It seems likely that a technicality at the County kept this lot from being recorded as included in the Water District. I will get you an Intent to serve letter by the end of the day. Larimer County brought up during their review that the highlighted parcel below is in the SFCSD but not in the FCLWD. We have been working with the District and trying to do our own research to see if we could find a document that would differ from the County’s records since on the District’s maps the property appeared to be in the FCLWD. The highlighted property (reception # 9602100012) appeared to have a water service and a meter based on FCLWD GIS data and utility locates which would seem to elude to it having been included at some point in time. I would assume address or meter data may have some information related to inclusion? Our office has gone through a lot of inclusion documents provided by the District and looked at others available at the County that included large inclusions based on address that we have found, for example the order at reception# 1986041843 but we aren’t sure what address or owner may have owned the property. We also aren’t sure how many other documents like that one may exist. Our immediate need for HUD project funding is a “will serve” letter. We understand that this is something the District can’t provide until the parcel is included. However, at one point in time the parcel did appear to have service. We are hoping that there might be a form of a “Will Serve” letter the District can provide that suggests, for example the following: This FCLWD will provide water service to this project upon final replat of all existing parcels and complete District inclusion. The property is within the service boundaries of the District and service is available to the project.” The “will serve” letter to HUD is an item that is important in the next week.
