Light and Power is currently serving the property with single phase
power from a 75 kVA transformer located on the south side of the large building
at 525 W. Oak St. A secondary box from this transformer also serves 214 S
Whitcomb. 218 S Whitcomb is served from a power source coming from the
south.

Light and Power has overhead facilities running north and south
from 218 Whitcomb to 214 Whitcomb. If any changes to the existing flood
lighting system is deemed necessary, it will be the applicant's responsibility to
pay for those modifications. Light and Power also needs the overhead facilities
crossing the property line to be placed in a utility easement.

The sewer services for both 216 and 219 S. Whitcomb go east to connect into
the sewer main in the alley. Both of these services will need to be located in the
field, and a sewer easement will need to be placed over the top of the existing
services from the lots, through Lot 1 to the alley. The easements for both of
these services will need to be included on the proposed replat.

The application for this replat includes the plat only at this time. It is our
understanding that there will be no site improvements (external to the buildings)
at this time. However, if or when external site improvements are planned to
occur, there will be stormwater requirements. These are included here.
DOCUMENTATION REQUIREMENTS (SITE SPECIFIC COMMENT):
If there is an increase in imperviousness greater than 1,000 square feet a
drainage report, or if the existing parking lot is being regraded for better
drainage, erosion control report and construction plans will be required and they
must be prepared by a Professional Engineer registered in the State of
Colorado. The drainage report must address the four-step process for
selecting structural BMPs. If the increase in impervious area is greater than
350 square feet and less than 1,000 square feet, a drainage letter along with a
grading and erosion control plan should be sufficient to document the existing
and proposed drainage patterns. A grading plan is required if the increase in
imperviousness is less than 350 square feet.
STORMWATER OUTFALL (SITE SPECIFIC COMMENT):
There is an existing storm pipe located in Whitcomb and an existing storm inlet
located on Oak Street at the northwest corner of the site (southeast corner of the
intersection). These would be the stormwater outfall, or tie-in location for
stormwater facilities on this site.
Drainage into alleys in the Old Town Basin can be problematic, causing
damage to downstream and neighboring properties. As part of any
construction with this development, a drainage analysis will need to be
completed by a Civil Engineer addressing any additional drainage created by
the development and may be required to show how conveyance of site drainage
is conveyed to an adequate public facility without impacting downstream
properties.
LID REQUIREMENTS (STANDARD COMMENT):
If adding or modifying 1000 sf or more, Low Impact Development (LID)
requirements are required on all new or redeveloping property which includes
sites required to be brought into compliance with the Land Use Code. These
require a higher degree of water quality treatment with one of the two following
options:
1. 50% of the newly added or modified impervious area must be treated by LID
techniques and 25% of new paved areas must be pervious.
2. 75% of all newly added or modified impervious area must be treated by LID
techniques.

with City Forestry to obtain tree inventory and mitigation information. Existing significant trees should
be retained to the extent reasonably feasible. This meeting should occur prior to first-round PDP.

8/31/2018: There appears to be existing City-owned trees within the right-of-way. Please
note that three of these trees are Green Ash trees and will someday be
impacted and if not treated, they will be killed by the invasive insect, Emerald
Ash Borer (EAB). The City of Fort Collins Forestry Division has evaluated these
trees to receive EAB treatments. Of the 3 right-of-way Ash trees bordering this
development site, 1 tree along Oak Street is proposed to receive treatment for
EAB. The City is basing this decision on tree size (trees with 11” caliper and
larger) condition, structure, and overall tree health. When EAB makes its way to
Fort Collins, all untreated Ash trees will die and be removed over time. The
remaining (2) ash trees have not been evaluated for treatments at this time.
Since you are submitting a development application and will most likely update
landscape on this property, I would like to provide you a few options to consider.

1) Shadow plant: plant new trees between, near, or within the canopy of Ash
trees that will eventually be removed. The thought around shadow planting is that
you are planning ahead and allowing new trees to grow before other trees are removed.
2) City Forestry will perform EAB evaluations on the other two Ash to
determine if they will receive treatment for EAB.
