Box 580 Fort Collins, CO 80522-0580 Dear Joe: This variance letter pertains to the westbound right-turn auxiliary lane at the Suniga/East Site Access intersection. According to Section 8.2.6 Exclusive Right Turn Lanes and Figure 8-4 in the Larimer County Urban Area Street Standards (LCUASS), on four-lane arterials, a right-turn lane should be required with an egress of approximately 50 vehicles with a total approach volume of 209 vehicles and with an egress of approximately 49 vehicles with a total approach volume of 570 vehicles. Therefore, a right-turn lane is required based on the short range (2022) and long range (2040) afternoon peak hour traffic. The required right-turn lane is based off of conservative traffic volumes for Northfield and the Retreat. It is met in only the afternoon peak hour by six vehicles. It is not meet in the morning peak hour and unlikely to be met in any other hour of the day. It does not present a level of service issue or a safety issue. It is acknowledged that a right-turn lane would improve the overall operation of the Suniga/East Side Access intersection by a small amount. It will not change the level of service. Therefore, it is requested that the westbound right-turn lane not be constructed. This variance will not be detrimental to the public health, welfare and safety. This variance will have no impact on the capital and maintenance costs of the City of Fort Collins. It is respectfully requested that this variance be granted. Sincerely, Joseph M.
