This has all been built and accepted and needs to be shown as existing. The patching that is shown on the plans extends further than shown since the roadway has been improved. Also note that the curb, gutter and sidewalk along the north side is to be removed and replaced. A revised street plan has been added to the existing conditions. Page 1 of 5 Comment Number: 1 Comment Originated: 12/03/2015 01/07/2016: A label has been added to some plans for the Natural Habitat Buffer Zone (NHBZ), but the area it is referencing is not clear. Please clearly delineate the natural habitat buffer zone (with a heavier and/or dashed line) to indicate the area to be protected (or restored if it will be disturbed). This should be labeled on all plans that include the NHBZ. A boundary/label has been added to the plans to indicate the NHBZ more clearly. 12/03/2015: The proposed location is adjacent to the area recently approved for the wetland mitigation required for the office expansion and improvements to Buckingham. Please label this area as a Natural Habitat Buffer Zone (NHBZ) on all plans. Furthermore, the grading and seeding on the southeast side of this proposal looks like it may encroach into the area approved for mitigation, which consists of upland enhancements along Buckingham from 1st to 3rd Streets at a ratio of at least 2:1 uplands created for wetlands lost. No photometric plan required. 12/03/2015: In addition to labeling the NHBZ on the site, utility, and landscape plans, please also provide a photometric plan. The City of Fort Collins Land Use Code, in Article 3.2.4(D)(6) requires that "natural areas and natural features shall be protected from light spillage from off site sources." Thus, lighting from the parking areas or other site amenities shall not spill over to the bufferareas. Measurement is shown on sheet C6." The measurement from building to hydrant shall be along an approved path of vehicle travel, which is not necessarily in a straight line as indicated on the plans. I believe this method of measurement was previously communicated to the project team and I apologize if it was not made clear. My preliminary measurement places the hydrant approximately 375' from the Medical Clinic. PFA will accept this pre-existing, non -compliant condition, if the project team can verify there is an access easement available between the hydrant and proposed Medical Clinic. This comment is conditional on the matter of a fire lane being resolved (see comment #2; below). Farnsworth Group has had discussions with Mr. Lynxwiler concerning this issue. New Belgium Brewing is committed to preparing an access easement and fire lane. It is in the process of being completed. Although it is not completed at this time, it will be completed prior to the City providing a Certificate of Occupancy for the Medical Clinic. Therefore, we propose approval of the Minor Amendment contingent on the easements being prepared and accepted by PFA. ORIGINAL COMMENT: 12/07/2015: WATER SUPPLY A fire hydrant is required within 300' of the Medical Clinic as measured along the path of vehicle travel. Currently, the closest hydrant is on Buckingham Street, immediately south of the new NBB Office Expansion and approximately 470'from the medical clinic footprint. A hydrant will be required with the construction of the building. Code language provided below. > IFC 508.1 and Appendix B: COMMERCIAL REQUIREMENTS: Hydrants to provide 1,500 gpm at 20 psi residual pressure, spaced not further than 300 feet to the building, on 600-foot centers thereafter. Page 4 of 6 Comment Number: 2 Comment Originated: 12/07/2015 FIRE LANE COMMENT CARRIED FORWARD FROM LAST REVIEWROUND: UPDATED COMMENT: 1/7/2016: FIRE LANES The fire lane requirement has been previously stated in prior reviews and the response letter dated 12/8/2015 indicates, "Existing onsite fire lanes are within 150' of the Medical Clinic; they have been labeled on the plans." A fire lane is labeled on a 2006 site plan and on the new Existing Conditions Plan (pg. Cl), however I'm not able to find an access easement which corresponds with that labeling. I need the project team's assistance in clarifying this condition and identifying theeasement that provides for fire access. See above response concerning fire lane easement. When any portion of the facility or any portion of an exterior wall of the first story of the building is located more than 150 feet from fire apparatus access, the fire code official is authorized to increase the dimension if the building is equipped throughout with an approved, automatic fire -sprinkler system. The latest version dated 2/17/15 is the one that needs to be added to the plans. I've been working with Mark Fischer and Tom Hayes on these plans. Both Mark and Tom should be able to provide the landscape plans for this area, which include Western Sandcherry and Golden Current, as well as Bur and Chinkapin Oaks, Thornless CockspurHawthorn, Regent Serviceberry, and Boulder Raspberry.
