Revisions to the referenced plans are based on comments and redlines received from your office dated February 11, 2016. Please find below a summary of comments as well as a responses noted in red. Comment Summary: Department: Planning Services Contact: Ryan Mounce, 970-224-6186, rmounce@fcgov.com Topic: General Comment Number: 1 Comment Originated: 01/26/2016 01/26/2016: For this type of land-use, a minimum of 4 bicycle parking spaces are required, at least one of which needs to be protected or enclosed. If the same location is utilized for the additional spaces, the building canopy will qualify these as protected spaces. Please update the site plan data block to include the percentage or number of bike spaces that are protected or enclosed. 4 spaces are provided, all are covered by the building canopy. The data table is adjusted as noted. Dimension added. Comment Number: 3 Comment Originated: 01/26/2016 01/26/2016: The trash enclosure needs a separate walk-in access without needing to open the main gates. A simple elevation exhibit for the enclosure should be included on the site plan or elevations. Materials for the trash and generator enclosure should be similar to the materials used for the primary building. A door is added to the trash enclosure. An elevation detail sheet is added to the set. Mr. Ryan Mounce Fort Collins Emergency Center - 4858 S College Ave, PDP160001 Page 2 of 13 Comment Number: 4 Comment Originated: 01/26/2016 01/26/2016: A couple minor fixes and typos should be corrected on the site plan: - Typo on the easternmost easement (bridle instead of brindle). - Update the planning signature block to 2016 from 2012. - Please change the land-use in the site data block to hospital (emergency room). - When the plat for the site is submitted, please be sure to update the legal descriptions on the drawings accordingly. Noted typos have been corrected. Comment Number: 5 Comment Originated: 01/26/2016 On the lighting plan, please add a catalog cut-sheet for the lighting fixtures proposed. In regard to LED light fixtures, cooler color temperatures are harsher at night and cause more disruption to circadian rhythms for both humans and wildlife. Please consider a warmer color temperature (3000K or less) for your LED light fixtures. Please also consider fixtures with dimming capabilities so that light levels can be adjusted as needed. The 3000K LED is proposed Comment Number: 6 Comment Originated: 01/26/2016 On the building elevations, please remove the cross emblems; signage is not approved as part of the development review process, rather through a separate sign-permit with zoning. The Cross is removed from the elevations. Comment Number: 7 Comment Originated: 01/26/2016 The east (rear) side of the building needs to include some additional design elements to meet the minimum façade and wall articulation standards found in LUC 3.5.3(E)(2). Elements such as windows, trellis with vines, or projecting/recessed building elements would help meet this standard where large blank walls exist. This issue was discussed with staff and shading and shadowing is added to the plan to exemplify the overall articulation and variety of exterior finishes and materials. Also consider this side of the structure will see higher visibility in the future when the frontage road is removed and access comes from the rear. Based on the findings and recommendations of the ECS, a 50-foot buffer from the irrigation ditch will not be required. However, some additional habitat improvement will be required. Along the top and/or side slopes of the detention area, Mr. Ryan Mounce Fort Collins Emergency Center - 4858 S College Ave, PDP160001 Page 4 of 13 please provide additional shrub plantings to (1) provide additional habitat and (2) meet the parking lot screening requirements. A mix of evergreen and deciduous shrubs (fruit-bearing and/or flowering species) should be planted in groupings of 3-5 plants and distributed along the western edge of the detention area. Trees should be selected from the City of Fort Collins street tree list. Kentucky Coffeetree could be a good selection for this area. The Fastigiate English Oak is not a canopy shade tree. It appears three canopy shade trees could be placed in the area in front of the building and one south of the south entry. Evaluate if this is feasible. Signature block is added. - The District requires a minimum and maximum depth of cover over the water line of 5 feet and 6 feet respectively, unless otherwise noted. A note is added to sheet 6.10 stating cover requirements. - All water line construction shall conform to the Fort Collins - Loveland Water District standards and specifications current to the date of construction. A note is added to sheet 6.10 stating cover requirements. - The District requires a Reduced Pressure Principle Back-Flow-Prevention-Device (RP Device) on the fire line and the domestic water service. A note is added to sheet 6.10 stating cover requirements. - The District will require a grease trap/interceptor on the sanitary sewer service. A grease trap is added to sheet 6.10. - The District's Industrial Pretreatment Business Questionnaire needs to be completed and submitted to the District for review and approval. SIGNS > IFC D103.6: Where required by the fire code official, fire apparatus access roads shall be marked with permanent NO PARKING - FIRE LANE signs complying with Figure D103.6. Signs shall have a minimum dimension of 12 inches wide by 18 inches high and have red letters on a white reflective background.
