Department: Forestry Contact: Molly Roche, , mroche@fcgov.com Topic: Landscape Plans Comment Number: 1 Comment Originated: 01/05/2017 01/04/2017: Please schedule a site visit with the City Forester to obtain Tree Inventory and Mitigation information to include on the Landscape Plans. This was conducted on January 17th and the information is now included in the tree inventory/ mitigation table. Comment Number: 2 Comment Originated: 01/05/2017 01/04/2017: Please replace the existing Permit Box note with the correct Required Street Tree note, which is placed in a bolded box. This is available from the City Forester. This has been replaced. Comment Number: 3 Comment Originated: 01/05/2017 01/04/2017: Please explore widening the parking lot island widths, if at all possible. The City Forester suggests Regal Prince Oak or Prairie Sentinel Hackberry as alternative species that would fit better in these narrow spaces. This option was explored and is not possible without losing parking spaces. The Regal Prince Oak was chosen for these narrow spaces. Comment Number: 4 Comment Originated: 01/05/2017 Page 5 of 11 01/04/2017: Please consider using Red Barron Crabapple where Adirondack Crabapples are currently proposed. Red Barron will likely have better availability. The Red Barron Crabapple has replaced the Adirondack. Comment Number: 5 Comment Originated: 01/05/2017 01/04/2016: Please explore using Linden in place of Honeylocust, due to their adaptability to shade. The Honeylocusts have been replaced with the Little Leaf Linden. Department: Light And Power Contact: Coy Althoff, 970-224-6150, CAlthoff@fcgov.com Topic: General Comment Number: 1 Comment Originated: 01/03/2017 01/03/2017: Light & Power have existing facilities in this area. There is primary 3-phase power available in the alley way east of this property as well as streetlight and flood light circuits along Magnolia St. and College Ave. Noted. Comment Number: 2 Comment Originated: 01/03/2017 01/03/2017: The existing 400W HPS light on the north-central part of this property is part of the Fort Collins Light & Power "floodlight" program. At this time, the monthly fee is part of the Wells Fargo utility bill. Please contact Light & Power, Project Engineering to have this structure removed prior to demolition. Acknowledged. Magnolia. Department: Planning Services Contact: Meaghan Overton, 970-416-2283, moverton@fcgov.com Topic: General Comment Number: 1 Comment Originated: 01/03/2017 01/03/2017: It would be helpful if the site and landscape plans were larger. Right now it’s difficult to see the detail. Plans have been reformatted to 10 scale, with the exception of the legend as it did not fit on the page at that scale. It remains at 20 scale. Comment Number: 7 Comment Originated: 01/04/2017 01/04/2017: Per street maintenance - please remove drive on College and replace with sod/turf or similar. Access permit for CDOT is in process to close this access and show sod/turf. Topic: Landscape Plans Comment Number: 2 Comment Originated: 01/03/2017 01/03/2017: Please cross-reference the legend on the landscape plan with the plant schedule. I can’t easily tell how many of each species are shown on the landscape plan the way it’s currently organized. Plans have been updated with call outs for clarification. Comment Number: 3 Comment Originated: 01/03/2017 01/03/2017: The existing trees need to be more clearly shown. The tree notes show 16 trees, but the existing landscape plan only shows 9 trees. Where are the other 7 trees? In particular, the deciduous trees are hard to see because the linework overlaps. Any trees removed from the site should be noted as such along with detail for mitigation. The numbers provided in the tree notes were incorrect; there are indeed 9 existing trees and these are now shown more clearly and the notes have been corrected. The tree symbols have also been scaled down for clarification. Topic: Modification of Standard Comment Number: 5 Comment Originated: 01/03/2017 01/03/2017: The justification for the modification of standard should focus more on why the proposed solutions meet the general purpose of the standard in 3.2.2(J) "equally well or better than" a plan that complied with the standard. The justification as written emphasizes the impact to the parking lot, not how well the proposed solution meets the purpose of the standard. Also note that the 15 foot setback applies only to the College Avenue side of the parking lot. The setback from the alley only needs to be a minimum of 5 feet. The modification of standard has been revised to focus on how it meets the general purpose of the standard rather than the impact on the parking design. Comment Number: 6 Comment Originated: 01/03/2017 Page 7 of 11 01/03/2017: Staff's analysis of the requested modification of standard will consider the consistency of the setback with the adjacent building to the north, the efficacy and aesthetic compatibility of the materials chosen for screening, and the movement of pedestrians around the site (e.g. the closure of the College Avenue access point). Please address these points in your revised modification request. Noted. The modification will address this. Department: Stormwater Engineering Contact: Heather McDowell, 970-224-6065, hmcdowell@fcgov.com Topic: Construction Drawings Comment Number: 2 Comment Originated: 12/30/2016 12/30/2016: The grading plan should be reconfigured such that runoff will infiltrate into the paver sections and not bypass the pavers at an unknown rate into the public street. The proposed u-channel is actually the low point for one of the paver sections, which means that an unspecified amount of runoff is going to simply escape through the u-channel. This channel should either be eliminated or modified so that it is not at the low point. The u‐channel has been removed. All the runoff from the site now drains to the paver sections. Comment Number: 3 Comment Originated: 12/30/2016 12/30/2016: The underdrains don’t appear to be located at the low end of the paver sections. This should be revised. The underdrains are now located at the low points of the pavers. Comment Number: 4 Comment Originated: 12/30/2016 12/30/2016: The drainage plan includes a table for each paver section and run-on ratios. Please label each paver section in the plan view so I know which one is which. In addition, the run-on area for each paver section will need to be shown on an exhibit that is included within the drainage report. Currently, the run-on areas are not clear. The paver sections have been labeled, and run‐on areas to the pavers have been added to the Drainage Plan. Topic: Drainage Report Comment Number: 5 Comment Originated: 12/30/2016 12/30/2016: Please note that Table RO-11 from the FCSCM should be referenced and utilized for runoff coefficients instead of Table RO-3 from the USDCM. Table RO‐3 has been replaced with Table RO‐11. Comment Number: 6 Comment Originated: 12/30/2016 12/30/2016: The 100-year orifice calculations need to be included in the report. A calculation has been added for the outlet orifice. Comment Number: 7 Comment Originated: 12/30/2016 12/30/2016: The UD-Detention spreadsheet uses Denver rainfall data to calculate runoff and therefore detention volume. We don’t allow this spreadsheet to compute detention volume. Please put together your own mass-balance spreadsheet, using Fort Collins rainfall data and following the requirements of Page 8 of 11 Chapter 10, Section 3.2.3. A new spreadsheet for calculating detention volume has been created using the Fort Collins storm and following the requirements of Chapter 10, Section 3.23. Comment Number: 8 Comment Originated: 12/30/2016 12/30/2016: The UD-Detention spreadsheet can be utilized for stage storage computations but I can’t tell how you’re including only the void space volume in the paver sub-grade. You should be assuming a 30% void space and this should be stated in the report. Also, the elevations shown on this spreadsheet need to be related back to the paver sub-grade section so I can verify that the detention volume is within the rock layer of the sub-grade and/or verify that the 12-inch depth of this layer is adequate. A note has been added to state that 30% imperviousness is used for #2 subbase. The #2 subbase depth has been increased to 16 inches to provide enough storage for the 100‐year event. Topic: General Comment Number: 11 Comment Originated: 02/03/2017 02/03/2017: Please note that stormwater PIF's (and water fees if needed) will need to be paid prior to us signing mylars on this project because there is no building permit process associated with this project. Contact: Heidi Hansen, 970-221-6854, hhansen@fcgov.com Topic: Floodplain Comment Number: 9 Comment Originated: 01/03/2017 01/03/2017: Per the Floodplain Review Checklist, please add and label the 100-year floodplain and floodway boundaries on the Site Plan. The 100‐year floodplain and floodway boundaries have been labeled on the Site Plan. Comment Number: 10 Comment Originated: 01/03/2017 01/03/2017: Staff will provide comments on the Floodplain Use Permit separately. The floodplain use permit with no-rise certification must be approved prior to construction. An as-built survey will be required after construction for no-rise recertification. We have received the comments on the Floodplain Use Permit and have addressed them accordingly. Contact: Jesse Schlam, 970-218-2932, jschlam@fcgov.com Topic: Erosion Control Comment Number: 1 Comment Originated: 12/20/2016 12/20/2016: The site disturbs more than 10,000 sq. ft., therefore Erosion and Sediment Control Materials need to be submitted for FDP. The erosion control requirements are in the Stormwater Design Criteria under the Amendments of Volume 3 Chapter 7 Section 1.3.3. Current Erosion Control Materials Submitted do not meet requirements. Please submit; an Erosion Control Plan (Based upon redlines), an Erosion Control Report, and an Escrow / Security Calculation. If you need clarification concerning the erosion control section, or if there are any questions please contact Jesse Schlam 970-218-2932 or email @ jschlam@fcgov.com Page 9 of 11 The Erosion Control Report has been fixed per the comments, and an Erosion Control Report, Erosion Control Plan, and Escrow are being submitted with the revised plans.
