RE: Bella Energy Solar Array — Access Easement Request
To Whom It May Concern:
This letter is to acknowledge that Bella Energy has submitted a request to the City of Fort
Collins to acquire an access easement across a City owned property identified as parcel number
97102-00-943 as part of their solar project on an adjacent parcel. City staff are working with
Bella Energy on the configuration of the access easement and conditions of use. The request will
be processed via the City's required easement request procedure including appropriate board
reviews and presentation to City Council for authorization.

Assuming that the access is a private drive and not a public street what we will need is pretty minimal.
If it is a new structure that structure will be reviewed I believe by the building department as a part of the permit to
build the structure.
The plans will need to identify that the structure will be design to meet PFA requirements (40 tons and the minimum
width they require).
Will need to provide the City with a copy of the crossing agreement that you enter into with the ditch company to show
that you do have the right and permission to cross the ditch.
Emergency Access Easement will need to be dedicated as required by PFA to provide access.
Will need to show the grading work needed to accommodate the crossing.

Subject: Canal Crossing Impacts
Sheri,
As you may or may not be aware our road access to the solar array at 1912 Laporte has changed a number of
times due to various constraints. We are now considering accessing it by crossing the ditch within the 1912
parcel. In speaking Ryan with planning he said I should discuss this with you to see if there were any additional
implications we need to be aware of (outside of those imposed by the canal company). Please advise.
