HomeMy WebLinkAboutFOX GROVE PHASE 2 - PDP190002 - SUBMITTAL DOCUMENTS - ROUND 1 - TRAFFIC STUDYDELICH Fox Grove, Phase 2 TIS, February 2019 ASSOCIATES Page 2 Recent peak hour traffic volumes at the Mulberry/Carriage-Camino del Mundo intersection are shown in Figure 3. The traffic counts were obtained in January 2019. Raw traffic data is provided in Appendix B. The Mulberry/Carriage-Camino del Mundo intersection was evaluated and the peak hour operation is displayed in Table 1. Calculation forms are provided in Appendix C. The Mulberry/Carriage-Camino del Mundo intersection meets the Fort Collins operational criteria with the existing control and geometry. The intersections were evaluated using techniques provided in the Highway Capacity Manual, 6th Edition, ITE (2016 HCM). A description of level of service from signalized intersections from the 2016 HCM and a table showing the Fort Collins Motor Vehicle LOS Standards (intersections) are also provided in Appendix C. Acceptable operation at signalized intersections during the peak hours is defined as level of service E or better for each movement and leg, and level of service D or better overall. Signal timing was obtained in the field. Since the minor street traffic volumes are so low, it was difficult to determine the exact signal timing. In addition to this, the Mulberry/Carriage-Camino del Mundo intersection may be coordinated with the Mulberry/East Frontage Road intersection. Therefore, the minor street phases and the eastbound/westbound left-turn phase were set at 10 seconds. The amount of green time for Mulberry Street was dependent upon keeping the v/c ratio under 1.0. It was determined that an overall signal timing of 90 seconds was adequate for the Mulberry/Carriage-Camino del Mundo intersection. PROPOSAL AND TRIP GENERATION The site plan for the proposed Fox Grove, Phase 2 development is shown in Figure 4. The Fox Grove, Phase 2 development will consist of 47 single family dwelling units. Access to the site will be via Fox Grove Drive to Carriage Parkway. The trip generation was calculated using the reference document Trip Generation, 10th Edition, ITE. Table 2 shows the expected trip generation on a daily and peak hour basis for full development of Fox Grove, Phase 2. The trip generation for Fox Grove, Phase 2 resulted in: 444 daily trip ends, 35 morning peak hour trip ends, and 46 afternoon peak hour trip ends. TRIP DISTRIBUTION/SITE TRAFFIC ASSIGMENT Given the street network in the area and the site location in Fort Collins, it is expected that the trip distribution will be as depicted in Figure 5. The trip distribution was agreed to in the scoping discussions. Figure 6 shows the site generated peak hour traffic at the Mulberry/Carriage-Camino del Mundo intersection. BACKGROUND AND TOTAL TRAFFIC FORECASTS Figure 7 shows the short range (2024) background traffic forecasts. The short range background traffic was developed by factoring the volumes on Mulberry Street by the adjusted CDOT 20-year factor (1.53) of 1.1325. In addition to this, the traffic related to the remaining dwelling units in the Fox Grove, Phase 1 development was added to the background forecasts. Figure 8 shows the short range (2024) total (site assignment plus background) peak hour traffic at the Mulberry/ Carriage-Camino del Mundo intersection. AUXILIARY LANE EVAULATION The existing intersection geometry at the Mulberry/Carriage-Camino del Mundo intersection will be adequate and can remain. OPERATIONS ANALYSIS The operations analyses were performed at the Mulberry/Carriage-Camino del Mundo intersection. The operations analyses were conducted for the short range future reflecting a 2024 condition. Using the traffic volumes shown in Figure 7, the Mulberry/Carriage-Camino del Mundo intersection will operate in the short range background traffic condition as indicated in Table 3. Calculation forms are provided in Appendix D. The Mulberry/Carriage-Camino del Mundo intersection will meet the Fort Collins operational criteria during the peak hours. Table 4 shows the short range (2024) total peak hour operation at the Mulberry/ Carriage-Camino del Mundo intersection using the volumes in Figure 8. The Mulberry/ Carriage-Camino del Mundo intersection will meet the Fort Collins operational criteria during the peak hours. Calculation forms are provided in Appendix E. PEDESTRIAN LEVEL OF SERVICE Appendix F shows a map of the area that is within 1320 feet of Fox Grove, Phase 2. The land uses on the west side of Interstate 25 are not considered destinations since there is no possible pedestrian connection except using Mulberry Street. As shown in Appendix F, two potential pedestrian destinations within 1320 feet of the Fox Grove, Phase 2 site were identified: 1) Fox Grove, Phase 1/existing residential; 2) the residential neighborhood to the northeast of the site (Sunflower Active Adult Community); and 3) the commercial area to the north of the site. Appendix F contains a graphic depicting the pedestrian influence area and these three pedestrian destinations. A pedestrian level of service worksheet is also provided in Appendix F. There are sidewalks adjacent to all developed properties. The minimum level of service for “other” is C for all categories. The Pedestrian LOS will be achieved in the short range (2024) future, except for the directness category to the Sunflower Active Adult Community, and the directness and continuity categories for the commercial area to the north of the site. Since the Sunflower Active Adult Community is gated and has fencing around the perimeter of the property, it is unlikely that a pedestrian DELICH Fox Grove, Phase 2 TIS, February 2019 ASSOCIATES Page 4 connection will be provided. While the commercial area is within the 1320 feet, it is not likely that sidewalks would be built through land not under control of this developer. In addition to this, sidewalks are not complete within the commercial area itself. There is nothing that can be done to mitigate these issues. BICYCLE LEVEL OF SERVICE There are no designated bicycle lanes along Mulberry Street. Carriage Parkway is wide enough to have bicycle lanes, although not striped as such. Local streets are not required to have bicycle lanes. The base level of service is B for the bicycle destinations. It is concluded that level of service B is achieved. TRANSIT LEVEL OF SERVICE Currently this area of Fort Collins is not served by Transfort. SUMMARY It is concluded that the Mulberry/Carriage-Camino del Mundo intersection will meet the Fort Collins operational criteria. This development will generate approximately 444 daily trip ends, 35 morning peak hour trip ends, and 46 afternoon peak hour trip ends. The existing intersection geometry at the Mulberry/Carriage-Camino del Mundo intersection will be adequate. If necessary/appropriate, Carriage Parkway can be striped as a collector street per the Larimer County Urban Area Street Standards.
