For instance, the landscape plans are currently labeled as L-1 and the elevations as A2.1, which do not match the sheet index. Manhard Response: The sheet index has been revised as requested. Additionally, the Floodplain Plans have been removed from this set and will be submitted with the Floodplain Use Permit application. Comment Number: 10 02/16/2016: On the elevations, please add a call-out for the new cornice element similar to the existing annotations for the materials or sailor course. Manhard Response: The general notes have been revised accordingly. Comment Number: 6 02/16/2016: Please add notes from Appendix E-2 Manhard Response: The notes have been added to Sheet 2. Comment Number: 7 02/16/2016: Please add the following note to the grading plan: The top of foundation elevations shown are the minimum elevations required for protection from the 100-year storm. Manhard Response: This note was not added to the plans per e-mail correspondence on 2/25/16 that it could be disregarded. Comment Number: 8 02/17/2016: A repay for the local street portion ($220 per linear foot of College frontage) is due at time of building permit. Manhard Response: Noted. The fees will be paid at the appropriate time. Comment Number: 9 02/17/2016: Please submit a letter of intent from the property owner to the north which indicates that they will be granting a temporary construction easement and an emergency access easement. Manhard Response: The access to the property is being worked out between the property owners. We will provide updated information once this is resolved. Comment Number: 10 02/17/2016: Language on the plat is the most up-to-date language that this department has. Department: Internal Services Contact: Russell Hovland, 970-416-2341, rhovland@fcgov.com Topic: Building Insp Plan Review Comment Number: 1 01/05/2016: Building Permit Pre-Submittal Meeting: Pre-Submittal meetings are required to assist the designer/builder by assuring, early on in the design, that the new commercial or multi-family projects are on track to complying with all of the adopted City codes and Standards listed below. The proposed project should be in the early to mid-design stage for this meeting to be effective and is typically scheduled after the Current Planning conceptual review meeting. Applicants of new commercial or multi-family projects are advised to call 416-2341 to schedule a pre-submittal meeting. Applicants should be prepared to present site plans, floor plans, and elevations and be able to discuss code issues of occupancy, square footage and type of construction being proposed. Sickbert Associates Response: We have been in contact with the Fort Collins Building Department, they suggested that a pre-submittal meeting would not be required for this project due to its limited scope. . Green solution - project specific concerns: 1. Fire-sprinkler systems are required for buildings over 5000 sq.ft. or fire-containment must be provided. 2. Upgraded insulation is required for buildings using electric heat or cooling. 3. Exterior walls and roof must meet a STC (sound resistance) rating of 40 min. if building located within 1000ft to train tracks. 4. Low-flow Watersense plumbing fixtures (toilet, faucets, shower heads) are required. 5. Special combustion safety requirements for natural draft gas appliances. 6. Low VOC interior finishes. New development and system modification charges will apply if additional electrical capacity is needed. There is existing single and three phase power in the area. Please contact Light and Power Engineering if additional capacity is anticipated. Sickbert Associates Response: Excel has been contacted. The existing transformer set will provide adequate capacity for our design loads. Comment Number: 2 01/06/2016: If additional capacity is needed please provide a one line diagram and a C-1 form to Light and Power Engineering. You stated that the impervious area will decrease but I don’t know how much there is to begin with. This number is going to help us calculate updated stormwater fees. (Final) Manhard Response: A table has been added to the drainage report to demonstrate the change in impervious area. Comment Number: 30 02/16/2016: Please use the City of Fort Collins IDF table to determine your intensities. Don’t use the Urban Drainage equation. (Final) Manhard Response: The calculations and forms have been updated to indicate the use of the City of Fort Collins IDF table. Comment Number: 31 02/16/2016: Please use the City of Fort Collins time of concentration equation in lieu of the Urban Drainage equation. This equation is tc = 1.87 (1.1-C*Cf)L^0.5 overS^1/3 (Final) Manhard Response: The calculations and forms have been updated to indicate the use of the City of Fort Collins time of concentration equation. Comment Number: 32 02/16/2016: Please provide a table in the report that compares the existing runoff amounts to the proposed condition runoff amounts. You will need to show that you aren’t increasing the amount of runoff in the 100-yr storm per NECCO requirements. (Final) Manhard Response: A table has been added to the drainage report to show the change in runoff for both the 2-year and 100-year storm events. Comment Number: 33 02/16/2016: Hydraulic Criteria ¿ the narrative should explain the software (Bentley’s Flowmaster) used to size the pipes (Final) Manhard Response: The design has been modified from the original design. Additional information has been provided regarding the software. Comment Number: 35 02/16/2016: We are currently reviewing the Filterra calculation sheets that were submitted and will get back to you with any further information or details needed. Topic: General Comment Number: 22 02/16/2016: Sheet 5: Grading and Drainage Plan Provide specifics about the curb inlet you’re proposing and include a detail of it in the detail sheets. Please also utilize one of the City of Fort Collins curb inlet typicals. Manhard Response: The design has been modified from the original design. The manufacturer’s detail for the only remaining area drain is included on sheet 12 of 13. Comment Number: 23 02/16/2016: Sheet 5: Grading and Drainage Plan I don’t understand how grading and drainage will work on the north side of the trash compactor. It doesn’t look like drainage can get east and around or out of the corner of the building and trash compactor. I also don’t know how you get drainage from Basins B1 and B2 to the Filterra unit. Manhard Response: The design has been modified from the original design. The flows from the north side of the site will flow through an opening on the south side of the trash enclosure wall. The capacity calculations are included in the drainage report and additional callouts have been added to the plans. Comment Number: 24 02/16/2016: Sheet 5: Grading and Drainage Plan Verify that your flood info labels are correct with Heidi. Manhard Response: The flood labels have been corrected. Comment Number: 25 02/16/2016: Sheet 7 and 8: Storm Plan and Profiles Please label size and type for all manholes and inlets. In addition, please indicate whether each manhole or basin has a grated top or lid. (Final) Manhard Response: The design has been modified from the original design. Manholes are used for the drywell and the lids are called out on the detail on Sheet 12. Comment Number: 26 02/16/2016: Sheet 7 and 8: Storm Plan and Profiles You show PVC for the storm pipes at this site. Are you sure it’s going to be PVC or are you proposing ADS? (Final) Manhard Response: Pipe labels have been revised to HDPE. Comment Number: 27 02/16/2016: Sheet 7 and 8: Storm Plan and Profiles The Filterra detail that you provided shows that you need approximately 4’ from the top of the unit to the invert of the outlet pipe, but your profile only shows 3.4’ from top to invert. Comment Number: 28 02/16/2016: Sheet 14: Construction Details Please include City of Fort Collins details in lieu of CDOT details. There are storm details for bedding, manholes, inlets, etc on our website. (Final) Manhard Response: The design has been modified from the original design. City of Fort Collins details have been included as necessary. Contact: Heidi Hansen, 970-221-6854, hhansen@fcgov.com Topic: Floodplain Comment Number: 16 01/05/2016: Because this project is located in the Poudre River floodplain, the developer will be required to have an Emergency Response Preparedness Plan approved prior to starting construction. Please expand on the Critical Infrastructure Trigger Point discussion as it does not match the wording on the exhibit that would notify employees at least two hours before flooding. Also, please fill in Section 2 on page 5, the Method of Receipt of Flood Warning, Section 4 on Page 6, Procedures for Notifying Employees. Please have an engineer fill out Section 5 on Page 6 with gage heights trggering states of readiness and evacuation. Please fill out Section 7 on Page 8, the Process ofr Distribution of Plan and Evacuation Routes and Section 9 on Page 9, Post Flood Recovery Measures. The revised EERP plan can be submitted with the Floodplain Use Permit for the site. Manhard Response: The ERPP has been revised and is being submitted with the Floodplain Use Permit under separate cover. Comment Number: 17 01/05/2016: Any construction activities in the flood fringe (e.g. structure, sidewalk or curb & gutter installation/replacement, utility work, landscaping, etc.) must be preceded by an approved floodplain use permit, the appropriate permit application fees, and approved plans. The permit form can be obtained at http://www.fcgov.com/utilities/what-we-do/stormwater/flooding/forms- documents. Manhard Response: Noted. Please do not label the x zone unless you also show the 500-year X-shaded floodplain boundary and label that. Please label the property side of the floodplain boundary as "FEMA 100-year Poudre River Floodplain Zone AE." Manhard Response: The floodplain boundary label has been corrected. Comment Number: 21 02/15/2016: It appears that the floodplain sheet was removed from the plan set. The abandonment must occur at the main and a note indicating similar information as required in the note above is to be included in the plans. Topic: General Comment Number: 7 02/16/2016: Landscape Plans Please note that there are separation requirements between trees/shrubs and water and sewer lines. Requirements are that you provide 10’ of separation between trees and water and sewer mains; 6’ separation between trees and water and sewer service lines; 4’ separation between shrubs and water and sewer mains and services.
