Dear Tyler.
This variance letter pertains to the spacing of the Riverside Storage driveway along
Riverside Avenue in Fort Collins. Details and analyses, with regard to the proposed Riverside
Storage development, are contained in the "Riverside Commercial Transportation Impact Study"
(TIS) June 11, 2014. Riverside Avenue is classified as a four -lane arterial street. In this
segment of Riverside Avenue, there are two through travel lanes in each direction and a center
two-way continuous left-tum lane. According to Section 9.2.3 4-Lane or 6-Lane Arterials
(Master Planned), B. Conditions for Private Access, Table 7-3 in the Larimer County Urban
Area Street Standards (LCUASS), the driveway spacing is 460-660 feet (on -centers).
Access to this site will be via a full -movement driveway to/from Riverside Avenue near
the north side of this site. The existing two driveway cuts to this property will be closed. The
proposed driveway is approximately 205 feet from the Rivendell School ingress driveway and
approximately 105 feet from one of the driveways to the property to the north. This spacing
does not meet the above spacing criterion. Shared access with the properties to the north or
south is neither desired nor practical. There is railroad property to the east, which eliminates
access in that direction. There are no driveway locations to this property that will meet the
spacing criterion. The driveway spacing for most properties on the east side of Riverside
Avenue does not meet the spacing criterion. The center two-way left -turn lane striping is
appropriate. It is expected that the Riverside/Site Access intersection will operate acceptably.
The analyses indicate that there will not be a queuing issue in Riverside Avenue. The location
of this driveway will not be detrimental to the public health, welfare and safety.
The foregoing discussion and the analyses in the cited TIS demonstrate that there will
be little impact to the traffic on Riverside Avenue due to the subject driveway spacing. A
variance of the driveway spacing is requested. The variance will have no impact on the capital
or maintenance costs to the City. The variance will not be detrimental to the public health,
welfare and safety. It is respectfully requested that this variance be granted. Thank you.
