign control when looked at as individual intersections. As long as traffic volumes in this area are low, as they will likely be in the short range future, the closeness of the 1629 and 1635 Blue Spruce main accesses should not present any r • operational problems. However, if traffic increases significantly on Blue Spruce and both 1629 and 1635 Blue Spruce are fully occupied, operational problems could develop due to the proximity of these accesses.
