City staff review comments are attached with line item responses. Revised site/landscape Plan and Plat are provided. Planning Objective narrative and Supplemental information, including the Water District’s Pretreatment questionnaire are attached for reference. Planning Objectives – Secondary use within the MMN zone district. The Heritage in nightclub/lounge & event center an assembly use is proposed to be changed to the adult day program is our fundamental proposal for the property. Elderhaus Adult Day Program will convert the land use to a routine daytime business hours operation. The range of Elderhaus Participants will be under the program guidelines, managed by a trained staff. Program uses and activates are varied including reading, art, dance/exercise, group interactions, nutrition services and a physical and occupational therapy component supports the program. Re-purposing the existing facility to utilize this bucolic setting is a very passive land use that diminishes the commercial day/night use and provides a well-organized community and regional day use on the property. Site Lighting Photos of the existing site lighting is inserted per staff request. The parking lot fixtures have a controlled light pattern. Pedestrian and accent lighting bollards are globe style fixtures approximately 4 foot tall. A restaurant/lounge/ event center for over 40 years. The business hours of operation were usually midday – night time hours. This extended into the weekend utilization as the event center. The site currently has 83 parking spaces. Elderhaus Adult Day Program proposes a t Change-of-Use for 6813 South College Avenue. The site plan review criteria has reduced the on-site parking to 73 spaces. The program operations are being modified to 5 days a week of service. Daily hours of operation are from approximately 7:30 AM to 5:30 PM. As an adult day care service, participants do not generally drive. They are transported privately and utilize program provided transportation services during the day. Traffic intensity is significantly reduced. Peak demand is not concentrated during daily operations. Your assessment and development of the traffic volume estimates is greatly appreciated. Attached are the current and projected utilization rates from Elderhaus. From 7 a.m. to 11 a.m. average of 59 vehicles coming and going. From 11 a.m. to 2 p.m. average of 11 vehicles coming and going. From 2 p.m. to 5:30 p.m. average of 44 vehicles coming and going. We’re expecting this to increase by the following in 18 months of move-in: From 7 a.m. to 11 a.m. average of 90 vehicles coming and going From 11 a.m. to 2 p.m. average of 18 vehicles coming and going From 2 p.m. to 5:30 p.m. average of 68 vehicles coming and going In three years we are planning on doubling census: From 7 a.m. to 11 a.m. average of 118 vehicles coming and going. From 11 a.m. to 2 p.m. average of 22 vehicles coming and going. From 2 p.m. to 5:30 p.m. average of 88 vehicles coming and going.
