United Civil Design Group, LLC. (United Civil), is pleased to submit this Stormwater
Management Plan (SWMP) for the Platte River Power Authority Headquarters Campus site
in Fort Collins, Colorado. This report outlines what control measures or Best Management
Practices (BMPs) to be implemented with the proposed construction, in order to minimize
potential pollutants in stormwater discharges.
We have prepared this report to accompany the Colorado Department of Public Health and
Environment General Permit for Stormwater Discharges Associated with Construction
Activity.
Please note that this document is intended to be a dynamic document which will be
modified and updated through the course of site construction to accurately reflect site
conditions at all times. Pollutant sources should be continuously evaluated, BMPs selected,
documented, implemented, and pollutant sources re-evaluated. As such, this version of the
SWMP was prepared to facilitate initial plan approvals and permitting, but does not
necessarily reflect the final version, or the transitions throughout the construction process.
It shall be the responsibility of the Construction Site Operator and/or the permit holder (or
applicant thereof) to ensure the plan is properly maintained and followed. The Construction

I. Introduction
A. SWMP Objective
The objective of this Stormwater Management Plan (SWMP) for Platte River Power
Authority Headquarters Campus, is to identify the BMP which, when implemented, will
meet the requirements of the Colorado Department of Public Health & Environment
(CDPHE), Water Quality Control Division. According to Appendix A of the State of Colorado
General Permit Application and Stormwater Management Plan Guidance for Stormwater
Discharges Associated with Construction Activity (6/2011), the SWMP goal is to, “describe
appropriate controls and measures to improve water quality by reducing pollutants in
storm water discharges and ensure compliance with the requirements of the storm water
permit. The SWMP must be completed and implemented at the time the project breaks
ground and revised if necessary as construction proceeds to accurately reflect the
conditions and practices at the site.”
Pollutant sources should be continuously evaluated, BMPs selected, documented,
implemented, maintained and pollutant sources re-evaluated (and the process
continued). A current copy of the SWMP shall be kept onsite at all times. A person
familiar with the SWMP and on-site construction activities and clean-up procedures will
be designated as the SWMP Administrator for the site. The SWMP Administrator will be
responsible for, but not limited to, inspections and inspection reports, personnel training,
regulatory agency contact, SWMP implementation and revisions, field notebooks, and
record keeping of employee activities, contacts notifications and perform or direct the
performance of BMP maintenance as required.
References are found in the Appendix regarding some of the requirements, restrictions,
and forms related to the SWMP.
II. Site Location and Description
A. Location
The Platte River Power Authority Headquarters Campus (referred herein as ”the site” or
“the Campus”) is a parcel of land situated in the Southeast Quarter of Section 30,
Township 7 North, Range 68 West of the 6th
Principal Meridian to the City of Fort Collins,
Larimer County, Colorado. More specifically, the site is located at the northwest corner
of Horsetooth Road and Timberline Road and is bounded by East Horsetooth Road to the
south, Timberline Road to the east, existing commercial property and Danfield Court to
the north, and Union Pacific Railroad right-of-way to the west.

B. Description of Property
The campus has an existing platted area of 16.7-acres and has acted as the headquarters
for Platte River Power Authority since it was first constructed in the late 1970s.
The following is a summary of the existing conditions:
Ground Cover - The site currently exists as commercial property and is currently covered
with various buildings, pavements and open areas.
Grades – The majority of the site slopes towards one of three (3) drainage outfalls. In
general, the slopes within each outfall basin range between 0 to 5 percent, with some
landscaped berm areas reaching near 20%.
Soil Type - According to the United States Department of Agriculture (USDA) Natural
Resources Conservation Service (NRCS) Soil Survey, the site consists of Nunn clay loam
(Hydrologic Soil Group C).
Utilities – The campus includes an extensive network of existing utilities including mains
and services for water, sanitary sewer, natural gas, electric, telephone and data lines.
These mains and services are located within the property limits of the campus along
with mains located within the rights-of-ways for Horsetooth Road, Timberline Road and
Danfield Court.
Detention Ponds and Storm Sewer – The campus currently has three (3) drainage outfalls
available to accept stormwater flows from the site. These include the existing wet pond
which currently acts as an irrigation and stormwater retention facility for the campus,
an existing 12-inch storm sewer located at the east side of the campus along Timberline
Road, and the curb and gutter at the Danfield Court cul-de-sac. There are also two (2)
other internal detention areas that drain to the 12-inch storm sewer outfall. The
campus also has limited internal storm drains varying in size from 4-inch to 15-inch. Of
note, there is an existing storm inlet and drain located on the north side of Horsetooth
Road that collects stormwater from the roadway and conveys it into the existing wet
pond on the south side of the property. This existing system will require to be
maintained and/or replaced with the construction of the proposed project.
Drainageways – No known externally owned drainageways currently exist within the
proposed development limits.
Irrigation - City records indicate that there is an existing irrigation pipe located along
the southern property boundary, running from west to east. Only portions of this
irrigation system have been found or identified with utility locates or site survey but
from the information available it is believed that this system consists of a 20-inch
concrete pipe that is located just north of the existing curb and gutter along Horsetooth

Road. The existing onsite wet Pond A1 also serves as an irrigation system and is supplied
by an existing irrigation well located on the campus.
Floodplains – The campus is not located within either a City or FEMA floodplain.
C. Description of Development
The planned campus redevelopment is planned to be constructed in phases. Ultimately,
the campus redevelopment will consist of the following improvements:
• The demolition of most of the existing buildings and much of the existing
pavements throughout the campus.
• The construction of seven (7) proposed commercial buildings including the main
headquarters building and various other support buildings.
• The construction of an internal roadway network with associated parking areas.
• The construction of utilities in support of the campus including sanitary, water and
storm drainage.
• The construction of detention and water quality facilities located throughout the
site with the main detention area located in the northeast portion of the site.
• The reconfiguration and relining of the existing wet pond.
D. Construction Activity Description
Construction activity (for all phases of construction) includes installation of BMPs,
demolition, grading, utility (storm sewer, sanitary sewer, and waterline) construction,
pavement construction, drainage and water quality facility construction, and landscape
installation.
E. Proposed Sequence for Major Activities and BMP Staging and Implementation
The four (4) major Development Stages as previously defined by the State of Colorado’s
Stormwater Discharge Permit (SDP) and include the following:
Stage 1. Demolition and Grading Stage; BMPs for initial installation of perimeter and
site controls as well as overlot grading of the site
Stage 2. Infrastructure Stage; BMPs for final grading, storm and utility installation
Stage 3. Impervious Condition/Vertical Construction Stage; BMPs for curb and
pavement installation and for construction of buildings
Stage 4. Permanent BMPs and final site stabilization

The estimated sequence for major construction activities is as follows:
• Installation of erosion control (Stage 1)
• Site demolition activities (Stage 1)
• Grading of the site (Stage 1)
• Installation of utilities (storm sewer, sanitary sewer and storm sewer) (Stage 2)
• Construction of asphalt pavement, curb and gutter, sidewalk and buildings
(Stage 3)
• Landscaping and site stabilization (Stage 4)
Construction is estimated to begin April 2018 and be completed by August 2020.
Along with the stages of development previously described, the construction of the
project will also have two (2) distinct construction phases. Included within Appendix C
are the Erosion Control Plans that reflect each construction phase for the project. Also
included is a “Blank Version” of the SWMP Plan which is provided so that the Contractor
can write in BMP symbols to document the location and time BMPs are installed and
maintained during the construction process.
F. Area Estimates
The site has a platted area of 16.7 acres. The total area subject to disturbance by
construction of this project is approximately 14.6 acres.
This SWMP does not include additional offsite area (for staging, material storage,
overburden stockpiles of dirt, borrow areas, etc.) other than that mentioned above.
G. Runoff Coefficient and Soil Description
Individual basin runoff coefficients as shown in the Platte River Power Authority HQ
Campus Drainage Plan are summarized in the table on the following page:

Terracon, completed the geotechnical and groundwater investigations for the project
site. According to the results presented in the report produced by Terracon, there are
lean clay soils with varying amounts of sand overlying claystone bedrock. Groundwater
was observed at depths of approximately 12 to 24 feet below ground surface.
According to the United States Department of Agriculture (USDA) Natural Resources
Conservation Service (NRCS) Soil Survey, the site consists of Nunn clay loam (Hydrologic
Soil Group C). Hydrologic Soil Group C indicates soils with moderately high runoff and
erosion potential.
H. Location and Description of Potential Pollution Sources
This section focuses on the identification of the potential pollutant sources and briefly
discusses the Best Management Practices (BMPs) that will be used. More information on
the BMPs utilized on this site is included in the next section “III. BMPs for Stormwater
Pollution Prevention”.
1. All disturbed and stored soils;
Soil disturbance is expected on the site from demolition activities, utility
trenching, foundation excavations and general earthwork phasing. Sediment
transport from disturbed soil areas may be controlled utilizing a variety of BMPs,
including but not limited to, silt fence, inlet filters, sediment control logs, surface
roughening, temporary seeding and rock socks.
It is also expected that there will be stockpiles of dirt on the site from earth
disturbing activities. For this site, stockpiles should be located in areas where silt
fence or straw wattles may be placed around the individual stockpiles to contain
the runoff (i.e. landscaped or disturbed earth areas).
2. Vehicle tracking of sediments
It is anticipated that the contractor will access the property from Danfield Court
and Horsetooth Road. A vehicle tracking control pad will be required at each
access location onsite during construction to reduce tracking sediment onto the
adjacent streets. Construction fencing should be used to limit access to the site
to the areas designated on the Sediment and Erosion Control Plans.
At the end of each workday, the Contractor shall sweep or scrape Danfield Court,
Horsetooth Road and the private access drive from Danfield Court of sediment
that may have accumulated during the workday.

3. Management of contaminated soils
There are no known contaminated soils on the site. However, if the contractor
encounters contaminated soils during the construction process, the contractor
should stop construction immediately, notify appropriate government authorities,
and form a plan to properly contain, remove and remediate the contamination in
accordance with all City, County, State and Federal laws and regulations and in
accordance with good construction safety and practice.
4. Loading and Unloading operations
Loading and unloading will take place on the site. These activities should be,
where feasible, limited to paved surfaces within the disturbed limits of the project
to minimize contact with exposed soils. BMPs such as construction fence and silt
fence in non-paved areas and rock socks in paved areas should be placed to keep
sediment from exiting the disturbed area limits.
5. Outdoor storage activities (building materials, fertilizers, chemicals, etc.)
Storage of onsite materials including building materials, fertilizers, waterline,
storm sewer, and sanitary sewer will be covered and placed on pallets to prevent
direct contact with the ground and potential surface runoff.
6. Vehicle and equipment maintenance
Vehicle and equipment maintenance should be performed offsite where feasible.
For onsite vehicle and equipment maintenance, maintenance activities should be
completed in designated areas away from adjacent public streets and within in a
contained area through the use of curbs or berms. At a minimum, all vehicle and
equipment maintenance shall be performed on hard surface or gravel areas at
least 50’ from any stormwater feature (i.e. inlet, storm sewer, concentrated
runoff, swale, etc.). BMPs should include drip pans, drop clothes and/or other
containers under vehicles.
7. Significant dust or particulate generating processes
The Contractor shall comply with applicable air pollution control requirements of
the City of Fort Collins. The Contractor shall take appropriate actions to minimize
atmospheric pollution and take reasonable precautions which shall be in
accordance with the fugitive dust ordinance

be limited to:
1. The use of water for control of dusts for construction processes such as
demolition, grading, or the clearing of land.
2. Covering, at all times when in motion, open-bodied trucks transporting
materials likely to give rise to airborne dusts.
3. Require lower speeds for vehicles entering, exiting, and driving within the

project limits to minimize the amount of dust disturbed by moving
vehicles.
8. Routine maintenance activities involving fertilizers, pesticides, detergents, fuels,
solvents, oils, etc;
Chemicals, fuels, lubricants, and paints stored on-site will be in water tight
containers and covered as necessary and stored in a bermed area, a storage
building, or within a vehicle to act as secondary containment.
9. On-site waste management practices (waste piles, liquid wastes, dumpsters,
etc.);
1. Waste piles should located in designated areas and shall be covered or
contained through the use of curbs or berms. Liquid wastes should be
collected and stored in covered containers and disposed of properly.
2. Solid waste materials, including disposable materials incidental to the
major construction activities, will be collected in on site dumpsters. The
containers will be emptied periodically and trucked away from the site.
Dumpsters should have covers.
10. Concrete truck / equipment washing, including the concrete truck chute and
associated fixtures and equipment;
A dedicated concrete washout area is necessary for this project. The contractor
shall clean out equipment within the washout area so that runoff is not allowed
to leave site and enter the public streets or neighboring properties.
11. Dedicated asphalt and concrete batch plants;
There will not be dedicated asphalt or concrete batch plants on this site.
12. Non-industrial waste sources such as worker trash and portable toilets
Worker’s trash shall be disposed of in an onsite dumpster. The site should be free
of trash at the end of each working day.
Portable toilets shall be utilized by construction personnel and serviced regularly
by a commercial operator. They shall be located a minimum of 5 feet from the
curb or 50 feet from inlets. If sanitary facilities are located on a paved surface,
toilets shall be equipped with a containment pan or a secondary containment
BMP. Regardless of location all portable toilets shall be anchored per
manufacturer recommendations.

I. Non-Stormwater Components of Discharge
In the event that groundwater is encountered during trenching or excavation operations,
a temporary sediment/retention basin should be constructed to store pumped
uncontaminated dewatering flows onsite. Note that the CDPHE may also require a
separate Construction Dewatering permit. For more information on construction
dewatering refer to the Stormwater Fact Sheet which can be found at
https://www.colorado.gov/cdphe. Refer to the blank Construction Dewatering Permit in
Appendix A for more information.
The other non-storm water components of discharge include, but are not limited to,
water line flushing, irrigation to establish seeding, washing out concrete trucks, and
watering for dust mitigation, and compaction. It is important for the contractor to
manage the runoff from these items utilizing the BMPs mentioned in this report (i.e.
sediment traps, silt fence, straw wattles, concrete washout areas, surface roughening,
etc.).
J. Receiving Waters
The site is located within the Foothills drainage basin within the City of Fort Collins Master
Drainage Plan. Stormwater from this basin adjacent to the site is collected within streets
and storm sewer systems and ultimately discharged into the Fossil Creek Reservoir Inlet
Ditch.
III. BMPs for Stormwater Pollution Prevention
A. Erosion and Sediment Controls
Once construction activity begins, Best Management Practices (BMPs) intended to
contain sediment onsite must be constructed, inspected, and repaired as necessary. Such
controls must be functional before upslope land disturbance takes place. The BMPs will
be installed as shown on the SWMP Map shown in Appendix C. They must be
supplemented as on-site experience proves necessary in order to control sediment,
pollutant discharge, and ensure public safety.
The following temporary and permanent BMPs will be installed and maintained to control
on-site erosion and prevent sediment from traveling off-site during construction.
Temporary BMPs
• Construction Fence is a temporary BMP. The contractor is to place
construction fencing around development as needed to limit access by the
public to the construction site, as well as construction equipment and personal
vehicles to designated areas of ingress and egress.

• Inlet Protection is a temporary BMP that helps prevent soil and debris from
the site from entering the storm drain inlets and usually consists of a sediment
filter around or upstream of the storm drain inlet. Inlet protection allows
storm water to flow into the drain but only after excess sediment has been
filtered out. Inlet protection will be used and installed on existing storm inlets
prior to construction activities commencing and will be used and installed on
proposed storm inlets as construction of the storm sewer system occurs. Inlet
protection for this site will consist of:
o Inlet Filters, which are permeable barriers installed around curb or area
inlets that filter runoff and remove sediment prior to entering the inlet.
For this project Dandy products (or approved equal) will be installed per
manufacturer’s recommendations.
• Regular Meetings are a temporary and non-structural BMP. Regular meetings
with on-site workers including builders, suppliers, landscape personnel, etc.
should be conducted so that they are kept up to date with site standard
operating procedures.
• Silt Fence is a woven synthetic permeable fabric that prevents sediment from
discharging off-site. Silt fence is a temporary barrier that is installed prior to
earthmoving activities and is placed downstream of areas where runoff from
construction activities is expected to occur, especially along the site perimeter
to allow sediment to settle out from the stormwater runoff before the
stormwater leaves the construction site. Silt fences will be installed per
manufacturer’s recommendations. Silt fence encourages sheet flow and is not
intended to be used in areas of concentrated flow. If concentrated flow is
encountered during the placement of the fence, an alternative BMP shall be
used and the SWMP should be updated to reflect this change.
• Staging Areas will be provided during the construction process at least 100’
from any storm water conveyance. Staging areas include locations for vehicle
fueling, concrete truck washout, material storage and transfer, equipment
maintenance and cleaning, and other construction activities. These areas will
be maintained as isolated locations that allow for contaminants to be
concentrated and removed from the site as necessary. Concrete washout
areas shall be designed such that washout water cannot leave the location,
nor shall storm water runoff wash concrete from the locations.
• Straw Wattles are a temporary BMP that are used for a variety of purposes.
They are used for inlet protection, curbside check dams, swale protection, at
the bottom of slopes, or the limits of property boundaries. They are easy to

install and are increasingly being used for Small Site SWMP’s. The straw
wattles, which are meshed netting “tubes,” filled with straw, excelsior, or
coconut fiber. Wattles for swale protection should be installed following
rough grading of channel areas. Wattles require proper installation and
maintenance to ensure their performance.
• Rock Socks are a temporary BMP that are used for a variety of purposes. They are
used for inlet protection, curbside check dams, or at the limits of property
boundaries. Rock socks are wire meshed “tubes” filled with rocks. Rock Socks require
proper installation and maintenance to ensure their performance.
• Street Sweeping and Vacuuming removes sediment that has been tracked onto
roadways to reduce sediment transport into storm drain systems or a surface
waterway. This practice should be used on the adjacent paved road to the
construction site. Paved roads should be inspected on a daily basis and more
frequently as needed.
• Saw Cutting Pollution Prevention prevents dust and slurry from asphalt and
concrete saw cutting activities from migrating into the existing storm drain system.
Slurry and cuttings shall be vacuumed during cutting and surface operations and shall
not be allowed to remain on pavement surface overnight. Collected slurry and
cuttings shall be disposed of in a manner that does not violate groundwater or surface
water standards.
• Surface Roughening is provided following grading activities to slow the effects
of wind erosion. Roughening can be used as a temporary BMP and is a
technique used for creating unevenness on bare soil through the construction
of furrows (groove cuts) running across a slope or by utilization of construction
equipment to track the soil surface. The primary function of surface
roughening is to reduce erosion potential by decreasing runoff velocities,
reducing the length of sheet flow trapping sediment, and increasing infiltration
of water into the soil.
• Temporary Seeding is the establishment of a temporary vegetative cover on a
graded area that will be exposed for longer 30 days. Temporary seeding can
be used on areas requiring temporary protection that will eventually need
permanent vegetation at the completion of the construction or it can be used
for areas that will be re-disturbed after a period of inactivity.
• Vehicle Tracking Control is a stabilized stone pad located at points of ingress
and egress on a construction site and acts as a temporary BMP. The stone pad
is designed to reduce the amount of mud transported onto public roads by
construction traffic by removing mud and sediment from the vehicle’s wheels

when it drives over the gravel pad. These areas are limited to the minimum
number necessary to provide functional construction access and are installed
prior to grading activities. Whenever the construction entrance exists onto a
public road, the road shall be cleaned at the end of each day. Vehicle Tracking
Control will also be used on this site at any stockpile area exits.
• Wind Borne Sediment and Dust Control measures will be provided during the
construction process to control wind borne sediment. During grading
activities, water will be applied to the disturbed soils for the purpose of
maintaining cohesion with clay type soils and also to meet moisture
requirements for compaction of disturbed soils. Other measures of mitigation
for wind erosion may include the timely installation of seed and mulch
following the establishment of final grade, and the timely installation of
pavement following completion of utility trenching operations and curb
construction. Open areas should be kept in a roughened condition (see
Surface Roughening above).
Permanent BMPs
• Grass-Lined Swales (included as part of permanent seeding or other
permanently stabilized swales) are permanent landscaped channels
constructed generally below grade to convey runoff or channel water to a
desired location. The grass-lined areas allow for infiltration to occur as well as
including a flow path across a vegetated surface slowing the conveyance rate
of storm water runoff.
• Permanent Seeding and Planting is the establishment of a permanent
perennial vegetation such as trees, shrubs, vines, grasses/sod, or legumes on
exposed areas for final permanent stabilization in order to provide
stabilization of the soil by holding soil particles in place. These items should
be installed as per the approved Landscape Plan. Soil Amendments shall be
incorporated in all landscape areas to a depth of 6” at a rate of 3 cubic yards
per 1000 square feet of area unless 4” of loose topsoil have been imported
onto the site over 4” of loosened subgrade soils. Permanent Landscaping
reduces storm water runoff velocity, maintains sheet flow, protects the soil
surface from erosion, promotes infiltration of runoff, and improves wildlife
habitat.
• Bioretention is a permanent BMP that is engineered to utilize a depressed
landscape area to capture and filter or infiltrate the water quality capture
volume. BMPs that utilize bioretention are frequently referred to as rain
gardens or porous landscape detention areas.

• Preservation of Existing Vegetation should occur where no construction
activity is expected to occur. Preservation of natural vegetation is generally a
permanent BMP and is applicable to construction sites with pre-existing
vegetation. Only land needed for building activities and vehicle traffic needs
is to be cleared.
• Storm Sewer Outlet Protection devices are structurally lined aprons or other
energy dissipating devices placed at the outlets of pipes or paved channel
sections. Outlet protection devices prevent scour at storm water outlets and
minimize the potential of downstream erosion by reducing the velocity of
storm water flows. Concrete aprons connected to concrete pans will be used
downstream of storm sewer outfalls as pipe outlet protection. Outlet
Protection is installed with the storm sewer construction and serves as a
permanent structural BMP.
B. Erosion Control Sequencing
SWMP drawings are located in the Appendix that include the minimum required BMPs
found on the Sediment and Erosion Control Plans. These should be revised as needed by
the SWMP Administrator to accurately reflect site conditions. Erosion control sequencing
should generally adhere to the following:
Mobilization and Demolition
• Preserve Existing Vegetation – Before construction commencement, areas
that are not disturbed by construction activity should be preserved as needed
with construction fencing, silt fencing, signage, or other means to keep
vehicular traffic out of the area to be left undisturbed.
• Silt Fence – Before construction commencement, silt fence will be placed
downstream of areas where runoff from construction activities is expected to
occur.
• Staging Area – A concrete wash out area, fueling area, and other staging areas
will be provided during the construction process at least 100’ from any storm
water conveyance. A staging area is to be shown on the SWMP drawing when
its location is identified.
• Vehicle Tracking Control – Before commencement of construction, vehicle
tracking control shall be placed at the locations shown in the SWMP plans. Any
other points of ingress and egress planned by the contractor and approved by
the owner shall also receive suitable vehicle tracking control BMPs.

• Construction Fence – Before commencement of construction, construction
fence shall be placed at the contractor’s discretion (or as shown in the plans)
to limit access by construction equipment and personal vehicles to designated
areas of ingress and egress.
• Inlet Filters – Before commencement of construction, it may be necessary to
install inlet filters to protect existing inlets in the general vicinity of the site.
Utility Construction, Building Construction and Site Grading
The items installed during mobilization and demolition shall be in place, functional,
and maintained during and following utility construction, building construction and
site grading operations. In addition to those items, the following BMPs shall be
installed.
• Wind Borne Sediment and Dust Control – Wind borne sediment and dust
control measures should be implemented during grading activities. This will
be particularly important to consider prior to the establishment of seeding.
• Inlet Filters – Inlet filters will be placed at curb inlets and area inlets located
throughout the site immediately after the inlet is constructed / installed.
Existing inlets shall be protected prior to heavy equipment staging, demolition,
or commencement of construction activities.
• Swale Protection – Sediment control logs will be placed within the swales
immediately following rough grading. Wattles and check dams shall be placed
across the swale for every 2’ of drop in swale elevation or every 300'.
• Slope Protection – Surface roughening and contour furrows shall occur after
rough grading.
• Temporary Seeding – The majority of the landscaped areas will be
permanently seeded or planted. However, if disturbed areas are left without
permanent stabilization 30 days after grading, temporary seeding will be
required.
• Concrete Washout Area – Concrete washout areas will be placed prior to, and
maintained during, the completion of concrete work.
Final Grading, Pavement Construction, Landscaping and Final Stabilization
This erosion control sequence will likely begin prior to the establishment of
vegetation throughout the site; therefore, it is expected that majority of the BMPs

shown in the previous sequences will be in place at the beginning of this phase.
As paving is completed and seeding is established, previously placed BMPs such
as vehicle tracking control devices and some sections of silt fence may be
removed. Other erosion control measures such as inlet protection, silt fence, and
swale protection may only be removed after construction is complete and/or
upstream areas are established. In addition to previously installed measures, the
following BMPs shall be installed.
• Outlet Protection– Concrete pans/aprons will be placed immediately
downstream of storm sewer outfalls. Cobble pads will be placed immediately
downstream of curb cuts as shown on the construction documents.
• Permanent Seeding – Permanent seeding or landscaping shall be placed
immediately in areas that are final graded and where little future disturbance
is expected.
• Rock Socks – Rock socks will be placed to replace other BMP measures as
required after paving operations have been completed.
C. Materials Handling and Spill Prevention
Stormwater run-off generated from the staging areas determined by the Construction Site
Operator or SWMP Administrator will be routed to a temporary sedimentation area
where runoff will be contained and filtered before being discharged downstream. Vehicle
tracking control should be placed at the stockpile area entrance/exit and silt fence should
surround it. If relocated, the SWMP should be updated with the actual location of the
stockpile/staging area(s).
Chemicals, fuels, lubricants, and paints stored on-site will be in water tight containers and
covered as necessary and stored in a bermed area, a storage building, or within a vehicle
to act as secondary containment. Storage of onsite materials including building materials,
fertilizers, waterline, sanitary sewer, and storm sewer will be covered and placed on
pallets to prevent direct contact with the ground and potential surface runoff.
Other hazardous waste disposal (that is not typical to commercial building construction)
is not included within this SWMP. Concrete and asphalt batch plants are not anticipated
on this site and thus are not included in this SWMP.
In the event of a spill or accident, the spill shall be contained with a spill kit in order to
prevent the contaminants from flowing off-site or soaking into the soil. Site personnel
should be briefed in regular meetings of the presence of the spill kit and how the kit
should be used in the event of a spill. Once contained, the contaminated materials shall
be properly disposed of as approved by the SWMP Administrator and local, state and

federal jurisdictions. Once construction is completed, or as required during the course of
construction, concrete waste and contaminated soil will be disposed of properly. The
SWMP Administrator, City Inspector and CDPHE should be notified immediately in the
event of spills.
IV. Other Controls
The following includes other measures to control pollutants:
• Solid waste materials, including disposable materials incidental to the major
construction activities, will be collected in trash containers or dumpsters. The
containers will be emptied periodically and disposed of properly at the local landfill or
as directed by the SWMP Administrator. Dumpsters shall have covers.
• Water used to establish and maintain grass, for dust control, and for other purposes
during the construction phase must originate from a public water supply or private
well approved by the Colorado Department of Public Health and Environment unless
otherwise approved.
• Sanitary facilities shall be provided at the site throughout construction activities. They
shall be utilized by construction personnel and serviced regularly by a commercial
operator. They shall be located a minimum of 5 feet from the curb or 50 feet from
inlets and must be anchored. If sanitary facilities are located on a paved surface, a
secondary containment BMP will need to be constructed.
• Access off of paved roads should be limited.
• BMPs such as tarps and drip pans will be used for painting, stucco, dry-wall etc.
operations.
• Super-chlorinated water used for flushing water distribution systems will be de-
chlorinated prior to discharging from the site by aeration, retention, dissipation, or
chemical treatment.
V. Final Stabilization
Final stabilization is reached when all soil disturbing activities at the site have been completed
and vegetative cover has been established per the approved landscape plans with a density of at
least 70 percent of pre-disturbance levels or when equivalent permanent erosion reduction
methods have been utilized. Upon final stabilization as determined by the SWMP Administrator
and City inspector, temporary BMPs may be removed, unless they are required to remain in place
for future phasing. The final landscape plans shall be referenced by the contractor for the design

and specifications relating to landscape materials, including but not limited to, soil amendments,
seeding types and application rates, and temporary and permanent watering.
VI. Long-term Stormwater Quality
Several long-term stormwater quality measures have been selected for the site that will provide
treatment of stormwater prior it to being discharged from the site, refer to Appendix C for
locations of the measures chosen. For this project the following measures have been selected:
Grass Swales - The soft bottom/overbank areas of the swales allow for infiltration to occur as
well as including a flow path across a vegetated surface slowing the conveyance rate of storm
water runoff. These have been chosen to convey and treat stormwater prior to being intercepted
by storm sewer infrastructure.
Grass Open Areas/Buffers – Grass open areas and/or grass buffers allow for infiltration to occur
as well as including a flow path across a vegetated surface slowing the conveyance rate of storm
water runoff. These have also been chosen to convey and treat stormwater prior to discharging
to the bioswale, storm sewer system, or detention or wet ponds.
Bioswale – Bioswales, through the use of engineered permeable materials, promote the
infiltration, slow the conveyance rate of stormwater runoff, and treat runoff by filtering sediment
from the runoff. A bioswale has been chosen to convey and treat stormwater prior to being
intercepted by storm sewer infrastructure.
Underground Detention – Underground detention, in conjunction with a water quality plate,
collects, stores, and slowly releases minor storm events allowing runoff to the pond, infiltrate,
and settle out particulates prior to being discharged downstream to storm sewer infrastructure.
Extended Detention Basin – Extended detention basins in conjunction with the use of a water
quality plate, collect, store and slowly release minor storm events allowing runoff to pond,
infiltrate into the grass bottom of the pond, and settle out particulates prior to being discharged
from the site. An extended detention basin has been selected as a highly effective last treatment
option prior to discharging runoff from the site.
VII. Inspection and Maintenance Procedures
Upon completion of each phase of construction, appropriate measures shall be taken to inspect
and maintain existing erosion control features, as described herein or per manufacturers
specifications (whichever is more stringent) and install new erosion control elements associated
with each phase of construction.
The temporary BMPs will be inspected and documented at a minimum of once every 14 days and
after each precipitation or snowmelt event. The SWMP will be kept up-to-date with inspection

records, maintenance procedures, and changes. Records should include complete inspection
reports for each inspection, maintenance, and/or repair. A record-keeping system is
recommended in managing inspection and maintenance reports and should include all
maintenance records, spill response, weather conditions, training, correspondence, etc. A blank
copy of an Erosion and Sediment Control Inspection List (ESCIL) is provided in Appendix B.
Preventative maintenance also involves the regular inspection and testing of equipment, timely
maintenance of the equipment, and complete records of the maintenance and inspections of the
equipment. The maintenance and inspection records will be kept on site and made available to
any local, state, or federal officials upon request.
Inspections must include the observation of the construction site perimeter, runoff discharge
points, disturbed areas, staging areas (including concrete washout areas and fueling areas),
erosion and sediment control measures identified in this SWMP, and any other structural BMPs
that may require maintenance. The inspection must determine if there is evidence of or potential
for pollutants to enter the drainage system and, if so, whether or not the BMPs should be
modified, replaced, or added to.
The following list includes some recommended maintenance procedures:
• Erosion and sediment control measures determined, upon inspection, to be in need
of repair shall be maintained before the next anticipated storm event or as necessary
to maintain continued effectiveness of erosion and sediment control measures. If it
is impractical to maintain erosion and sediment control measures before the next
storm event, maintenance should be accomplished as soon as practical.
• Locations where vehicles enter or exit the site shall be inspected for evidence of
sediment being tracked off-site by construction traffic. Such sediment shall be
removed at the end of each work day or before it can be conveyed to the receiving
storm drains or creeks, whichever is most imminent.
• Seeded areas will be checked to see that grass coverage is maintained. Areas will be
watered, fertilized, and reseeded as needed.
• It is the responsibility of the SWMP Administrator to maintain effective pollutant
discharge controls. Actual physical site conditions or contractor practices could make
it necessary to install one or more controls than those that are already shown on the
Erosion Control Plans. For example, localized concentrations of surface runoff or
unusually steep areas could require additional erosion control devices. Assessing the
need for and implementing additional controls will be a continuing aspect of the
SWMP Administrator until final stabilization. This plan intends to control water-borne
and liquid pollutant discharges by some combination of interception, filtration, and

containment. Parties implementing this plan must remain alert to the need to
periodically refine and update the plan to accomplish the intended goals.

E.5 Water Rights
The State Engineers Office (SEO) has indicated that any discharge that does not return water directly to
surface waters (i.e. land application, rapid infiltration basins, etc.) has the potential for material injury to a
water right. As a result, the SEO needs to determine that material injury to a water right will not occur from
such activities. To make this judgment, the SEO requests that a copy of all documentation demonstrating
that the requirements of Colorado water law have been met, be submitted to their office for review. The
submittal should be made as soon as possible to the following address:

Should there be any questions on the issue of water rights; the SEO can be contacted at (303) 866-3581. It is
important to understand that any CDPS permit issued by the division does not constitute a water right.
Issuance of a CDPS permit does not negate the need to also have the necessary water rights in place. It is
also important to understand that even if the activity has an existing CDPS permit, there is no guarantee that
the proper water rights are in place.
