At the Horsetooth/Automation-PRPA Access intersection, Horsetooth Road has an eastbound and westbound left-turn lane and two through lanes in each direction. The Horsetooth/Automation-PRPA Access intersection has stop sign control on Automation Way and the PRPA Access. The posted speed limit in this area of Horsetooth Road is 40 mph. There are sidewalks with a landscape parkway along both sides of Horsetooth Road. There are bicycle lanes along Horsetooth Road. Danfield Court is to the north of the proposed Platte River Power Authority site. It is an east-west street classified as a local street according to the Fort Collins Master Street Plan. Currently, Danfield Court has a two-lane cross section in this area. Danfield Court is the west leg of the Timberline/Danfield-Lambkin intersection. At the Timberline/Danfield-Lambkin intersection, Danfield Court has all eastbound movements combined into a single lane. There is no posted speed limit on Danfield Court. There are sidewalks along both sides of Danfield Court. There are no bicycle lanes along Danfield Court. Lambkin Way is to the east of the proposed Platte River Power Authority site. It is an east-west street classified as a local street according to the Fort Collins Master Street Plan. Currently, Lambkin Way has a two-lane cross section in this area. Lambkin Way is the east leg of the Timberline/Danfield-Lambkin intersection. At the Timberline/Danfield-Lambkin intersection, Lambkin Way has a westbound left- turn/through lane and a westbound right-turn lane. There is no posted speed limit on Lambkin Way. There are no sidewalks along Lambkin Way. There are no bicycle lanes along Lambkin Way. Vermont Drive is to the north of the proposed Platte River Power Authority site. It is an east-west street classified as a two-lane collector street, east of Timberline Road, and a local street, west of Timberline Road, according to the Fort Collins Master Street Plan. Currently, Vermont Drive has a two-lane cross section in this area. At the Timberline/Vermont intersection, Vermont Drive has an eastbound left-turn lane, an eastbound through/right-turn lane, a westbound left-turn/through lane, and a westbound right-turn lane. The posted speed limit in this area of Vermont Drive is 25 mph. There are sidewalks along both sides of Vermont Drive. There are bicycle lanes along Vermont Drive, east of Timberline Road. Automation Way is to the south of the proposed Platte River Power Authority site. It is a northwest-southeast street classified as a local arterial street according to the Fort Collins Master Street Plan. Currently, Automation Way has a two-lane cross section in this area. Automation Way is the south leg of the Horsetooth/Automation-PRPA Access intersection. At the Horsetooth/Automation-PRPA Access intersection, Automation Way is not striped. However, it was observed to operate as a northbound left-turn/through lane and a right-turn lane. The posted speed limit in this area of Automation Way is 25 mph. There are sidewalks along both sides of Automation Way. There are no bicycle lanes along Automation Way. DELICH Platte River Power Authority TIS, November 2017 ASSOCIATES The Platte River Power Authority Access is the north leg of the Horsetooth/Automation-PRPA Access intersection. At the Horsetooth/Automation- PRPA Access intersection, the PRPA Access has all southbound movements combined into a single lane. Figure 3 shows recent peak hour counts at the Timberline/Horsetooth, Timberline/Danfield-Lambkin, Timberline/Vermont, and Horsetooth/Automation-PRPA Access intersections. The traffic volumes at the Timberline/Horsetooth intersection were collected in May 2017 by the City of Fort Collins. The traffic volumes at the Timberline/Danfield-Lambkin intersection were collected in October 2017. The traffic volumes at the Timberline/Vermont intersection were collected in June 2017. The traffic volumes at the Horsetooth/Automation-PRPA Access intersection were collected in June 2017. Raw traffic data is provided in Appendix B. Since the counts at the Timberline/Vermont and Horsetooth/Automation-PRPA Access were done when school was not in session, the counts were adjusted/balanced. The adjusted/balanced recent peak hour traffic is shown in Figure 4. Table 1 shows the current morning and afternoon peak hour operation of the Timberline/Horsetooth, Timberline/Danfield- Lambkin, Timberline/Vermont, and Horsetooth/Automation-PRPA Access intersections. The Timberline/Horsetooth, Timberline/Danfield-Lambkin, Timberline/Vermont, and Horsetooth/Automation-PRPA Access intersections currently meet the City of Fort Collins Motor Vehicle LOS Standards during the morning and afternoon peak hours with existing control and geometry. At the Timberline/Danfield-Lambkin intersection, the calculated delay for the westbound approach was commensurate with level of service F. At the Horsetooth/Automation-PRPA Access intersection, the calculated delay for the northbound and southbound approach was commensurate with level of service F in the afternoon peak hour. Typically, the minor street movements operate at level of service E or F in an urban environment at unsignalized intersections along arterial streets during the peak hours. Calculation forms are provided in Appendix C. A description of level of service for signalized and unsignalized intersection from the 2010 Highway Capacity Manual is provided in Appendix C. Table 4-3 showing the Fort Collins Motor Vehicle LOS Standards (Intersections) is also provided in Appendix C. Acceptable overall operation at signalized intersections during the peak hours is defined as level of service D or better. At signalized intersections, acceptable operation of any leg and any movement is level of service E. At arterial/arterial and collector/collector stop sign controlled intersections, acceptable operation is considered to be at level of service E, overall and level of service F, for any approach leg. At arterial//collector, arterial/local, collector/local, and local/local stop sign controlled intersections, acceptable operation is considered to be at level of service D, overall and level of service F, for any approach leg. Figure 5 shows the site plan for the Platte River Power Authority. Platte River Power Authority is a redesign of the existing building with a 24,000 square expansion. The current headquarters building will be razed with Platte River Power Authority development. The right-in/right-out access to/from Horsetooth Road and the right- in/right-out access to/from Timberline Road will be removed. Access to the site will be via the existing full movement access to/from Horsetooth Road and an access to Eastbrook Drive. Trip generation is important in considering the impact of a development DELICH Platte River Power Authority TIS, November 2017 ASSOCIATES such as this upon the existing and proposed street system. Single Tenant Office (Code 715) contain in Trip Generation, 9th Edition, ITE was used to estimate the trips that would be generated by the proposed/expected use at a site. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the expected trip generation on a daily and peak hour basis. The trip generation of the existing Platte River Power Authority development resulted in 490 daily trip ends; 73 morning peak; and 71 after peak hour trip ends. The trip generation of the expansion of Platte River Power Authority development resulted in 168 daily trip ends; 26 morning peak hour trip ends; and 25 afternoon peak hour trip ends. The total trip generation of the new Platte River Power Authority development resulted in 658 daily trip ends; 99 morning peak hour trip ends; and 96 afternoon peak hour trip ends. Directional distribution of the generated trips was determined for Platte River Power Authority development and is shown in Figure 6. Figure 7 shows the site generated peak hour traffic assignment of the Platte River Power Authority development. Figure 8 shows the short range (2022) background morning and afternoon peak hour traffic at the Timberline/Horsetooth, Timberline/Danfield-Lambkin, Timberline/Vermont, and Horsetooth/Automation-PRPA Access intersections. Background traffic volume forecasts for the short range (2022) future were obtained by reviewing traffic studies for other developments in this area and reviewing historic counts in the area. Traffic volumes at the Timberline/Horsetooth, Timberline/Danfield- Lambkin, Timberline/Vermont, and Horsetooth/Automation-PRPA Access intersections were increased at a rate of 2.0 percent per year. Table 3 shows the short range (2022) background morning and afternoon peak hour operation at the Timberline/Horsetooth, Timberline/Danfield-Lambkin, Timberline/Vermont, and Horsetooth/Automation-PRPA Access intersections. Calculation forms are provided in Appendix D. At the Timberline/Danfield-Lambkin intersection, the calculated delay for the westbound approach was commensurate with level of service F. DELICH Platte River Power Authority TIS, November 2017 ASSOCIATES The recommended short range (2022) geometry is shown in Figure 10. This is the existing geometry at the Timberline/Horsetooth, Timberline/Danfield-Lambkin, Timberline/Vermont, and Horsetooth/Automation-PRPA Access intersections. A northbound right-turn lane is required at the Timberline/Horsetooth, Timberline/Danfield- Lambkin, and Timberline/Vermont intersections based on Figure 8-4 in LCUASS. According to Figure 8-4 in LCUASS, an eastbound right-turn lane is required at the Horsetooth/Automation-PRPA Access intersection. However, this project does not add traffic to these movements. According to Figure 8-4 in LCUASS, a southbound right- turn lane is required at the Timberline/Vermont intersection. This is required with the existing traffic volumes. Installing this southbound right-turn lane would require moving a signal pole and utilities. Typically at constrained locations, when turn lanes are shown to be required based on existing volumes and the impact of the development is minimal, they are not built unless the operation at the subject intersection is determined to be unacceptable. The Platte River Power Authority site is in an area within which the City requires pedestrian and bicycle level of service evaluations. Appendix F shows a map of the area that is within 1320 feet of the Platte River Power Authority site. The Platte River Power Authority site is located within an area termed as “school walking area,” which sets the pedestrian level of service threshold at LOS B for all measured categories, except for Visual Interest and Amenity at LOS C. There are five destination areas within 1320 feet of the proposed development at Platte River Power Authority: 1) the residential neighborhood to the west and Powerline Trail, 2) the commercial/residential area to the north, 3) Fort Collins High School to the east, 4) the residential neighborhood to the southeast, and 5) the commercial area to the south. The pedestrian level of service will be met for all categories, except Street Crossing to the east and southeast. Crossing Timberline Road requires crossing 6 lanes and this cannot be mitigated. Appendix F contains a Pedestrian LOS Worksheet. Based upon Fort Collins Bicycle LOS criteria, there are two destinations within 1320 feet of the Platte River Power Authority site: 1) Fort Collins High School to the east and 2) the Powerline Trail to the west. Appendix F contains a Bicycle LOS Worksheet. The bicycle level of service will be met. Currently, this area is served by Transfort Route 12. The nearest stop is at the Horsetooth/Automation-PRPA Access and Timberline/Horsetooth intersections. Accident data was not available at the time of submittal. A memorandum will be submitted with discussion on safety and whether movements at the Horsetooth/Automation-PRPA Access intersection should be restricted. It is concluded that, with development of Platte River Power Authority, the future level of service at the Timberline/Horsetooth, Timberline/Danfield-Lambkin, Timberline/Vermont, and Horsetooth/Automation-PRPA Access intersections will meet the City of Fort Collins Motor Vehicle LOS Standards during the peak hours. Acceptable level of service is achieved for alternative transportation modes, except for street crossings in pedestrian LOS. Crossing Timberline Road requires crossing 6 lanes and this cannot be mitigated.
