Response: Note #6 has been added to the Site Plan to address this comment. Comment Number: 6 Comment Originated: 03/04/2015 03/04/2015: Building elevations must be provided for all of the single family attached unit types. As an alternative, please place the following note on both the site plan and the building elevation sheet A-1: The building elevations on Sheet A-1 are for the single-family attached dwellings on Block 2 and on Lots 1A-1L of Block 4. The final elevations for the single-family attached buildings proposed on Lots 1A-1H of Block 5 and Lots 2A-2G of Block 4 must be reviewed and approved by a Minor Amendment process prior building permit submittal for any of these lots. Refer to Sheet A0.3 for conceptual building elevations for the areas designated as Mixed Use on Lots 2, 3 ,and 4 of Block 5. The final elevations for these mixed use buildings must be reviewed and approved by a Minor Amendment process prior building permit submittal for any of these lots. Comment Number: 8 Comment Originated: 03/06/2015 03/06/2015: Please add the following note to the site plan: ALL ROOFTOP AND GROUND MOUNTED MECHANICAL EQUIPMENT MUST BE SCREENED FROM VIEW FROM ADJACENT PROPERTY AND PUBLIC STREETS. IN CASES WHERE BUILDING PARAPETS DO NOT ACCOMPLISH SUFFICIENT SCREENING, THEN FREE-STANDING SCREEN WALLS MATCHING THE PREDOMINANT COLOR OF THE BUILDING SHALL BE CONSTRUCTED. Response: Note #5 has been added to the Site Plan to address this comment. 3 Comment Number: 9 Comment Originated: 03/06/2015 03/06/2015: The landscape plan needs to include building foundation plantings at the ends of the buildings at Tracts G,H,I, and J as well as the SF attached ends on Block 5 and the eastern sides of Block 3. For the areas where the depth is narrow behind the sidewalk and it makes more sense to have only rock mulch with plant material, that is the preferred option instead of thinner strips of irrigated grass adjacent to rock mulch. Response: The landscape plan has been updated as requested. Topic: Plat Comment Number: 1 Comment Originated: 01/07/2015 02/17/2015: Note should say "Sections 12-120 - 12-122". 01/07/2015: Please add the following note to the Plat: "There shall be no private conditions, covenants or restrictions that prohibit or limit the installation of resource conserving equipment or landscaping that are allowed by Sections 12-120 - 12-122 of the City Code." Response: Revised Note 7 as requested. 4 Comment Number: 14 Comment Originated: 03/03/2015 03/03/2015: Please remove Notes 8 and 9 from the Plat since these are not Public Easements. These will be covenants worked within the HOA. Response: Per discussion with John VonNieda the Notes have been revised to refer to them as private easements and will remain on the plat for disclosure purposes. There are a couple of small edits that need to be made so please use the following. Landscaping including street trees in each phase shall be or secured with a letter of credit, escrow, or performance bond for 125% of the value of the landscaping and installation prior to the issuance of certificate of occupancy for any building. All City street trees must be installed established, of an approved species and of acceptable condition prior to final release of financial security. Street Tree Note number 4: Add the word City at two locations in this note. The developer shall replace all dead and dying CITY street trees after planting until final maintenance inspection and acceptance by the City of Fort Collins forestry Division. All CITY street trees in the project must be established of an approved species and of acceptable condition prior to acceptance. Response: John Gettman is working on addressing these comments. That is still the preferred plan. System modification charges will apply and may be significant if the design changes to an electric meter on each lot. Please call the Electric Engineering Department with any questions 970-221-6700 Response: The original design is still the intent. The architect and electrical engineer are looking into the feasibility of changing this system. Department: Stormwater Engineering 5 Contact: Basil Hamdan, 970-224-6035, bhamdan@fcgov.com Topic: Construction Drawings Comment Number: 6 Comment Originated: 03/03/2015 03/03/2015: Please add a sedimentation forebay to the new bioretention area in Tract J, include a transition drop from gutter to forebay of at least 2". Provide a detail. Please use an actual detail for that bioretention system, not the standard one, indicate the depth of the media (use a 2 foot minimum of media depth) and whether a subdrain or a liner are planned. They are not needed in this application. The landscaping for that bioretention area should be improved with the addition of rocks, landscape, low flow channel and shrubs in order to make it more of an amenity. Please include a notch or low flow opening on the downstream end of the forebay shown for Tract K in order to minimize the possibility of standing water, include maintenance notes stating that the gravel will be regularly inspected for sediment accumulation and the replaced with clean gravel when needed and at least once a year. Response: A sedimentation forebay has been added with a 2” drop from the lip of gutter in Tract J. A drain pipe has been added out of both the forebay for Tract J and Tract K. The bioretention detail has been updated so that it is specific to this set of plans. Topic: General Comment Number: 2 Comment Originated: 01/06/2015 01/06/2015: Please add maintenance notes on the plans indicating Standard Operating Procedures for the cleaning and maintenance activities on the pavers. 3/3/2015 These were received, please add notes to the plans. Add notes regarding the construction inspection of LID features. Response: Note #9 was added to sheet C300. In addition, a couple of notes were added to the forebay and bioretention details shown on sheet C800. Comment Number: 3 Comment Originated: 01/06/2015 01/06/2015: A sedimentation forebay at the upstream end of Tract K is recommended in order to minimize and facilitate the channel maintenance in that tract. Please indicate what kind of low flow channel is planned in Tract K, the current design is susceptible to clogging and maintenance issues. 3/2/2015: Please provide a detail for a low flow channel. Response: We have changed the landscaping in Tract K from turf to rock mulch with plantings. See landscape plans for details in this area. We have included a cross section on Sheet C800 of the Utility Plans. Comment Number: 5 Comment Originated: 01/06/2015 01/06/2015: Please document in the report and on the drainage plan if any drainage basins will be affected with this replat. Please document any change in impervious areas. Please call out on the plans what areas are being served by an LID type measure. We discussed keeping the rock sock as shown on the pipe that goes underneath Mason Street. Response: “TIE” has been added the 2 places it was missed previously. The Tie locations were revised due to the monuments previously tied to having been destroyed since the initial survey for the replat. Comment Number: 21 Comment Originated: 01/06/2015 03/03/2015: The outer boundary information for Block 4 needs to be on the outside of the boundary, and the text style needs to match the rest of the outer 8 boundary text. The (R) information requested has not been shown on Block 2. All the dimensions are record, either per the original plat, or per the affidavits of correction. Note 12 has been added to direct anyone concerned with the discrepancies to the affidavits. Comment Number: 5 Comment Originated: 03/03/2015 03/03/2015: Some buildings are using existing 4" fire lines and converting them to domestic use others are not, please explain the difference. How will the 4" fire line be reduced to a 2" service line? please show fittings. Will the units be fire sprinklered using the domestic line when no separate fire service is provided ? When two water service lines are parallel to each other, the easement area could be congested. Please show location of electric and gas lines and call out separation. It is suggested that the parallel service lines along Green Leaf Street be eliminated and a separate service line connection at Greenleaf Street be provided for the easternmost units . Please see redlined drawings for other comments. Response: Reducer fittings have been shown on the plans. Some of the buildings require separate fire sprinkler systems and others do not. This was worked out with the Fire Department. See note 11 on Sheet C200. Electric and Cable lines have been added to the plans per GIS maps from the City and Comcast. There are no gas facilities since the site is using geothermal. Centurylink does not have facilities at this site. We have decided to keep the parallel water services along Green Leaf Street. Those lines will be installed in the same trench. Redlines have been addressed.
