INTRODUCTION This transportation impact study (TIS) addresses the capacity, geometric, and control requirements at and near the proposed Retreat at Fort Collins development. The proposed Retreat at Fort Collins is located in the northeast quadrant of the Suniga/Redwood intersection in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the owner (Retreat at Fort Collins, LLC), the project engineers (Northern Engineering and W & R Engineering)), the project planner (Ripley Design), and the City of Fort Collins Traffic Operations staff. The Transportation Impact Study Base Assumptions form and related documents are provided in Appendix A. This study generally conforms to the format set forth in the Fort Collins TIS Guidelines in the “Larimer County Urban Area Street Standards” (LCUASS). Due to the trip generation, this is a full transportation impact study. The study involved the following steps: - Collect physical, traffic, and development data; - Perform trip generation, trip distribution, and trip assignment; - Determine peak hour traffic volumes; - Conduct capacity and operational level of service analyses on key intersections; - Analyze signal warrants; - Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation DELICH Retreat at Fort Collins TIS, March 2018 ASSOCIATES Page 2 II. EXISTING CONDITIONS The location of the Retreat at Fort Collins development is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily residential and vacant/open. There are residential uses to the south, west, and north of the site. The proposed Northfield development is to the east of the site. The proposed Retreat at Fort Collins site is currently vacant. The center of Fort Collins lies to the south of the proposed Retreat at Fort Collins. Streets The primary streets near the Retreat at Fort Collins site are Lemay Avenue, Vine Drive, Linden Street, Redwood Street, Suniga Road, Lupine Drive, Conifer Street and North College Avenue. Figure 2 shows a schematic of the existing geometry at the key intersections. Lemay Avenue is east of the proposed Retreat at Fort Collins site. It is a north- south street classified as a four-lane arterial street according to the Fort Collins Master Street Plan. Currently, Lemay Avenue has a two-lane cross section in this area. At the Lemay/Vine intersection, Lemay Avenue has all movements combined into a single lane. The Lemay/Vine intersection has signal control. The posted speed limit in this area of Lemay Avenue is 30 mph, south of Vine Drive, and 35 mph, north of Vine Drive. Vine Drive is south of the proposed Retreat at Fort Collins site. It is an east-west street classified as a two-lane collector street according to the Fort Collins Master Street Plan. Currently, Vine Drive has a two-lane cross section. At the Lemay/Vine intersection, Vine Drive has an eastbound and westbound left-turn lane and a through/right-turn lane in each direction. At the Vine/Redwood-Linden intersection, Vine Drive has all movements combined into a single lane. The Vine/Redwood-Linden intersection has all-way stop sign control. The posted speed limit in this area of Vine Drive is 45 mph, east of Lemay Avenue, and 35 mph, west of Lemay Avenue. Linden Street is south of the proposed Retreat at Fort Collins site. It is a north- south street classified as a two-lane collector street according to the Fort Collins Master Street Plan. Currently, Linden Street has a two-lane cross section with parking on both sides of the street. Linden Street is the south leg of the Vine/Redwood-Linden intersection. At the Vine/Redwood-Linden intersection, Linden Street has all northbound movements combined into a single lane. The posted speed limit in this area of Linden Street is 30 mph. It is a north-south street classified as a two-lane collector street according to the Fort Collins Master Street Plan. Currently, Redwood Street has a two-lane cross section with parking on both sides of the street. Redwood Street is the north leg of the Vine/Redwood-Linden intersection. At the Vine/Redwood-Linden intersection, Redwood Street has all southbound movements combined into a single lane. At the Suniga/ Redwood intersection, Redwood Street has all movements combined into a single lane. At the Redwood/Lupine intersection, Redwood Street has all movements combined into a single lane. At the Conifer/Redwood intersection, Redwood Street has all movements combined into a single lane. The Suniga/Redwood, Redwood/Lupine, and Conifer/ Redwood intersections are stop sign controlled on Suniga Road, Lupine Drive and Redwood, respectively. The posted speed limit in this area of Redwood Street is 30 mph, south of Conifer Street, and 25 mph, north of Conifer Street. Suniga Road is southwest of the proposed Retreat at Fort Collins site. It is an east-west street designated as a four-lane arterial street on the Fort Collins Master Street Plan. Currently, Suniga Road has a four-lane cross section. Suniga Road only has a west leg at the Suniga/Redwood intersection. The west end of Suniga Road terminates just west of the Suniga/Blue Spruce Drive-Blondel Drive intersection. At the Suniga/Redwood intersection, Suniga Road has enough width for an eastbound left-turn lane, a through lane, and a through/right-turn lane. However, it is striped combining all movements into a single lane. The posted speed limit in this area of Suniga Road is 35 mph. Suniga Road will connect to North College Avenue in the near future (1-3 years). Lupine Drive Street is west of the proposed Retreat at Fort Collins site. It is an east-west street classified as a two-lane local street according to the Fort Collins Master Street Plan. Currently, Lupine Drive has a two-lane cross section with parking on both sides of the street. At the Redwood/Lupine intersection, Lupine Drive has all movements combined into a single lane. There is no posted speed limit on Lupine Drive. Conifer Street is north of the proposed Retreat at Fort Collins site. It is an east- west street classified as a two-lane collector according on the Fort Collins Master Street Plan. Currently, Conifer Street has a two-lane cross section with parking on both sides of the street. At the Conifer/Redwood intersection, Conifer Street has all movements combined into a single lane. The posted speed limit in this area of Conifer Street is 30 mph. North College Avenue is west of the proposed Retreat at Fort Collins site. It is a north-south street classified as a four-lane arterial on the Fort Collins Master Street Plan. Currently, College Avenue has a four-lane cross section in this area. The posted speed limit in this area of North College Avenue is 40 mph in this area. DELICH Retreat at Fort Collins TIS, March 2018 ASSOCIATES Page 6 Existing Traffic Recent morning and afternoon peak hour traffic volumes are shown in Figure 3. The traffic counts at the Lemay/Vine intersection were obtained in May 2016. The traffic counts at the Suniga/Redwood, Redwood/Lupine, and Conifer/Redwood intersections were obtained in August 2017. The traffic counts at the Vine/Redwood-Linden intersection were obtained in September 2017. Raw traffic count data are provided in Appendix B. Existing Operation The Lemay/Vine, Vine/Redwood-Linden, Suniga/Redwood, Redwood/Lupine, and Conifer/Redwood intersections were evaluated using techniques provided in the 2010 Highway Capacity Manual. Using the morning and afternoon peak hour traffic shown in Figure 3, the peak hour operation is shown in Table 1. The Lemay/Vine, Vine/Redwood-Linden, Suniga/Redwood, Redwood/Lupine, and Conifer/Redwood intersections meet the City of Fort Collins Motor Vehicle LOS standard during the morning and afternoon peak hours with existing signal control, geometry, and signal timing, except for the Lemay/Vine intersection in the afternoon peak hour. At the Lemay/Vine intersection, the calculated delay for the westbound approach and eastbound through/right-turn lane was commensurate with level of service F. Calculation forms are provided in Appendix C. A description of level of service for signalized and unsignalized intersections from the 2010 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. Acceptable overall operation at signalized intersections during the peak hours is defined as level of service D or better. At signalized intersections, acceptable operation of any leg and any movement is level of service E. At arterial/arterial and collector/collector stop sign controlled intersections, acceptable operation is considered to be at level of service E, overall and level of service F, for any approach leg. At arterial/collector, arterial/local, collector/local, and local/local stop sign controlled intersections; acceptable operation is considered to be at level of service D, overall and level of service F, for any approach leg. Pedestrian Facilities There are sidewalks along Redwood Street, Suniga Road, Lupine Drive, and North College Avenue. There is a sidewalk along the south side of Conifer Drive. There are no sidewalks along either side of Vine Drive and Lemay Avenue. It is expected that as properties in this area are developed or redeveloped, sidewalks will be installed as part of the street infrastructure. Transit Facilities Currently, this area of Fort Collins is served by Transfort Routes 8 and 81. There are bus stops at the Conifer/Redwood and Conifer/Blue Spruce intersections. PROPOSED DEVELOPMENT The Retreat at Fort Collins is a student residential development with 739 beds (190 apartment dwelling units), a clubhouse with a 1,500 square feet yoga/fitness center, and a 500 square foot coffee shop. Figure 4 shows a site plan of the Retreat at Fort Collins. The site plan shows a right-in/right-out access to/from Redwood Street and a right-in/right-out access to/from Suniga Road. The site will have access to Redwood via Lupine Drive and will have access to/from Suniga Road via two accesses through the proposed Northfield development. The short range analysis (Year 2022) includes development of The Retreat of Fort Collins site and an appropriate increase in background traffic, due to normal growth, and other approved/proposed developments in the area. The long range analysis (Year 2040) includes background traffic due to normal growth and in general accordance with the Fort Collins Structure Plan. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip Generation, 10th Edition, ITE is customarily used to estimate trips that would be generated by the proposed/expected use at a site. However, the City of Fort Collins has developed trip generation rates for student apartment projects similar to the Retreat at Fort Collins. The Fort Collins trip generation rates are specifically applied to student housing projects. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the daily and peak hour trip generation for The Retreat of Fort Collins site. It is assumed that alternative modes (pedestrian, bicycle, and transit) have been considered in the City of Fort Collins rates for student apartments. The trip generation of the Retreat of Fort Collins development resulted in 2206 daily trip ends, 169 morning peak hour trip ends, and 325 afternoon peak hour trip ends. Figure 5 shows the trip distribution for the short range (2022) and long range (2040) analysis futures. The trip distribution was agreed to by City of Fort Collins staff in the scoping discussions/emails. Background Traffic Projections The short range (2022) future reflects the completion of Suniga Road from North College Avenue to Lemay Avenue. Figure 6 shows the short range (2022) background traffic projections. Background traffic projections for the short range future horizons were obtained by reviewing the North Front Range Regional Transportation Plan, CDOT growth factors, and various traffic studies prepared for this area of Fort Collins. The other traffic studies in this area are the Northfield, Crowne at Old Town North, and Old Town North. Based upon these sources, it was determined that the traffic volumes would increase by approximately 2.0 percent per year. The unbuilt portion of Old Town North, the Crowne at Old Town North, and Northfield, Phase 1 were included in the short range volumes. Figure 7 shows the long range (2035) background peak hour traffic projections. The Northfield, Phase 2 was included in the long range volumes. The long range (2040) future reflects completion of Suniga Road, as shown in the Fort Collins Master Street Plan. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. Figure 8 shows the site generated peak hour traffic. Figure 9 shows the short range (2022) total (site plus background) peak hour traffic assignment. Figure 10 shows the long range (2040) total (site plus background) peak hour traffic assignment. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. For the roads in the vicinity of The Retreat at Fort Collins development, four hour and/or eight hour signal warrants are applicable. These warrants require much data and are applied when the traffic is actually on the area road system. It is acknowledged that peak hour signal warrants should not be applied, but since the peak hour forecasts are readily available in a traffic impact study, it is reasonable to use them to get an idea whether other signal warrants may be met. If peak hour signal warrants will not be met at a given intersection, it is reasonable to conclude that it is not likely that other signal warrants would be met. However, a judgment can be made that some intersections will likely meet other signal warrants. Using the short range (2022) total peak hour traffic (Figure 9), the peak hour signal warrant will likely be met in the morning peak hour at the N. College/Suniga intersection. The peak hour signal warrant analyses are provided in Appendix D. Other stop sign controlled intersection will not meet peak hour signal warrants in the short range (2022) future. Using the long range (2040) total peak hour traffic (Figure 10), the peak hour signal warrant will be met in the morning and afternoon peak hour at the Suniga/Redwood intersection. The peak hour signal warrant will likely be met in the morning and afternoon peak hour at the Suniga/Lemay intersection. The peak hour signal warrant analyses are provided in Appendix D. Operation Analysis Capacity analyses were performed at the Lemay/Vine, Lemay/Suniga, Vine/ Redwood-Linden, Suniga/Redwood, Redwood/Lupine, Conifer/Redwood, N. College/ Suniga, and the site access intersections. The operations analyses were conducted for the short range and long range futures, reflecting year 2022 and 2040 conditions, respectively. In the long range future, analysis of the Lemay/Vine intersection was not necessary. Using the traffic volumes shown in Figure 6, the Lemay/Vine, Lemay/Suniga, Vine/ Redwood-Linden, Suniga/Redwood, Redwood/Lupine, Conifer/Redwood, Suniga/ Northfield Access, and N. College/Suniga intersections operate in the short range (2022) background traffic future as indicated in Table 3. Calculation forms for these analyses are provided in Appendix E. The key intersections will meet the City of Fort Collins Motor Vehicle LOS Standard during the morning and afternoon peak hours, except for the Lemay/Vine intersection in the afternoon peak hour. At the Lemay/Vine intersection, the calculated delay for the afternoon approaches was commensurate with level of service F. Using the traffic volumes shown in Figure 10, the Lemay/Vine, Lemay/Suniga, Vine/Redwood-Linden, Suniga/Redwood, Redwood/Right-in Right-out Access, Redwood/Lupine, Conifer/Redwood, Suniga/Northfield Access, Suniga/Right-in Right- out Access, and N. College/Suniga intersections operate in the long range (2040) total traffic future as indicated in Table 6. Calculation forms for these analyses are provided in Appendix H. The key intersections will meet the City of Fort Collins Motor Vehicle LOS Standard during the morning and afternoon peak hours with a signal at the Suniga/Redwood intersection. Vine/Lemay Adequate Public Facilities Proposed developments in Northeast Fort Collins are required to address the operation at the Vine/Lemay intersection. This intersection has been an issue for proposed developments in North Fort Collins that will contribute traffic through this intersection. Due to existing site constraints, a short term improvement is not probable/practical and a proposed long term solution of grade separation has not been fully funded. Language from the Fort Collins Code, pertaining to APF, is provided in Appendix I. The transportation elements are contained in: 3.7.3(D)(1); 3.7.3(1)(a); and 3.7.3(F). In 3.7.3(D)(1) and 3.7.3(1)(a), an intersection overall level of service E must be achieved to not cause an APF issue. In 3.7.3(F), an APF exception can be granted when the project traffic, through the Vine/Lemay intersection, is less than 50 peak hour trips. Using the traffic volumes shown in Figure 9, the overall level of service at the Vine/Lemay intersection will be C and F, in the respective peak hours. The site generated traffic shown in Figure 8, the site generated traffic passing through the Vine/Lemay intersection is 50 and 97 vehicles, in the respective peak hours. The APF exception element cannot be applied, since the traffic passing through the Vine/Lemay intersection is greater than 50 vehicles in either peak hour. The City of Fort Collins is considering revisions to the Fort Collins Code, pertaining to APF. These changes, if approved, will allow larger developments to move forward by proposing mitigation options based on the size/impact of the development. Geometry Figure 11 shows a schematic of the short range (2022) geometry. This is the existing geometry at the Lemay/Vine, Vine/Redwood-Linden, Redwood/Lupine, and Conifer/Redwood intersections. The Lemay/Suniga, Suniga/Northfield Access, N. College/Suniga and site access intersections are future intersections. Figure 12 shows a schematic of the long range (2040) geometry. This is based on the Fort Collins Master Street Plan. Pedestrian Level of Service Appendix J shows a map of the area that is within 1320 feet of the Retreat at Fort Collins development. There are three pedestrian destinations within 1320 feet of the Retreat at Fort Collins development. These are: 1) the residential area to the west; 2) the residential area to the north; and 3) the proposed residential area to the east. The Retreat at Fort Collins is located within an area termed as “transit corridor,” which sets the level of service threshold at LOS B for directness and security and LOS C for all other measured categories. Pedestrian level of service cannot be achieved for all pedestrian destinations. The residential neighborhood to the north does not meet directness and continuity. This is due to the layout of existing developments to the north. The pedestrian LOS Worksheet is provided in Appendix J. There are properties that are within the pedestrian influence area that do not have sidewalks. The practical limits of pedestrian improvements would be on the Retreat at Fort Collins site itself. Bicycle Level of Service Appendix J shows a map of the area that is within 1320 feet of the Retreat at Fort Collins development. There are no bicycle destinations within 1320 feet of the Retreat at Fort Collins development. The Bicycle LOS Worksheet is provided in Appendix J. The minimum level of service for this site is C. This site is connected to bike lanes on Lemay Avenue, Suniga Road, and Redwood Street. Therefore, it is concluded that level of service A can be achieved. Transit Level of Service This area of Fort Collins is served by Transfort Routes 8 and 81. There are bus stops at the Conifer/Blue Spruce, Conifer/Redwood, and College/Conifer intersections. CONCLUSIONS This study assessed the impacts of the Retreat at Fort Collins on the street system in the vicinity of the proposed development in the short range (2022) and long range (2035) futures. As a result of this analysis, the following is concluded: - The development of the Retreat at Fort Collins is feasible from a traffic engineering standpoint. The trip generation of the Retreat at Fort Collins development resulted in 2206 daily trip ends, 169 morning peak hour trip ends, and 325 afternoon peak hour trip ends. - Current operation at the Lemay/Vine, Vine/Redwood-Linden, Suniga/Redwood, Redwood/Lupine, and Conifer/Redwood intersections meet the City of Fort Collins Motor Vehicle LOS standard during the morning and afternoon peak hours with existing signal control, geometry, and signal timing, except for the Lemay/Vine intersection in the afternoon peak hour. At the Lemay/Vine intersection, the calculated delay for the westbound approach and eastbound through/right-turn lane was commensurate with level of service F. - The Vine/Redwood-Linden, Suniga/Redwood, Redwood/Lupine, and Conifer/Redwood intersections are currently unsignalized. It is not likely that volume based signal warrants would be met at the Vine/Redwood-Linden, Redwood/Lupine, and Conifer/Redwood intersections. Using the short range (2022) total peak hour traffic forecasts, the peak hour signal warrant will likely be met in the morning and afternoon peak hours at the N. College/Suniga intersection. Using the long range (2035) total peak hour traffic forecasts, the peak hour signal warrant will likely be met in the morning and afternoon peak hours at the Lemay/Suniga intersection. - In the short range (2022) future, given development of the Retreat at Fort Collins and an increase in background traffic, the Lemay/Vine, Lemay/Suniga, Vine/ Redwood-Linden, Suniga/Redwood, Redwood/Right-in Right-out Access, Redwood/ Lupine, Conifer/Redwood, Suniga/Northfield Access, Suniga/Right-in Right-out Access, and N. College/Suniga intersections will meet the City of Fort Collins Motor Vehicle LOS Standard during the morning and afternoon peak hours, except for the Lemay/Vine intersection in the afternoon peak hour. At the Lemay/Vine intersection, the calculated delay for the afternoon approaches was commensurate with level of service F. Mitigation for the Lemay/Vine intersection level of service will be determined through discussions with the City of Fort Collins. - In the long range (2040) future, given full development of the Northfield development and an increase in background traffic, the Lemay/Vine, Lemay/Suniga, Vine/ Redwood-Linden, Suniga/Redwood, Redwood/Right-in Right-out Access, Redwood/ Lupine, Conifer/Redwood, Suniga/Northfield Access, Suniga/Right-in Right-out Access, and N. College/Suniga intersections will meet the City of Fort Collins Motor Vehicle LOS Standard during the morning and afternoon peak hours with a signal at the Suniga/Redwood intersection. This is due to the layout of existing developments to the north. There are properties that are within the pedestrian influence area that do not have sidewalks.
