Civil drawings with this approval block are their own separate set and would not be merged in the submittal package with the other sheets. That said, there may not ultimately be a need for a civil set (pending perhaps verification on Stormwater's comment regarding the amount of impervious area). Further discussion should occur to coordinate whether a separate distinct civil plan set will be needed and how portions of the existing set are either incorporated in a civil set done by a Colorado licensed P.E., or left into the existing set with the utility plan approval blocks removed. Comment Number: 2 Comment Originated: 06/21/2016 06/21/2016: One easement dedication to the City Transportation Development Review Fee (of $250) was paid for. I'm unclear as to what this pertains to, but presume this might be the fire lane that's identified as 20' access easement on the plan set. This should depicted on the set as an emergency access easement, dedicated to the City ). Further clarity on the plan set should be indicated on the proposed 10' utility easement -- is this dedicated to the City of Fort Collins as well? (which would require an additional $250). Legal descriptions for dedication of easements would need to be provided and I can provide our standard form for easement dedications sot the City. Recording fees would need to also be provided for any dedications to the City. All private roads serving as fire lanes shall be dedicated as an Emergency Access Easement (EAE), be designed to standard fire lane specifications and be notated as a separate Legal Document. Legal language below. > IFC 503.1.1: Approved fire Lanes shall be provided for every facility within the jurisdiction. The fire apparatus access road shall comply with the requirements of this section and shall extend to within 150 feet of all portions of the facility. Comment Number: 1 Comment Originated: 06/07/2016 06/07/2016: FIRE LANE SPECIFICATIONS A fire lane plan shall be submitted for approval prior to installation. In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: > Shall be designated on the plat as an Emergency Access Easement. > Maintain the required 20 foot minimum unobstructed width & 14 foot minimum overhead clearance. (Due to the nature of this Facility and rural orientation, exceptions to the this standard can be discussed). > Be designed as a flat, all-weather driving surface capable of supporting 40 tons. Compacted road base is acceptable in this rural oriented application. > Dead-end fire access roads in excess of 150 feet in length shall be provided with an approved area for turning around fire apparatus. The proposed plan appears to have achieved this design standard with a hammerhead turnaround. > The required turning radii of a fire apparatus access road shall be a minimum of 25 feet inside and 50 feet outside. It does not appear the proposed plan has achieved this standard at the hammerhead turnaround. > Be visible by painting and/or signage, and maintained unobstructed at all times. The means by which fire lanes are designated shall be maintained in a clean and legible condition at all times ad be replaced or repaired when necessary to provide adequate visibility. The Facility address is required to be visible at the Street and at the new Building. It is requested that a plan for monument signage and wayfinding to the new facility be provided. Code Language provided below. > IFC 505.1: New and existing buildings shall have approved address numbers, building numbers or approved building identification placed in a position that is plainly legible, visible from the street or road fronting the property, and posted with a minimum of six-inch numerals on a contrasting background. Where access is by means of a private road and the building cannot be viewed from the public way, a monument, pole or other sign or means shall be used to identify the structure. The narrative supplied no data on any of the issues above. Staff wil require data on all of these issues in order to make a determination on how this proposal meets the criteria of the Addition of Permitted Use process outlined in Land Use Code section 1.3.4(C)(1). Exhibit 5 shows an access easement extending to Turnberry at the south end of the site while the site plan submitted shows the access coming from the northern end of the site with a fire truck turnaround shown. Please make these documents consistent. What is your current level of service now? When are the carriers predicting their cell service will reach levels that are unacceptable? This information is important in justifying the need for a cell tower at this location in this zone district. Please review these numbers for accuracy (the silo foundation area seems to be small) and revise to include impervious area for the proposed lease areas. If there is an increase in imperviousness greater than 1,000 square feet a drainage report, erosion control report and construction plans are required and they must be prepared by a Professional Engineer registered in the State of Colorado. The drainage report must address the four-step process for selecting structural BMPs. If the increase in impervious area is greater than 350 square feet and less than 1,000 square feet, a drainage letter along with a grading and erosion control plan should be sufficient to document the existing and proposed drainage patterns. When improvements are proposed to an existing developed site and there is an increase in impervious area greater than 1000 square feet, onsite detention is required with a 2-year historic release rate for water quantity. Fifty percent of the site runoff is required to be treated using the standard water quality treatment as described in the Fort Collins Stormwater Manual, Volume 3-Best Management Practices (BMPs). (http://www.fcgov.com/utilities/business/builders-and-developers/development-form s-guidelines-regulations/stormwater-criteria) Extended detention is the usual method selected for water quality treatment; however the use of any of the BMPs is encouraged. Low Impact Development (LID) requirements are required on all new or redeveloping property which includes sites required to be brought into compliance with the Land Use Code. These require a higher degree of water quality treatment with one of the two following options: A. 50% of the newly added or modified impervious area must be treated by LID techniques and 25% of new paved areas must be pervious. B. 75% of all newly added or modified impervious area must be treated by LID techniques.
