Mason Street Project Narrative Mr. Sullivan, Below is the Project Narrative for the proposed improvements of the existing property at 4235 S. Mason Street in Fort Collins, CO. For reference, here is an excerpt from the City’s Concept review comments of November 15, 2019: Description of project: This is a change of use request for an existing retail space to be converted to a vehicle repair use at 4235 S. Mason St. (parcel #9735406003). Access is taken from S. Mason St. to the east. The property is within the General Commercial (CG) zone district and will be subject to a Planning and Zoning Board (Type 2) Review. Additional narrative is as follows: The applicant (Don Roy, owner of Blue Ribbon Auto Body) has purchased the building at 4235 S. Mason Street and intends to use it as an automotive auto body repair shop. The building was most recently a vacuum cleaner/sewing machine repair shop. No changes to the shell of the building are proposed, including lighting or mechanical appearance. The existing access into the building is from Mason Street and that access is proposed to be reconstructed to meet ADA and Fort Collins standards. The rear portion of the lot behind the building at 4235 S. Mason Street is currently gravel and pavement and will be used to stage vehicles being repaired, and will not be open to the public or customers. This rear portion has an existing driveway and 12’ gate that connects to the Troutman Parkway cul de sac, and this access will be kept, but remain gated and closed to the public and customers. In addition to the vehicle staging area behind the building at 4235 S. Mason Street, the project also includes the incorporation of the existing empty gravel lot located to the west of 4229 S. Mason Street & to the south of 4221 S. Mason Street (PARCEL NO. 9735406012). This gravel area will also be used as a vehicle staging area and not open to the public or customers. This area will also be used as a connection between the existing Blue Ribbon Auto Body facility at 4221 S. Mason and the recently purchased building at 4235 S. Mason Street. There is an existing access easement into Parcel No. 9735406012 from the north, and a ramp and 12’ gate is proposed within that access easement to allow access into that lot from the north. Mason and the north end of the gravel lot staging area is from the existing shared access onto Mason Street located to the north of 4223 S. Mason Street. In summary, the proposed site improvements include:  Reconstruction of the Mason Street entrance at 4235 S. Mason Street  A 6’-tall opaque wood fence around the rear portion of the lot at 4235 S. Mason and around the existing empty gravel lot located just to the west of 4229 S. Mason Street & to the south of 4221 S. Mason Street.  A 5’ landscape buffer is proposed for the south side of the new fence behind the building at 4235 S. Mason Street.  Minor grading to level out the rear enclosed staging area.  Placement of a stabilized gravel surface (using a gravel-filled geogrid) in the rear enclosed staging area.  A ramp and 12’ gate at the north end of the enclosed staging area near 4221 S.
