Box 580 Fort Collins, CO W522.0580 970.221.6606 970.221.6378 - fax kgov.com/engineering Re: Chic-fil-A Right -of -Way Requirements, Horsetooth & College Ave. Dear Mr. Ginsborg: The City Engineering Department has evaluated its current standards and future needs for street improvements, roadway widening and a dedicated right turn eastbound on Horsetooth at the intersection with College. While additional right-of-way dedication would be needed to construct ultimate improvements to meet the current Larimer County Urban Area Street Standards and a dedicated right turn lane may have some benefit at this intersection, City Staff has determined through site inspection, plan review and preliminary traffic modeling that the cost to construct this widening and right turn lane improvements would be very high and would not likely yield significant benefits to the functionality of this intersection. It is not likely that a project to widen Horsetooth and construct a dedicated right turn lane would be considered at this location in the foreseeable future. Based on these findings, the City has determined that this proposed restaurant development will not be required to dedicate any additional right-of-way on Horsetooth. However, if the site could be designed such that the City could ultimately obtain the necessary right-of-way and funding needed to construct a dedicated right turn lane it would be beneficial to the overall traffic flow in the area. I conferred with Denise Weston in Transportation Planning and she is o.k. without one as well. I'm copying Denise and Steve Olt on this so that they're aware of our conversation. Allen Ginsborg and I have been business associates for years - in fact, we have become business partners at the beginning of this year. Allen is working to replace the Nate's Restaurant building with Chick Fil-A on the SWC of College and Horsetooth. The attached letter from Steve Olt states that a Traffic Impact Study could be required (if neccessary) and that we should check with you. That same letter acknowledges that no additional street ROW will be required on Horsetooth. With that scenario, it seems that the intersection will remain as -is so we are thinking that a traffic study would not result in any new information. Let me know what your thoughts are!
