INTRODUCTION This intermediate transportation impact study (TIS) addresses the capacity, geometric, and control requirements at and near the proposed development of the Old Town North, Block 6 site. The proposed Old Town North, Block 6 site is located on the north side of Osiander Street between Baum Street and Blondel Street in Fort Collins, Colorado. During the course of the analysis, numerous contacts were made with the owner/developer (Greeley Associates, LLC), the project planning consultant (Ripley Design), and the Fort Collins Traffic Engineering staff. The Transportation Impact Study Base Assumptions form and related documents are provided in Appendix A. This study generally conforms to the format set forth in the Fort Collins TIS Guidelines in the “Larimer County Urban Area Street Standards” (LCUASS). A scoping discussion was held with the Fort Collins Traffic Engineering staff. Due to the trip generation, this is an intermediate transportation impact study. The study involved the following steps: - Collect physical, traffic, and development data; - Perform trip generation, trip distribution, and trip assignment; - Determine peak hour traffic volumes; - Conduct capacity and operational level of service analyses on key intersections; - Analyze signal warrants; - Conduct level of service evaluation of pedestrian, bicycle, and transit modes of transportation DELICH Old Town North, Block 6 TIS, May 2016 ASSOCIATES Page 2 II. EXISTING CONDITIONS The location of the Old Town North, Block 6 is shown in Figure 1. It is important that a thorough understanding of the existing conditions be presented. Land Use Land uses in the area are primarily residential and commercial. There are existing residential land uses to the north, west, and south of the site. There are existing commercial land uses to the south of the site (along Vine). The center of Fort Collins is south of this site. Streets The primary streets near the Old Town North, Block 6 are Vine Drive, Redwood Street, Jerome Street, Lemay Avenue, and Osiander Street. Figure 2 shows a schematic of the existing geometry at the Lemay/Vine, Vine/Linden-Redwood, Vine/Jerome, and Redwood/Cajetan intersections. Vine Drive is south of the proposed Old Town North, Block 6 site. It is an east- west street classified as a two-lane arterial, west of Redwood Street and as a two-lane collector, east of Redwood Street on the Fort Collins Master Street Plan. Currently, Vine Drive has a two-lane cross section. At the Lemay/Vine intersection, Vine Drive has an eastbound and a westbound left-turn lane and through/right-turn lanes in each direction. The Lemay/Vine intersection has signal control. At the Vine/Linden-Redwood intersection, Vine Drive has all movements combined into a single lane. At the Vine/Jerome intersection, Vine Drive has all movements combined into a single lane. The Vine/Linden-Redwood and Vine/Jerome intersections have stop sign control on Linden Street-Redwood Street and Jerome Street, respectively. The posted speed in this area of Vine Drive is 35 mph. Lemay Avenue is east of the proposed Old Town North, Block 6 site. It is a north-south street classified as a four-lane arterial on the Fort Collins Master Street Plan. Currently, Lemay Avenue has a two-lane cross section. At the Lemay/Vine intersection, Lemay Avenue has all movements combined into a single lane. The posted speed in this area of Lemay Avenue is 30 mph, south of Vine Drive and 35 mph, north of Vine Drive. Linden Street is south of the proposed Old Town North, Block 6 site. It is a north- south street classified as a two-lane collector street on the Fort Collins Master Street Plan. Currently, Linden Street has a two-lane cross section. Linden Street is the south leg of the Vine/Linden-Redwood intersection. At the Vine/Linden-Redwood intersection, Linden Street has all northbound movements are combined into a single lane. The posted speed in this area of Linden Street is 30 mph. It is a north-south street classified as a two-lane collector street on the Fort Collins Master Street Plan. Currently, Redwood Street has a two-lane cross section. Redwood Street is the north leg of the Vine/Linden-Redwood intersection. At the Vine/Linden-Redwood intersection, Redwood Street has all southbound movements are combined into a single lane. At the Redwood/Cajetan intersection, Redwood Street has all movements combined into a single lane. The Redwood/Cajetan intersection has stop sign control on Cajetan Street. The posted speed in this area of Redwood Street is 30 mph. Jerome Street is west of the Old Town North, Block 6 site. It is a north-south street classified as a two-lane collector street on the Fort Collins Master Street Plan. Currently, Jerome Street has a two-lane cross section. Jerome Street only has a north leg at the Vine/Jerome intersection. At the Vine/Jerome intersection, Jerome Street has a southbound left-turn lane and a southbound right-turn lane. The posted speed in this area of Jerome Street is 30 mph. Cajetan Street is south of the Old Town North, Block 6 site. It is an east-west street classified as a local street on the Fort Collins Master Street Plan. Currently, Cajetan Street has a two-lane cross section. At the Redwood/Cajetan intersection, Cajetan Street has all movements combined into a single lane. There is no posted speed on Cajetan Street. Existing Traffic Recent morning and afternoon peak hour traffic volumes are shown in Figure 3. The traffic counts at the Vine/Linden-Redwood, Vine/Jerome, and Redwood/Cajetan intersections were obtained in May 2016. The traffic counts at the Vine/Lemay intersection was obtained in October 2015 by the City of Fort Collins. The recent peak hour traffic volumes at the Lemay/Vine intersection include approved developments including Capstone Cottages. Raw traffic count data are provided in Appendix B. Existing Operation The Lemay/Vine, Vine/Linden-Redwood, Vine/Jerome, and Redwood/Cajetan intersections were evaluated using techniques provided in the 2010 Highway Capacity Manual. Using the peak hour traffic shown in Figure 3, the peak hour operation is shown in Table 1. The key intersections will meet the City of Fort Collins Motor Vehicle LOS Standard during the morning and afternoon peak hours, except for the Lemay/Vine intersection. Calculation forms are provided in Appendix C. A description of level of service for signalized and unsignalized intersections from the 2010 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. At signalized intersections, acceptable operation of any leg and any movement is level of service E. At arterial/arterial and collector/collector stop sign controlled intersections, acceptable operation is considered to be at level of service E, overall and level of service F, for any approach leg. At arterial//collector, arterial/local, collector/local, and local/local stop sign controlled intersections, acceptable operation is considered to be at level of service D, overall and level of service F, for any approach leg. The Vine/Lemay intersection is in an area termed “all other areas.” In areas termed “all other areas,” acceptable overall operation at signalized intersections during the peak hours is defined as level of service D or better. At signalized intersections, acceptable operation of any leg and any movement is level of service E. Pedestrian Facilities There are sidewalks along Redwood Street, Linden Street, and Cajetan Street. There is a sidewalk along the west side of Lemay Avenue, south of Vine Drive. There are sidewalks along the east side of Jerome Street and the south side of Osiander Street. It is expected that as properties in this area are developed or redeveloped, sidewalks will be installed as part of the street/property infrastructure. Bicycle Facilities There are bicycle lanes along Vine Drive, Lemay Avenue, Linden Street, Redwood Street, and Jerome Street. Transit Facilities This area of Fort Collins is served by Transfort Route 8 and 81. DELICH Old Town North, Block 6 TIS, May 2016 ASSOCIATES Page 9 III. PROPOSED DEVELOPMENT The Old Town North, Block 6 is a residential development with 28 single family detached dwelling units and 24 attached swelling units (townhomes). Each attached dwelling unit will have an accessory unit. For analysis purposes, these accessory units were considered to be small apartments. Figure 4 shows a site plan of the Old Town North, Block 6. The short range analysis (Year 2021) includes development of the Old Town North, Block 6 and an appropriate increase in background traffic due to normal growth and other potential developments in the area. The site plan shows that the Old Town North, Block 6 will extend Osiander Street to Redwood Street. Trip Generation Trip generation is important in considering the impact of a development such as this upon the existing and proposed street system. A compilation of trip generation information contained in Trip Generation, 9th Edition, ITE was used to estimate the trips that would be generated by the proposed/expected uses at a site. A trip is defined as a one-way vehicle movement from origin to destination. Table 2 shows the expected trip generation on a daily and peak hour basis. The trip generation of the Old Town North, Block 6 development resulted in 566 daily trip ends, 44 morning peak hour trip ends, and 55 afternoon peak hour trip ends. Figure 5 shows the trip distribution for the short range (2021) analysis future. The trip distribution was agreed to by City of Fort Collins staff in the scoping discussions. Background traffic projections for the short range future horizon were obtained by reviewing various traffic studies prepared for this area of Fort Collins. Traffic volumes on the area streets were increased at a rate of 2 percent per year. The background traffic was adjusted/balanced on Redwood Street, between Vine Drive and Cajetan Street. Trip Assignment Trip assignment is how the generated and distributed trips are expected to be loaded on the street system. The assigned trips are the resultant of the trip distribution process. The site generated trip assignment for the Old Town North, Block 6 development is shown in Figure 7. The site generated traffic was combined with the background traffic to determine the total forecasted traffic for the study area. Figure 8 shows the short range (2021) total (site plus background) peak hour traffic at the key intersections. Traffic on Cajetan Street was redistributed with the connections of Osiander Street to Redwood Street. Vine/Lemay Adequate Public Facilities Proposed developments in Northeast Fort Collins are required to address the operation at the Vine/Lemay intersection. This intersection has operational and geometric constraints that may create an adequate public facilities (APF) issue. A Memorandum “Old Town North, block 6 – Adequate Public Facilities Analyses,” dated May 5, 2016 was submitted to City staff. It concludes that there will not be an APF issue at the Vine/Lemay intersection for Old Town North, block 6 due to nominal impact. Based on an email dated May 11, 2016, the City concurs with this conclusion. Therefore, there is not an APF issue due to nominal impact. The Memorandum “Old Town North, block 6 – Adequate Public Facilities Analyses,” dated May 5, 2016 and the email dated May 11, 2016 are provided in Appendix D. Signal Warrants As a matter of policy, traffic signals are not installed at any location unless warrants are met according to the Manual on Uniform Traffic Control Devices. For the streets in the vicinity of the Old Town North, Block 6 development, four hour and/or eight hour signal warrants are applicable. These warrants require much data and are applied when the traffic is actually on the area street system. If peak hour signal warrants will not be met at a given intersection, it is reasonable to conclude that it is not likely that other signal warrants would be met. If peak hour signal warrants are met, it merely indicates that further evaluation should occur in the future as the development occurs. However, a judgment can be made that some intersections will likely meet other signal warrants. Using the short range (2021) total peak hour traffic (Figure 8), the Vine/Jerome, Redwood/Cajetan, and Redwood/Osiander intersections will not meet the lower threshold volume for the minor street approach (75 vehicles). The Lemay/Vine intersection is currently signalized. The peak hour signal warrant will not be met at the Vine/Linden- Redwood intersection. The peak hour signal warrant analyses are provided in Appendix E. Operation Analysis Operation analyses were performed at the Lemay/Vine, Vine/Linden-Redwood, Vine/Jerome, Redwood/Cajetan, and Redwood/Osiander intersections. The operations analyses were conducted for the short range future, reflecting the year 2021 condition. Using the traffic volumes shown in Figure 6, the Lemay/Vine, Vine/Linden- Redwood, Vine/Jerome, and Redwood/Cajetan intersections operate in the short range (2021) background traffic future as indicated in Table 3. Existing geometry and city timing was used at the Vine/Lemay intersection. Calculation forms for these analyses are provided in Appendix F. The key intersections will meet the City of Fort Collins Motor Vehicle LOS Standard during the morning and afternoon peak hours, except for the Lemay/Vine intersection in the morning and afternoon peak hours. At the Lemay/Vine intersection, the calculated delay for the morning and afternoon approaches was commensurate with level of service E and F. Using the traffic volumes shown in Figure 8, the Lemay/Vine, Vine/Linden- Redwood, Vine/Jerome, Redwood/Cajetan, and Redwood/Osiander intersections operate in the short range (2021) total traffic future as indicated in Table 4. Existing geometry and a small adjustment to city timing was used at the Vine/Lemay intersection. Calculation forms for these analyses are provided in Appendix G. The key intersections will meet the City of Fort Collins Motor Vehicle LOS Standard during the morning and afternoon peak hours, except for the Lemay/Vine intersection in the morning and afternoon peak hours. At the Lemay/Vine intersection, the calculated delay for the morning and afternoon approaches was commensurate with level of service E and F. However, this project does not have a significant negative impact at the Lemay/Vine intersection since the project traffic causes less than a two percent increase in the intersection delay. Eastbound left-turn lanes are required at the Vine/Jerome and Vine/Linden-Redwood intersections and a westbound left-turn lane at the Vine/Linden-Redwood intersection based on the arterial street classification. It is not known whether the City will require these left-turn lanes. The project adds zero or minimal traffic to these movements. The delay to the left-turn movements is not significant (LOS A). Northbound and southbound left-turn lanes are required at the Lemay/Vine intersection based on the arterial street classification of Lemay Avenue. Right-turn lanes are required on all legs at the Lemay/Vine intersection. These are required with existing traffic. Due to physical constraints at the Vine/Lemay intersection, it is not likely that any improvements will be made here. Since, these turn lanes are required with or without the Old Town North, Block 6 the intersections were analyzed with the existing geometry. Pedestrian Level of Service Appendix H shows a map of the area that is within 1320 feet of the Old Town North, Block 6 site. The Old Town North, Block 6 site is located within an area termed as “transit corridor,” which sets the level of service threshold at LOS C for all measured categories, except for directness and security at LOS B. There are two pedestrian destinations within 1320 feet of the proposed Old Town North, Block 6 development. These are: 1) the residential neighborhood to the north of the site and 2) the residential neighborhood to the south of the site. The Pedestrian LOS Worksheet is provided in Appendix H. The Pedestrian LOS criteria are met. Bicycle Level of Service Appendix H shows a map of the area that is within 1320 feet of the Old Town North, Block 6 site. There are no bicycle destinations within 1320 feet of the Old Town North, block 6 site. The minimum base connectivity level of service for this site is C. There are bicycle facilities along Redwood Street and Vine Drive, which satisfies the LOS C criteria. The bicycle LOS worksheet is provided in Appendix H. CONCLUSIONS This study assessed the impacts of the Old Town North, Block 6 development on the street system in the vicinity of the proposed development in the short range (2021) future. The Old Town North, Block 6 site is a proposed residential development located on the north side of Osiander Street between Baum Street and Blondel Street in fort Collins, Colorado. As a result of this analysis, the following is concluded:  The development of the Old Town North, Block 6 site is feasible from a traffic engineering standpoint. At full development, the Old Town North, Block 6 will generate approximately 566 daily trip ends, 44 morning peak hour trip ends, and 55 afternoon peak hour trip ends.  Current operation at the Lemay/Vine, Vine/Linden-Redwood, Vine/Jerome, and Redwood/Cajetan intersections meets the City of fort Collins Motor Vehicle LOS Standards, except for the Lemay/Vine intersection in the morning and afternoon peak hours.  This development does not have an APF issue at the Vine/Lemay intersection due to nominal impact.  In the short range (2021) future, a signal will not be warranted at any of the key stop sign controlled intersections.  In the short range (2021) future, given development of the Old Town North, Block 6 and an increase in background traffic, the Lemay/Vine, Vine/Linden-Redwood, Vine/Jerome, and Redwood/Cajetan intersections meets the City of fort Collins Motor Vehicle LOS Standards, except for the Lemay/Vine intersection in the morning and afternoon peak hours. However, this project does not have a significant negative impact at the Lemay/Vine intersection since the project traffic causes less than a two percent increase in the intersection delay.  Figure 8 shows the required short range (2021) geometry.  Acceptable level of service will be achieved for pedestrian modes based upon the measures in the multi-modal transportation guidelines.
