Box 580 Fort Collins, CO 80522-0580 970.221.6750 970.224.6134 - fax fcgov.com/developmentreview 1 ANNEXATION IMPACT REPORT WOOD STREET SECOND ANNEXATION Wood Street Second Annexation and Zoning DATE OF REVIEW BY THE FORT COLLINS CITY COUNCIL December 1, 2015 (1st reading) PURPOSE The purpose of this report is to satisfy the requirements of CRS 31-12-108.5 which indicates that a municipality shall prepare an annexation impact report and file a copy of the report with the Board of County Commissioners governing the area proposed to be annexed. Attached to this report are the following: (a) A map showing the present and proposed boundaries of the City of Fort Collins in the vicinity of the above referenced annexation. The proposed boundaries of the City of Fort Collins are depicted by the Growth Management Area boundary as agreed to by the Larimer County Board of Commissioners and the Council of the City of Fort Collins and contained in the Larimer County and City of Fort Collins Intergovernmental Agreements. (b) Maps showing present streets, utility service areas, stormwater basins, waterways, City of Fort Collins Structure Plan, City of Fort Collins Zoning, and the Northwest Subarea Plan Framework Plan. This is an involuntary annexation and zoning of an area that is approximately 16.267 acres and within the Growth Management Area. The property is located approximately 2,000 feet northeast of the intersection of North Shields Street and West Vine Drive. The property is in an enclave that was created by the Pateros Creek subdivision on September 18th, 2012 (ANX1200001). The proposed zoning is the Urban Estate Zoning District (U-E) which is in conformance with the Northwest Subarea Plan and the City of Fort Collins Structure Plan. The annexation meets CRS 31-12-104 in that properties in an enclave are eligible for involuntary annexation after three years.
