The plans need to clearly identify and label that the remaining sidewalk along JFK is to be widened and
improved.
Reference detail 707.2 for the driveway reconstruction.
Easement vacation requests, fees, and legals need to be received so that the requests can be routed and
the legals reviewed. I also need information on how the easements were originally dedicated. It looks
like one of the Waterline easements was dedicated by the Strachan Subdivision, Fourth Filing plat, but
the others must have been dedicated by separate instrument as they are not shown on any of the plats.
I need copies of the dedication documents or the reception numbers for those.
Any needed easement vacation that doesn't have a line in it that has to be relocated will need to be
vacated prior to approval of the utility plans. For the vacation of the easement in which the sanitary line
is located. The easement vacation needs to be routed and all the utilities will need to agree that it can
be vacated — or can be vacated once the sanitary sewer line is relocated. If that is the case, for that
easement I will have the resolution written and the legal for this vacation before the plans are approved.
Once the line has been removed and I am notified by utilities that it is okay to vacate, I will need a check
for the filing fees and then I can proceed with the vacation of this easement. The easement will need to
be vacated before any building permit for a structure to be located in this area can be issued.

09/30/2015: Erosion Control Report was acceptable from Phase 1 to include this
work, with the minor changes all addressed in the letter from Sam. Erosion Control
Escrow Currently retained for Phase 1 & 2 is sufficient to be kept for this phase 3 of
construction. Erosion Control Plan has redlines that will need to be addresses

09/23/2015: On sheet L-1 it shows existing tree locations to be removed. The
locations labeled 1 and 2 are existing parking lot tree islands. These trees should
not be removed. These trees, labeled 1 and 2, should be moved and placed in
new tree islands at the south end of the proposed parking rows.
Response: We will not be able to move these trees as requested. There are construction
limitations to the request in comment Number 1 and we can review w3ith you in our site
meeting noted above. We are replacing those 3 trees with 5 additional trees in the same
parking field and feel we have more than compensated for their removal. It has been agreed
on several occasions that we would not be required to introduce planters and trees at the
south end of the parking field as we have on the entire site of the project. We most recently
were told in a meeting with your staff and representatives of the City Managers staff that we
would be able to continue developing the site in the manner we have to date.

At a recent site meeting with Ralph Zentz from the City Forestry Division existing
tree number 6 and 12 were determined in agreement with the applicant to be
retained. They are both marked for removal in the tree inventory and mitigation
table. These two trees should be recorded to preserve in the table.

Evaluate the construction impact to existing tree number 6 and 12 and explore
construction modifications to reduce root system impact. Tree number 12 is shown
with the curb right against the tree. Placing a peninsula landscape area of some
form on its west side might be a solution. Provide information on the construction
impact to these two trees by a private certified arborist. Forestry staff is available to
meet on site with the projects representative and the projects private arborist to
review how these trees will be protected.
Response Tree #6 will remain in place, but Tree #12 will need to be removed. We will meet
with you or your staff and discuss the reasons for replacing the tree. We will have a certified
Arborist with us on site.

The easement vacation requests were received and have been routed. There will be no problem in
vacating the portions of the waterline easement, the water easement, the power easement, and the
sewer easement. The identified utility easement cannot be vacated by the City since it is a private
easement and was not dedicated to the City.
- The legals for these are still in review and I will pass along any comments once the reviews have
been finalized.
- Resolutions for the vacations have been written and will be sent to the City attorneys office for
review.
- Once I know the final number of pages for these documents I will let you know what the filing fee
costs will be.
The legal for the drainage easement has been routed for review — once that review has been finalized
any comments will be passed along. Once we have a final document I can provide information on the
filing fees cost to be provided.
I have not heard from utilities as to whether the private sewer main needs to be within a public
easement or is okay to just be within a private easement. Once that is known — we will know whether
the easement for the relocated sewer main will need to be dedicated to the city or can be a private
easement.
Fees are still owed for the easement vacation and dedication process. Since we still do not yet know
the final number of these to be processed this can wait, but will need to be paid prior to approval and
filing of those documents.
The DCP numbers have been reviewed, but I need to find out from utilities if the private sewer main will
need to be inspected by the City. If it does not then the inspection number and security will need to be
adjusted.
