RE: I-25 Annexation
Lt. Larry Holestein, Colorado State Patrol, provided me with some
information on the portion of interstate highway that is being
considered for annexation. The CSP does not have specific
statistics readily available for just the portion of highway the
city is looking at but instead for the entire stretch of road
between Harmony Road and County Road 52.
This portion of road is considered the second worse in the county.
Only Highway 287 north of the city has a higher accident rate. As
such, this piece of highway is one of the CSP's target areas for
increased enforcement. There are between 60 and 70 accidents in
this area each year with approximately 40 of the these involving
injuries. Accidents are particularly frequent at the Mountain
Vista exit as vehicle queue to enter and exit the highway. It is
anticipated that both the accident rate and seriousness of injury
will increase when the speed limit is increased from 55 to 65 mph
as planned. The CSP is currently not enforcing 55 mph in this area
because of the change being imminent.
If requested, the CSP will continue to provide traffic enforcement
and accident investigation on the interstate following annexation.
I have already made this request. Police Services would not be in
a position to routinely patrol this area and response times to
accidents would be delayed because of its remoteness from the more
dense areas of the City. Annexation, therefore, should have
little impact on Police Services, unless the CSP should be forced
to change their position on coverage due to other demands on their
resources.
