City records do not have a certificate of occupancy that clearly lists the building as
single-family house or duplex and the owner has requested such documentation. A
sewer backup in the basement has the owner wanting to apply for a permit to re -finish
the basement and the owner claims this is a duplex and always has been.
915 Laporte Ave. was built in 1946. City records do not clearly show if this was built as
a single family house or duplex. There are multiple records of 2 families living in this
building as an over/under duplex (oldest is 1954).
There was a permit in 1994 to move the 2 existing electrical meters to the opposite side
of the building.
Due to lack of records a city building inspector was deployed to the property on 10/8/18
and inspected with these results:
Basement does have its own exterior entrance and dwellings can be secured from each
other. All of the interior basement walls were of CMU, three walls intersect the main
center wall which create the separate rooms. All rooms have what appeared to be time
period doors and the jambs appear to be original in the CMUs. There was some framing
left from what was once the bathroom. The framing was nominal lumber and appeared
to be from correct period. Furring strips were on the other wall. The cabinets that were
removed and sitting outside were period correct. Basement had electric baseboard
heat and furnace served the 1st floor.
The only thing they didn't have was an egress window for any sleeping rooms.
Due to the fact the basement interior details show construction and details consistent of
when the structure was built (1946) 1 am classifying this as a existing over/under duplex
(2 family dwelling).
This letter is to serve as documentation that the duplex is approved/legal however a
basement finish permit is required which must include the installation of egress windows
for all basement bedrooms.
