Please add typical detail for 4th type (SF attached - front loaded garage). Noted a request for modification of standard is needed for additional type. RESPONSE: A typical lot layout for this lot type has been added to Sheet 2. The Modification Request was submitted in August, but an updated one is included with this submittal. Comment Number: 2 09/03/2019: FOR HEARING: Neighborhood Commercial Center. Site Plan summary table show NC zoning data including use, and document area included in NC on Rennat property, and percent of overall NC area. This can be accomplished by including separate overall plan for the NC district and how mix of uses are integrated together. Please verify NC areas in Rennat and Hansen properties. - The plan needs to show how it contributes to the overall mix of land uses in NC. What is shown supports the LMN project but not a viable NC district. It needs to demonstrate that the plan contributes to a cohesive, continuous, visually related and functionally linked pattern within the contiguous NC area in terms of street and sidewalk layout, building siting, and character and site design. - Land use boundaries and density changes in the Neighborhood Commercial District shall occur at mid-block locations to the maximum extent feasible, rather than at streets (so that similar buildings face each other). - Each development within the NC needs to to be developed as a series of complete blocks bounded by streets (public or private). The SF attached units in the LMN portion can be one block, and NC uses in another block. This may 3 require a North/south street along east edge of center. - At least 40% of each block side or 50% of total block frontage needs to be building frontage, plazas or other functional open space. RESPONSE: As discussed in subsequent meetings since this comment letter, we believe we have resolved the NC zone area with the addition of blocks, street-like private drives and an urban plaza area. We will work directly with Pete on the plaza design in off-line meetings. Comment Number: 3 09/03/2019: FOR HEARING: For SF attached alley loaded unit entrances near and in NC need to connect to street or street like private drive of less than 200', or to a major walkway spine, without crossing a parking lot or drive/alley. The units in center island do not meet this standard. Block requirements. The SFA in the LMN portion need to be bounded by streets or St-like private drives to form separate block per LUC 3.8.30 (D) (1). This will also distinguish two zone districts for LMN and NC areas. For SFA with more than three buildings there needs to be at least two distinctly different building designs. RESPONSE: As discussed above, we have added blocks and street-like private drives to better meet the intent of the NC zone. Comment Number: 4 09/03/2019: FOR HEARING: Tract R. Please include sidewalk to connect thru this tract. RESPONSE: We have a sidewalk connecting through the alley to the sidewalk on Rosen. Comment Number: 5 09/03/2019: FOR HEARING: With path connections to west open space area, a trail or path should extend in this area and stub out to connecting path to regional trail along northwest edge of development. RESPONSE: A trail has been added around the wetlands buffer area. Comment Number: 6 09/03/2019: FOR HEARING: Please coordinate drainage easement and agreement with property to south of Rennat for storm drainage outfall onto Rennat wetland area. How will this work with site layout? RESPONSE: A tract has been added to the plans to allow for drainage from the property to the south. Comment Number: 7 09/03/2019: FOR HEARING. Plat. Comment Number: 4 09/03/2019: FOR HEARING: A letter of intent from New Cingular Wireless should be obtained prior to hearing that they intend to vacate the easement that runs through the property. RESPONSE: This was discovered not to be an easement but a tie reference to the beginning of the easement. Plans and plat have removed this linework. Comment Number: 5 09/05/2019: FOR HEARING: - UPDATED: After some conversations after our Wednesday meeting we determined that Tract K is okay to dead end if the planning department is okay with that because it is a private alleyway. Regarding Street C, the code would allow this street to dead-end if the lots next to it do not require it for access. Please confirm that the driveways for these lots will not be constructed on this street. 09/03/2019: FOR HEARING: The roadway on Tract K and Street C appear to dead-end, LUC 3.6.2.(E) states that roadways are not allowed to dead-end unless they are designed to connect with future streets. If this roadway will connect to a street in the future a temporary turn around will need to be constructed with this project. RESPONSE: Driveway access restriction added to plans and plat. Comment Number: 6 09/03/2019: FOR HEARING: The parkways in the utility plans and site plan are shown incorrectly, please adjust those measurements. Comment Number: 7 09/03/2019: FOR HEARING: The 5' walk that meanders through the subdivision does not have any curb ramps where it intersects the street. In some cases there are storm inlets that would conflict with curb ramps if they were needed. Please resolve these conflicts and add the curb ramps to the sidewalk system. RESPONSE: Ramps added, trails rerouted Comment Number: 8 5 09/03/2019: FOR HEARING: Please provide sight distance triangles for Street A and Rosen Drive where they intersect Zephyr Rd. RESPONSE: Sight distance triangles added based on a Design Speed of 30 mph (assumed 25 mph posted) due to reduced centerline radius. RESPONSE: Responses added to redlines Comment Number: 10 09/03/2019: FOR HEARING: During the conceptual review we spoke about how the centerline radius of Zephyr did not meet our standards and a variance request was needed. This submittal did not provide a variance request for this design standard, please provide one with the next submittal. RESPONSE: Acknowledged Comment Number: 13 09/03/2019: FOR HEARING: Please confirm how many trips are coming out of the single-family attached section of this plan onto Rosen. It appears that this might be considered a high-volume driveway and would need to meet our spacing requirements. RESPONSE: The total trip generation for the single-family attached is estimated to be 416 across 2 access points, resulting in less than 350 for the west approach. However, the spacing for the west approach is at 150’, sufficient for high-volume. See Variance Request for other access point spacing. Comment Number: 14 09/03/2019: FOR HEARING: Please show how the ultimate intersection design of Zephyr and Rosen will look like. It appears that slightly more right-of-way will be needed on the west side of Zephyr on this property to accommodate a curb return. RESPONSE: Provided ROW radius on west side to mimic east side. The conclusion discusses the 'recommended geometry'. Can you please provide information 6 on what needs to change to get to the recommended geometry? What is existing, what is proposed with the Timberline capital project, and what needs to be built by Rennat? RESPONSE: See exhibit provided by Delich Comment Number: 2 08/20/2019: FOR HEARING: It appears that the roadway cross section for streets A, B,C,D, Fallen Branch and F si the narrow, 30 ft curb to curb. This section can only be used in areas with single family detached homes and driveways (not alleys). The SFD create less on street parking, and the driveways allow for two cars to pass one another. RESPONSE: Widened streets C and B2 based on phone conversation with Martina Comment Number: 3 08/20/2019: FOR FINAL PLAN: We'll need to review / finalize signing and striping at final. RESPONSE: Acknowledged Comment Number: 2 09/03/2019: PRIOR TO RD2 PDP: It appears the Figure 1 shown in the ECS is the Preliminary Design Review proposal and not the latest Round 1 PDP submittal. Please update or remove. The main map needed in the ECS report is the data generated from the field and showing the delineated wetland, location of test pits, and with wetland data sheets attached. RESPONSE: A revised figure showing the delineated wetland, locations of test pits is being provided with the wetlands data sheets. Comment Number: 3 09/03/2019: PRIOR TO RD2 PDP: I need a digitized map in the ECS report showing the wetland delineation and location of the test pits – I believe the consultant used GPS to walk the perimeter and record the edge of wetlands. Please include this in the updated ECS and ensure this map and data from the consultant has been used to to show proximity of proposed lot lines to the wetlands. RESPONSE: Wetlands boundaries were surveyed by a licensed surveyor, and the revised Figure 1 shows the wetlands delineation and the locations of the data point test pits Comment Number: 4 09/03/2019: PRIOR TO RD2 PDP: The Rennat site plan should have used and designed around the GPS delineation data line completed by the ecological consultant to identify the edge 7 of wetlands – please verify that this occurred – that the line shown on the submitted plans is from the data the consultant collected in the field and that the 100-ft was drawn from that line. RESPONSE: Yes, the wetlands line shown on the submitted plans is from the data the consultant collected in the field and the 100ft buffer zone was drawn from that line. Comment Number: 5 09/03/2019: PRIOR TO RD2 PDP: The wetlands at this location are some of the highest ecological quality in an urban setting in Fort Collins. Remove all proposed lots from the 100-ft quantitative wetland buffer for wetlands greater than one-third acre as outlined in the buffer table shown in LUC 3.4.1. Maintain the 100-ft wetland buffer as measured from field-verified edge of wetlands. RESPONSE: As discussed, the lots at the north end of the wetlands were moved out of the 100’ buffer. Comment Number: 6 09/03/2019: PRIOR TO RD2 PDP: The wetlands at this location are some of the highest ecological quality in an urban setting in Fort Collins. Maintaining the health and function of the wetlands can be achieved, in part, by directing stormwater flows towards the feature if and only if the water quality is treated prior to its entry into the protected wetland and buffer area. The pre-treatment for water quality should occur prior to the water entering the 100-ft wetland buffer. RESPONSE: Pre-treatment for water quality provided prior to entering wetlands. Comment Number: 7 09/03/2019: INFORMATION ONLY: Pet waste stations should be planned for earlier than later and at strategic locations throughout the natural habitat buffer area and other common open space areas. Department: Park Planning Contact: Suzanne Bassinger, 970-416-4340, sbassinger@fcgov.com Topic: General Comment Number: 1 8/29/2019: FOR HEARING: The City of Fort Collins Land Use Code Section 3.4.8 “Parks and Trails” addresses compliance with the Parks and Recreation Policy Plan (“Master Plan”). The Master Plan indicates the general location of all parks and regional recreational trails. Parcels adjacent to or including facilities indicated in the Master Plan are required to provide area for development of these facilities. RESPONSE: Acknowledged Comment Number: 2 8/29/2019: FOR HEARING: The 2008 Parks and Recreation Policy Plan identifies a 7-acre neighborhood park in the immediate area. The Rennat development must provide a minimum of one-half of this required park area adjacent to the park site dedicated on the Hansen development site. The plat indicated the Tract C as a future park at 2.188 acres. The site plan indicated a future park at 2.35 acres. A minimum 8 park site of 3.5 acres must be provided in this area, and must be consistently labeled on the plat and all other plans. The park site could be extended west along Block 12 to increase the park size. RESPONSE: The acreage of the park is now larger and four lots were removed. The new park size is 3.08 acres. Comment Number: 3 8/29/2019: FOR HEARING: Please label the future park site "Future City Park" on the plat and site and utility plans. The site will be reserved for future purchase and development by the City. Until the site is purchased by the City the landowner is responsible for all maintenance of the tract. Park development typically follows buildout of the surrounding area. RESPONSE: Added to plans and plat as “Future Public Park”, similar terminology as Hansen Farm. Comment Number: 4 8/29/2019: FOR HEARING: Please identify and label the 200' Public Access and Trail Easement on the plat as shown on Sheet U1. This easement would allow placement of approach ramps to a railroad overpass for a multiuse trail connection to the Power Trail (west of the railroad). Scheduling for construction of the railroad overpass for a multi-use trail has not been determined. Comment Number: 4 09/06/2019: The outfall for the site to the south has been planned to flow into the wetland located on this site. Please plan for this in the design of this development. There is also 3-phase along Rosen Drive that could also be used to service the neighborhood and Community Center. Light and Power can provide service to the property from that location, but all off-site easements or crossing agreements (railroad, ditch, flood plain, etc.) required to route power from that location to the site will need to be acquired by the applicant. Electric meter locations will need to be coordinated with Light and Power Engineering. Residential units will need to be individually metered. For the Single-Family Attached, the electric meters need to be one side of the building, opposite of the gas meters.
