Reference: Minor Amendment for Harmony Corporate Center — Response to Comments
The following is a response to comments dated August 16, 2007 for Harmony Corporate Center. Responses
are in italics.
Current Planning, Ted Shepard, 970-221-6343
1. There are five parking bays where the number of spaces exceeds 15 without a landscape island. Please
revise for compliance with Section 3.2.1(E)(5)(e).
Response: Per subsequent conversations with Ted Shepard, this comment is not applicable within existing
parking areas.
2. The new 20 north -facing parking spaces needs to be buffered from the boundary of the project in
accordance with Section 3.2.1(E)(4) and 3.2.2(J). Note that the east -west drive aisle serving this parking bay
is 30 feet wide. This could be reduced to 24 feet in width and safely accommodate two lanes of travel. The
extra six feet can then be applied to a landscape buffer along the north boundary line.
Response: The landscape plan has been revised to include the required buffer.
3. It is difficult to ascertain compliance with Tree Protection and Replacement - Section 3.2.1(F). Please
prepare a sheet documenting the number of trees that are scheduled to be removed and the number of new
trees that would be planted. Also, please indicate the proposed disposition of the trees to be removed. Will
this trees be transplanted, protected and watered, and then become the replacement trees in new locations?
Response: An additional sheet is provided in the re -submittal illustrating the location, size and type of the
existing trees that are to be impacted. On August 20Sr, representatives from BHA met with Tim Buchanan on -
site to review the existing trees that will be affected and to discuss requirements for their replacement Labels
are provided indicating whether the trees will be removed, or transplanted.
4. Under the new planting scheme, there appears to be a loss of evergreen trees that are not replaced. In
order to maintain the current level of seasonal variety, please consider adding more evergreen trees to the
new landscape plan. Response: Evergreen trees have been provided where adequate space allows, but
many of the landscape areas a too small for evergreen trees.

(1) There are some technical concerns with the various easement dedications and vacations:
- Because the utility easement legal description has an exhibit title of Exhibit D and the emergency access
easement legal description has an exhibit title of Exhibit E, their respective deeds of dedication technically call
out the wrong exhibit (Exhibit A). Ideally both legal descriptions should be retitled as Exhibit A.
Response: Exhibit titles are changed to be Exhibit A as referenced in the deed of dedication.
- The easement dedications do not have attorney certifications attached, which are required.
Response: Easement dedications will have attorney certifications provided.

- Exhibit A, the utility easement vacation, doesn't seem to close with enough precision
Response: The utility easement was checked and closed. A closure report is provided.
- In previous discussions, 1 was under the impression that the only easement vacation was for three separate
utility easements. It now appears that a pedestrian, bicycle, and drainage easement is also being vacated.
The three utility easements can be done as one vacation, but the ped, bike and drainage easement vacation
needs to be separate. Therefore, an additional $400 for this easement vacation is needed.
Response: The additional easement vacation will include a check for $400.
(2) The adequacy of the easement dedications themselves are to be determined by the pertinent utilities and
PFA.
Response: Poudre Fire Authority was contacted and is satisfied with the emergency access easement. The
Utility department had no comments on the easement dedication or vacations. A PDF of the vacation of
bicycle, pedestrian and drainage easement was sent to the Storm Water department for review.
(3) The traffic study numbers appear to trigger the requirement for construction of right turn lanes on both
Harmony and Ziegler Road when comparing Figure 8-4 of LCUASS with Figure 7 of the traffic study. (Note
that Figure 8 of the TIS reflects the construction of a right turn lane for Harmony, but does not for Ziegler).
Response: This comment was withdrawn per email from Marc Virata.
(4) A Development Construction Permit (DCP) will be required prior to any construction. A development
agreement (or amendment to the previous development agreement) may be required as comments from
other departments are made.
Response: Comment noted. Contractor will be filing for necessary permits.
Stormwater, Basil Hamdan, 970-224-6035
Please provide copies of the drainage easement vacation for review. The area where the parking lot is being
expanded toward the existing detention pond should be vacated.
Response: A PDF showing the vacated portion of bicycle, pedestrian, access and drainage easement was
transmitted via email and included in the submittals for approval.
The Class 9 Riprap being proposed at the proposed pipe outlet from Line A into the detention pond should be
buried. Extend pipe to toe of slope.
Response: A note was added to bury Class 9 riprap. The pipe as shown is at foe of 4:1 pond slope. A
drainage pan was added to direct flow to the existing drainage pan in the pond. Riprap will be constructed on
each side of the pan. Extending the pipe to the pan would leave the top of pipe exposed in pond.
Please add a note to the storm line A profile indicating that this line is a private line to be owned and
maintained by the property owner.
Response: A note for ownership of storm sewer was added above the storm profile view.
Show and analyze Line A with downstream tail water elevation at the pond.
Response:. _ r
Pend-94vatien. The design flow with tailwater in pond at peak time of concentration is also provided.
Please indicate on the erosion control plan how the disturbed areas around the pond will be restored and
revegetated.
Response: A note was added to the erosion control plan to sod disturbed areas within the disturbed pond
area.

Please provide some erosion control measures at the downstream end of the pond where the existing pipe
crosses the existing drive.
Response: Straw bale inlet protection was added to the pond outlet pipe. In addition, wattle protection was
added to two (2) existing type R inlets in the west parking lot.
Please provide erosion control security calcs in the report.
Response: Erosion Control security calculation have been included in the Final Drainage Study.
Water, Roger Buffington, 970-221-6854
1. The thrust blocks behind the plugs being placed in the existing main where the main is being cut and
plugged will not have undisturbed earth to bear against. In addition, the pipe being abandoned and removed
will further disturb the trench where the main was originally installed. Static water pressure in these area can
exceed 115 psi. The proposed layout and restraint is NOT acceptable.
Response: The waterline connection points were changed to be approach the existing tie-in locations using
two (2) 45 degree bends. Position was changed to allow bearing of thrust blocks on undisturbed ground.
2. If tapping saddles are used, there must be a valve attached to the tapped connection.
Response: Tapping saddles are no longer to used. The water line will be cut and connect to the 45 degree
bends.

1. REQUIRED ACCESS: A fire lane is required. This fire lane shall be visible by painting and signage, and
maintained unobstructed at all times. A fire lane plan shall be submitted for approval prior to installation. In
addition to the design criteria already contained in relevant standards and policies, any new fire lane must
meet the following general requirements: Be designed as a flat, hard, all-weather driving surface (asphalt or
concrete) capable of supporting fire apparatus weights. Compacted road base shall be used only for
temporary fire lanes or at construction sites. Have appropriate maintenance agreements that are legally
binding and enforceable. Be designated on the plat as an Emergency Access Easement. Maintain the
required minimum width of 20 feet throughout the length of the fire lane. If a fire lane cannot be provided, the
building shall be fire sprinklered. 97UFC 901.2.2.1; 901.3; 901.4.2; 902.2.1
Response: Emergency Access Easement and paved surface provided. Signage and painted curb provided
per discussions with Carie Dann.
2. AUTOMATIC FIRE SPRINKLERS: This proposed building shall be equipped with approved, automatic fire -
sprinkler systems.
Response: Building will be sprinklered.
3. FIRE LINE LOCATION: The fire line for the existing structure appears as if it will be located underneath the
proposed structure. Fire line is not allowed to be located under structures.
Response: Fire line is not under building but shown to 5' off existing and proposed building. Existing water
main and sewer main under building will be removed from service.
4. FIRE LINE SIZE: If a new fire line is needed, it shall have a minimum 6-inch fire line unless hydraulic
calculations can support a smaller fire line.
Response: New 6" fire service line provided to be connected to 5' off the building.

5. FIRE DEPARTMENT CONNECTION: Fire department connections shall be located on the street or fire
lane side of buildings, fully visible and recognizable from the street or nearest point of fire department vehicle
access or as otherwise approved by the fire code official. If possible, a fire hydrant shall be located within 100
feet of the FDC. 2006 International Fire Code 912.2.1 and PFA Bureau Policy
Response: An additional fire department connection will be provided if necessary in the north east corner
near the new fire service unless the existing fire room is used.
6. ADDRESS NUMERALS: Address numerals shall be visible from the street fronting the property, and
posted with a minimum of six-inch (6) numerals on a contrasting background. (Bronze numerals on brown
brick are not acceptable). 97UFC 901.4.4
Response: Address is on the front of existing building. One address shall be used for project per review by
GIS department and response from PFA.
7. KNOX BOX REQUIRED: Poudre Fire Authority requires a Knox Box to be mounted on the front of every
new building equipped with a required fire sprinkler system or fire alarm system. 97UFC 902.4; PFA Bureau
Policy 88-20
Response: The existing three (3) KNOX boxes will be used. An addition Knox box will be added on the south
side at the new entry on exterior face of building.
8. OCCUPANT LOAD SIGN: Any room having an occupant load of 50 or more where fixed seats are not
installed, and which is used for assembly purposes, shall have the capacity of the room posted in a
conspicuous place on an approved sign near the main exit from the room. Such sign shall be maintained
legible by the owner or the owners authorized agent and shall indicate the number of occupants permitted for
each room use. 97UFC 2601.16.1
Response: Noted. No conference rooms are planned.
9. FIRE HYDRANT LABELING: On sheet Al of the site plan, one fire hydrant was inadvertently not labeled
with the #25 box. It is the fire hydrant located on the northeast corner of the property. The three other
hydrants all are marked with the #25 box.
Response: Label added to fire hydrant.

The following is a response to comments dated September 11, 2007 for Harmony Corporate Center.

The revised plans look very good and most all comments have been addressed. One comment remains at
this time. The Landscape Plan needs to indicate that there will be six new replacement trees to compensate
for the loss of existing trees. These trees must be up -sized such that a deciduous tree must be at least 3-
inches in caliper, an ornamental must be at least 2.5-inches in caliper and a conifer tree must be at least 8
feet in height. Be sure that these trees are indicated on the plan and in the legend. In the legend, be sure to
indicate that these are mitigation trees. If you have any questions, please call Tim Buchanan, City Forester,
970-221-6361.

1. The exhibit titles appear fine. I will start preparing the vacation documents. Recording fees made out to
Larimer County Clerk will be required once the vacation document is finalized. Please note that it doesn't
appear the additional $400 for an easement vacation has been provided.
Check and documentation to be provided by.owner.
2. The attorney certification for the deeds of dedication didn't appear to be provided, though these completed
deeds of dedication aren't required at this time.
These will be provided by the owner.
3. 1 have no objection to proceeding towards mylars for signature provided other departments have no
concerns. We'll need the signed completed original deeds of dedication for easements before sign off on the
mylars. I will check with the other departments if they feel a development agreement is necessary.
Noted. Please let us know if a _Development Agreement is necessary so the owner can make arrangements to
complete this if necessary.

1. How will new water main be tested and disinfected? If the intent is to do that prior to making the final
connections, how will the main be adequately flushed?
Notes have been added to the plan for sequence of construction disinfection and testing. l also spoke with
the contractor to review construction sequence. Once a water line contractor is selected we can review again
at the preconstruction meeting. Main will be flushed using existing hydrants. As discussed super chlorinated
water will need to be de -chlorinated prior to discharge.
2. Again, IF the intent is to test and disinfect prior to making the final connections, add appropriate notes
regarding the sequence of pressure testing and disinfection prior to cutting into the existing water main to
make the final connections.
Notes have been added to the plan for sequence of construction, disinfection. See response to 1.
3. Additional thrust restraint is needed on the existing main. Calculate the required restrained length on the
existing main at each point where the 45-degree bends will connect to the existing system.
Restrained joints on all new water line has been noted on the utility plan notes and in the plan view.
Calculated restrained length on existing water line has been provided via email. Plan notes the restrained
Megalug connections to be added to the existing water line at each connection point.
