HomeMy WebLinkAboutWORTHINGTON AVENUE RESIDENCES - PDP - PDP160023 - SUBMITTAL DOCUMENTS - ROUND 1 - TRAFFIC STUDYDELICH Worthington Residences TIS, June 2016 ASSOCIATES The existing geometry at the Centre/Worthington intersection is shown in Figure 3. Recent peak hour traffic counts at the Centre/Worthington intersection are shown in Figure 4. Traffic counts at the Centre/Worthington intersection were obtained in May 2016. Raw traffic count data is provided in Appendix B. Using the volumes shown in Figure 4, the current peak hour operation at the Centre/Worthington intersection is shown in Table 1. Calculation forms for these analyses are provided in Appendix C. The Centre/Worthington intersection was analyzed using the unsignalized intersection techniques from the 2010 Highway Capacity Manual (2010 HCM). A description of level of service for unsignalized intersections from the 2010 Highway Capacity Manual is provided in Appendix C. Table 4-3 showing the Fort Collins Motor Vehicle LOS Standards (Intersections) is also provided in Appendix C. This site is in an area termed “employment district” (all other areas) on the Fort Collins Structure Plan. In areas termed “all other areas,” acceptable operation is considered to be at level of service E overall and level of service F for any approach leg at arterial/arterial and collector/collector stop sign controlled intersections. At collector/local stop sign controlled intersections, acceptable operation is considered to be at level of service D overall and level of service C for any approach leg. As can be seen in Table 1, the Centre/Worthington intersection is currently operating acceptably with existing control and geometry. Trip Generation, 9 th Edition, ITE was used to estimate the daily and peak hour trip generation for the Worthington Residences. From this reference, the equations for Townhome/Condominium (Code 230) were used to estimate the daily and peak hour trip generation as shown in Table 2. The trip generation resulted in 252 daily trip ends, 22 morning peak hour trip ends, and 25 afternoon peak hour trip ends. The trip distribution for the Worthington Residences site is shown in Figure 5. Figure 6 shows the site generated peak hour traffic. Background traffic projections for the short range (2021) future horizon were obtained by factoring the current traffic volumes by two percent per year. Figure 7 shows the short range (2021) background peak hour traffic at the Centre/Worthington intersection. The traffic volumes generated by the proposed Worthington Residences were added to the background traffic volumes to produce the total traffic volume forecasts for the short range (2021) future. Figure 8 shows the short range (2021) total peak hour traffic at the Centre/Worthington and Worthington/Site Access intersections. Figure 9 shows a schematic of the short range (2021) geometry. No geometric improvements to the public streets are required. Table 3 shows the short range (2021) background morning and afternoon peak hour operation at the Centre/Worthington intersection. The Centre/Worthington intersection will operate at acceptable levels of service during the peak hours. Calculation forms for these analyses are provided in Appendix D. Table 4 shows the short range (2021) total morning and afternoon peak hour operation at the Centre/Worthington and Worthington/Site Access intersections. The Centre/Worthington and Worthington/Site Access intersections will operate at acceptable levels of service during the peak hours. Calculation forms for these analyses are provided in Appendix E. DELICH Worthington Residences TIS, June 2016 ASSOCIATES The Worthington Residences site is in an area within which the City requires pedestrian and bicycle level of service evaluations. Appendix F shows a map of the area that is within 1320 feet of the Worthington Residences site. The Worthington Residences site is located within an area termed as “all other areas,” which sets the pedestrian level of service threshold at LOS C for all measured categories. There are six destination areas within 1320 feet of the proposed Worthington Residences: 1) the residential neighborhood to the northwest, 2) the residential neighborhood to the northeast, 3) the commercial area to the southeast, 4) the commercial area to the south, 5) the residential uses to the west, and 6) the commercial area to the southwest. Appendix F contains a Pedestrian LOS Worksheet. Sidewalks exist along all streets within these areas. Appendix F shows a map of the area that is within 1320 feet of the Worthington Residences site. Based upon Fort Collins bicycle LOS criteria, there is one destination area within 1320 feet of the Worthington Residences site: 1) the commercial area to the south of the site. There are bike lanes on Centre Avenue and Worthington Avenue, south of Centre Avenue. Appendix F contains a Bicycle LOS Worksheet. It is concluded that the bicycle LOS criteria will be met. Currently, this area is served by Transfort Routes 7 and 19, which run along Shields Street, and Transfort Horn Route, which runs along Centre Avenue to the CSU Campus. The transit service is acceptable. It is concluded that the Centre/Worthington and Worthington/Site Access intersections will operate acceptably with the existing geometry and control. No further transportation analyses are required at this time.
