Wireless-Telecommunications Facility (WTF) Type 1 Review: Planning Objectives

My client, Verizon Wireless, wishes to submit an application for Wireless-Telecommunications Facility
that will be located along College Avenue. The installation of this new facility will provide critical 4G-
LTE voice and data services to a location with increasingly higher vehicular traffic and redevelopment.
Specifically, my client proposes the installation of the following equipment:
• An omni-directional antenna concealed within and at the top of a new 25’ skinny canister.
• Remote Radio Heads (RRHs), Over-Voltage Protection Units (OVPs), and equipment cabinets are
all essential wireless radio equipment that will be enclosed at the base of the new canister. The
RRHs are meant to limit line loss to the radio equipment, while the OVP is installed to protect
the equipment from electrical surges.
• A new underground vault will be installed along College Avenue with underground conduits
bringing fiber optic cables and power to the new wireless-telecommunication facility.
In accordance with the Communications and Technology section of the City Comprehensive Plan, this
new wireless facility will provide citizens access to high-quality wireless service in a part of Fort Collins
that faces significant capacity demands due to increased traffic heading in and out of downtown.
Access to this improved service will continue to be a critical component for community interactions as
well as economic growth now that 4G-LTE has become widely utilized and 5G begins to take off.
Furthermore, this design carefully took into consideration and meets the standards as outlined in
Paragraph C, Subsections 1, 2, and 8 in Chapter 3.8.13 of the Municipal Code specifically meeting
required setbacks, utilizing existing colors of the existing light poles, and proposing a skinny canister in
line with the height and scale of existing structures on the property resulting in a consistent design.
