Re: Townhomes at Timber Creek Pedestrian Circulation Comments
Conclusion. Planning and Transportation staff have agreed that the Preliminary Plan is
acceptable, based on the whole discussion and situation regarding:
- rounds of review,
- the positive aspects of the arrangement which provide desired density acceptable to the
neighborhood in terms of compatiblity,
- the internal, private, for -sale nature of the real estate, and
the sidewalks which have been added and adjusted through the review process. There are
aspects which are not good models for other projects, but are acceptable for the reasons
stated above.
Additional Notes. The actual connections to the north, east, and west are acknowledged
as positive aspects of the plan.
Regarding the lack of a continuous, direct, convenient overall circulation system as a
formative part of the development, the applicants have assumed that the edges of the
parking lot drive itself will serve in conjunction with the segments of attached sidewalk to
provide direct routes for people walking with a purpose or a destination outside the
development.
The applicants will attend to the details where sidewalks end at driveways and parking
lots to ensure smooth continuity.
The rest of the sidewalk system, which winds around garages and parking lots away from
the main drives, will accommodate many pedestrians who are not in a hurry or are
walking within the development.
A number of site planning details have been adjusted in the review process to benefit
users and make progress toward meeting Criterion A-2.6, to the extent possible without
changing any buildings.

CHART A-2. NEIGHBORHOOD COMPATIBILITY CRITERIA
A-2.6 Pedestrian Circulation
Does the pedestrian circulation system (a) accommodate pedestrian
movement from the neighborhood to the site and throughout the
proposed development safely and conveniently and (b) contribute to the
attractiveness of the development?
PURPOSE
This criterion is designed to ensure that each new
development in Fort Collins will provide appropriate
pedestrian and bicycle links to the neighborhood and
community, as well as, throughout the development
being proposed. Sidewalk and/or bikeway extensions
off site may be required, based on impacts created by
the proposed development. The following guidelines
highlight the different aspects of pedestrian
circulation that should be considered during the
design process.
SAFETY CONSIDERATIONS
Separate pedestrians from vehicles where possible.
Where complete separation of pedestrians and
vehicles is not possible, the potential hazard can be
minimized by the use of special paving, grade
separations, pavement marking or striping, bollards,
landscaping, lighting and/or other means to clearly
delineate pedestrian areas.
FUNCTION AND CONVENIENCE
CONSIDERATIONS
Encourage people to walk or bicycle to and from the
site by providing convenient access points.
Where pedestrians and bicyclists share walkways,
design the pedestrianibicycle system wide enough to
easily accommodate the amount of foot and bicycle
traffic volumes that are anticipated. A minimum of
eight (8) feet is generally adequate.
Locate curb cuts at convenient locations for the
physically disabled, for bicyclists and for people
pushing strollers or carts.
Site amenities such as, bike racks, ramps, benches,
etc., that enhance safety and convenience or in some
way promote walking or bicycling as an alternative
means of transportation are encouraged.
