I. INTRODUCTION
This intermediate transportation impact study (TIS) addresses the capacity,
geometric, and control requirements at and near the proposed expansion of the Poudre
Valley Hospital (PVH) Lemay Campus. The PVH Lemay Campus is located in the
southeast quadrant of the Lemay/Doctors intersection in Fort Collins, Colorado.
During the course of the analysis, numerous contacts were made with the project
planner (BHA Design), the project engineer (Aspen Engineering), the project owner
(Poudre Valley Health System), and the City of Fort Collins staff. This study conforms to
the format set forth in the Fort Collins transportation impact study guidelines as contained
in the “Larimer County Urban Area Street Standards” (LCUASS). A Base Assumptions
Form and related information are provided in Appendix A. The study involved the
following steps:
- Collect physical, traffic, and development data;
- Perform trip generation, trip distribution, and trip assignment;
- Determine peak hour traffic volumes;
- Conduct capacity and operational level of service analyses on key intersections;
- Analyze signal warrants;
- Conduct level of service evaluation of pedestrian, bicycle, and transit modes of
transportation.

II. EXISTING CONDITIONS
The location of the PVH Lemay Campus is shown in Figure 1. It is important
that a thorough understanding of the existing conditions be presented.
Land Use
Land uses in the area are primarily residential, commercial (primarily medical
office), or institutional (hospital). There are residential uses to the south, east, and west of
the site. There are commercial uses to the north. The center of Fort Collins lies to the
west of the PVH Lemay Campus. Land adjacent to the site is flat (<2% grade) from a
traffic operations perspective. The PVH Lemay Campus is in an area termed
“employment district” on the Fort Collins Structure Plan.
Roads
The primary streets near the PVH Lemay Campus site are Lemay Avenue,
Robertson Street, Garfield Street, Doctors Lane, and Elizabeth Street. The current
intersection geometry is shown in Figure 2. The following descriptions are based upon a
site visit and the Fort Collins Master Street Plan.
Lemay Avenue is adjacent to the PVH Lemay Campus site. It is classified as a
four-lane arterial according to the Fort Collins Master Street Plan. Currently, Lemay
Avenue has a four-lane cross section with a center median lane. The existing speed limit
in this area of Lemay Avenue is 35 mph.
Robertson Street is to the west of the PVH Lemay Campus site. It is classified
as a local street according to the Fort Collins Master Street Plan. Robertson Street
lines up with the emergency entrance to the PVH Lemay Campus. The
Lemay/Robertson-PVH Access intersection has signal control.
Garfield Street is to the west of the PVH Lemay Campus site. It is classified as a
local street according to the Fort Collins Master Street Plan. The Lemay/Garfield
intersection has stop sign control on Garfield Street.
Doctors Lane is to the north of (adjacent to) the PVH Lemay Campus site. It is
classified as a local street according to the Fort Collins Master Street Plan. Doctors
Lane lines up with the entrance/exit to the parking garage. The Lemay/Doctors-Garage
Access intersection has signal control.
Elizabeth Street is to the north of the PVH Lemay Campus site. It is classified as a
two-lane collector street according to the Fort Collins Master Street Plan. Currently,
Elizabeth Street has a two-lane cross section. The Lemay/Elizabeth intersection has
signal control.

Existing Traffic
Recent peak hour traffic counts at the key existing intersections are shown in
Figure 3. The traffic data for the Lemay/Robertson-PVH Access, Lemay/Doctors-Garage
Access, and Lemay/Elizabeth intersections was collected by the City of Fort Collins in
March 2014. The traffic data for the Lemay/Garfield intersection was collected in October
2014. Raw traffic counts are provided in Appendix B. Since counts were performed on
different days, the traffic volumes between the intersections were averaged/balanced and
are shown in Figure 4.
Existing Operation
The key intersections were evaluated using techniques provided in the 2010
Highway Capacity Manual. Using the peak hour traffic shown in Figure 4, the peak hour
operation and the calculated delay for levels of service E & F are shown in Table 1.
Calculation forms are provided in Appendix C. The key intersections operate acceptably
during both the morning and afternoon peak hours.
It is important to note that, using the existing traffic at the key intersections, right-
turn lanes are required on all legs at the Lemay/Elizabeth intersection. It is also
important to note that the methodology of the Synchro Version 8 software used for the
analyses does not support the “pedestrian only” phase at the Lemay/Doctors-Garage
Access intersection. Therefore, the “pedestrian only” phase was eliminated and the signal
timing reduced by the 10-11 seconds of the “pedestrian only” phase. The City of Fort
Collins uses Synchro Version 9 software and can verify that the Lemay/Doctors-Garage
Access intersection achieves acceptable operation.
The Expansion of the PVH Lemay Campus site is in an area termed
“employment district.” An “employment district” would fall into the “All Other Corridors”
category in LCUASS, Table 4-3. In “All Other Corridors,” the acceptable operation at
signalized intersections during the peak hours is defined as level of service D or better,
overall. Intersection legs and movements can operate at level of service E. At
unsignalized intersections, the minimum level of service is E (considered to be normal
during the peak hours) at arterial/arterial, arterial/collector, or arterial/local intersections
and level of service C at collector/local intersections. A description of level of service for
signalized and unsignalized intersections from the 2010 Highway Capacity Manual is
provided in Appendix C. Table 4-3 (revised per staff comments regarding type of
intersection) showing the Fort Collins Motor Vehicle LOS Standards (Intersections) is also
provided in Appendix C.
Pedestrian Facilities
There are pedestrian facilities along most streets in this area. Sidewalks will be
incorporated within and adjacent to this development where necessary.

Bicycle Facilities
Bicycle lanes exist within the cross section of Lemay Avenue, Pitkin Street, and
Elizabeth Street. The Fort Collins Bike Map shows Lemay Avenue, Pitkin Street, and
Elizabeth Street as “streets with bike lanes.”
Transit Facilities
This area is served by transit route 5, which runs along Lemay Avenue.

III. PROPOSED DEVELOPMENT
The expansion of the PVH Lemay Campus is located in various quadrants of the
Lemay/Doctors intersection in Fort Collins. Figure 5 shows a site plan of the expansion
of the PVH Lemay Campus. The site plan, provided by the planning consultant, shows
the general layout of the site with the anticipated expansion. The site plan shows new
access to the site from Lemay Avenue and Doctors Lane. The Emergency Department
(ED) is currently at the south end of PVH with both ambulance and public ED access at
the Lemay/Robertson intersection. The ED will increase in size providing better
accommodations for both patients and staff for the existing patient load, as well as an
anticipated increase. The second floor will provide better accommodations for existing
uses within the hospital and anticipated growth. There will be a new Ambulance Access
Loop to/from Lemay Avenue. Public access to the ED will be on Doctors Lane with a
new ED parking lot in the northeast quadrant of the Doctors Lane/Hospital Lane
intersection. Currently, the primary access to the existing parking lots on the east side
of PVH is via Doctors Lane. With the proposed expansion, the primary access to these
parking lots will be via the Lemay/Robertson-PVH Access intersection. This will cause
a redistribution/reassignment of the traffic using both Doctors Lane and the PVH
(Robertson) accesses. The short range analysis (year 2019) includes development of
the expansion of the PVH Lemay Campus and an appropriate increase in background
traffic due to normal growth.
Trip Generation
Trip generation is important in considering the impact of a development such as this
upon the existing and proposed street system. A compilation of trip generation information
contained in Trip Generation, 9
th
Edition, ITE, was used to estimate trips that would be
generated by the proposed/expected uses at this site. The floor area of the hospital is
approximately 670,000 square feet. Using Hospital (Code 610) from the cited reference,
the calculated trip generation is: 8,858 daily trip ends, 637 morning peak hour trip ends,
and 623 afternoon peak hour trip ends. The current peak hour traffic counts at key
streets/accesses (Doctors Lane, Parking Garage, Patton Street, and PVH
Access/Robertson) are within a few percent (<3%) of the calculated trip generation for the
current hospital size. This indicates that use of the trip generation rates in the reference
document are appropriate in forecasting the future traffic related to the proposed
expansion of the PVH Lemay Campus. The floor area of the A-wing, that will be razed, is
estimated at 80,000 square feet. The floor area of the A-wing Expansion will be 151,449
square feet. The expansion will be in the same general area as the existing A-wing.
Therefore, the net increase in floor area will be 71,449 square feet (151,449 minus
80,000). The trip generation related to the expansion is: 944 daily trip ends, 68 morning
peak hour trip ends, and 66 afternoon peak hour trip ends. Table 2 shows the expected
trip generation on a daily and peak hour basis. The PVH Lemay Campus Expansion will
increase the current hospital trip generation by 10-11 percent.

Trip Distribution
Trip distribution for the expansion of the PVH Lemay Campus was estimated
using knowledge of the existing and planned street system, development trends, other
traffic studies in the area, and engineering judgment. Figure 6 shows the trip
distribution used for the peak hour traffic assignment. The trip distribution analysis was
discussed and agreed to in the scoping emails.
Background Traffic Projections
Figure 7 shows the short range (2019) background traffic projections. It was
determined that traffic volumes would increase at a rate of one percent per year on the
key streets in the area. In addition to the growth, the traffic at the Lemay/Doctors-
Garage Access intersection and the Lemay/Robertson-PVH Access intersection was
reassigned to reflect changing the primary access to/from the parking lots to the east of
PVH to the Lemay/Robertson-PVH Access intersection.
Trip Assignment/Total Traffic Projections
Trip assignment is how the generated and distributed trips are expected to be
loaded on the street system. The assigned trips are the resultant of the trip distribution
process. Figure 8 shows the site generated peak hour traffic assignment of the
expansion of the PVH Lemay Campus. Figure 9 shows the short range (2019) total
(site plus background) peak hour traffic at the key intersections with the development of
the expansion of the PVH Lemay Campus.

Signal Warrants
The Lemay/Robertson-PVH Access, Lemay/Doctors-Garage Access, and
Lemay/Elizabeth intersections are currently signalized. The current noon and afternoon
peak hour traffic volumes, at the Lemay/Doctors-Garage Access intersection, meet the
peak hour signal warrants in the Manual on Uniform Traffic Control Devices (MUTCD).
At the Lemay/Robertson-PVH Access intersection, the peak hour signal warrant is not
met. However, it is likely that the existing signal at the Lemay/Robertson-PVH Access
intersection was allowed since the east leg is the current ED access.
With the proposed changes of the primary access to the parking lots east of PVH
and moving the ED to the north end of the building, the signal warrants were
reevaluated. The peak hour signal warrant analyses are provided in Appendix D. The
peak hour signal warrant will be met at the Lemay/Robertson-PVH Access intersection
in the afternoon peak hour. It is likely that the peak hour signal warrant would also be
met at the noon peak hour. It is not likely that the peak hour signal warrant would be
met at the Lemay/Garfield-Ambulance Ingress and Lemay/Doctors-Garage Access
intersections. However, the Lemay/Doctors-Garage Access intersection is near the
Ambulance Access Loop. This, plus the historical nature of a signal at this intersection,
should be considered with regard to signalization at the Lemay/Doctors-Garage Access
intersection. The delays on the minor legs with stop sign control at the Lemay/Doctors-
Garage Access would be at level of service F in the peak hours. It is recommended that
the City consider retaining signalization at the Lemay/Doctors-Garage Access
intersection.
Operation Analysis
Operation analyses were performed at the key intersections. The operations
analyses were conducted for the short range analysis reflecting a year 2019 condition.
Using the traffic volumes shown in Figure 7, the key intersections operate in the short
range (2019) background traffic condition as indicated in Table 3. Calculation forms for
these analyses are provided in Appendix E. All the key intersections will operate
acceptably, except for the minor street approach at the Lemay/Garfield intersection in the
afternoon peak hour. As mentioned earlier, the methodology of the Synchro Version 8
software used for the analyses does not support the “pedestrian only” phase at the
Lemay/Doctors-Garage Access intersection. Therefore, the “pedestrian only” phase was
eliminated and the signal timing reduced by the 10-11 seconds of the “pedestrian only”
phase. The City of Fort Collins uses Synchro Version 9 software and can verify that the
Lemay/Doctors-Garage Access intersection achieves acceptable operation.

short range (2019) total traffic condition as indicated in Table 4. Calculation forms for
these analyses are provided in Appendix F. All the key intersections will operate
acceptably, except for the minor street approach (Garfield) at the Lemay/Garfield-

Emergency Department Ambulance Access
The ED Ambulance Access will be to/from Lemay Avenue. The entrance will be
across from Garfield Street. The exit will be located approximately 80 feet south of
Doctors Lane, on-centers. The entrance is located at the start of the right-turn lane bay
taper approaching Doctors Lane. The exit is located in the right-turn lane approaching
Doctors Lane.
The average number of visits to the ED is currently 167 per day. Of these, 33 visits
per day occur by ambulance (2 under emergent conditions and 31 under non-emergent
conditions). It is expected that ED visits could increase by 10-15 percent at this location.
There will be two additional ED facilities in Fort Collins (the PVH Harmony Campus and
the Banner Hospital) that will be operational in the next few years. On a daily basis, the
number of ambulance visits to the ED could be 38 per day. Due to the unpredictability of
ED ambulance visits, it is difficult to determine when they will occur. However, on
average, two ambulance visits could be expected during the respective peak hours.
Assuming an even directional split, there would be one northbound and one southbound
entrance in each peak hour. The northbound entrance would execute a simple right-turn
maneuver from Lemay Avenue. The southbound entrance would require a left-turn
maneuver from the existing left-turn lane on Lemay Avenue. If the northbound traffic on
Lemay Avenue was such that the southbound left-turn maneuver was difficult, the
ambulance could utilize their emergency lights to enter the ED area. Occasionally, (about
20 percent), either a police vehicle or a fire vehicle will accompany an ambulance at any
given time. The traffic forecasts at the ED area conservatively reflect an additional
emergency vehicle at the ED.
Under most circumstances, the vehicles in the ambulance area do not exit under
emergent conditions. Ambulances will not be based at this ED. Due to the location of the
ED exit, all ambulances and other emergency vehicles will turn right when exiting the ED
area. On the rare occasion that an ambulance must exit the ED area under emergent
conditions (right-turn or left-turn exit), the emergency lights/sirens would be used. The
ambulances are equipped with “opticon” signal overrides. Use of the “opticon” should be
coordinated with the City of Fort Collins Traffic Operations Department.
Emergency Department Public Access
As indicated on the site plan (Figure 5), the public access to the ED will be on
Doctors Lane. A one-way loop will be located east of Lemay Avenue. The entrance will
be across from Hospital Lane and the exit will be located approximately 140 feet to the
east. An ED parking lot will be built in the northeast quadrant of the Doctors/Hospital
intersection with driveway access to both Doctors Lane and Hospital Lane. The one-way
loop would be used by private vehicles to drop off patients. The loop can accommodate 3-
4 vehicles. Once a patient enters the ED, the private vehicle would exit the loop and park
in the designated lot. This lot would also be used by private vehicles that might be related
to an ambulance visit to the ED.

The average number of public visits (non-ambulance) is 134 per day. It is expected
that this could increase by 10-15 percent at this location. On a daily basis, the number of
public visits could be ≈150 per day. While not predictable on an hourly basis, based upon
information provided by PVH, it is expected that there could be 4 visits in the morning peak
hour and 10 visits in the afternoon peak hour. The public ED visits are included in the
traffic forecasts at the Lemay/Doctors-Garage Access intersection. Given that the traffic
forecasts (Figure 9) show the directional volumes on Doctors Lane (east of Lemay
Avenue) are less than 100 in the peak hours, rigorous analyses at the public ED loop,
Hospital Lane, and the parking lot locations were not performed. Based upon experience,
the intersections and accesses will operate acceptably during the peak hours.
Geometry
Figure 10 shows a schematic of the short range (2019) geometry. Along this
section of Lemay Avenue, many of the arterial/collector and arterial/local intersections
do not have northbound and southbound right-turn lanes. As mentioned earlier, right-
turn lanes are required on all legs at the Lemay/Elizabeth intersection using the existing
traffic volumes. With the PVH Lemay Campus Expansion, a northbound right-turn lane
will be required at the Lemay/Robertson-PVH Access intersection.
Neighborhood Impacts
City staff requested analysis and impact on the residential neighborhood. The
residential neighborhood to the west, south of Elizabeth Street and north of Pitkin
Street, is most sensitive to traffic impacts related to the proposed expansion of the PVH
Lemay Campus. The trip generation related to the expansion is expected to be 68 trip
ends and 66 trip ends in the respective peak hours. The trip distribution (Figure 6)
indicates nominal site generated traffic on Garfield Street and Robertson Street.
Nominal traffic is interpreted as less than 5 percent. Even at 10 percent, the site
generated traffic would in the single digits (≈7 trip ends). This is not significant. It is
expected that the new site generated traffic, to/from the west, would use Elizabeth
Street, Prospect Road, and Lemay Avenue (all arterial streets).
A transportation impact study was prepared in 2007 for the last PVH Lemay
Campus expansion. One of the conditions of that approval was to monitor the traffic on
the area streets to determine how well that TIS forecasted the traffic, particularly on the
local streets west of Lemay Avenue; and determine the change in traffic on these local
streets following that PVH Lemay Campus expansion. The peak hour traffic forecasts
were generally higher than that which were counted in 2010. Therefore, the 2007 TIS
reflected conservative traffic forecasts. It was concluded that the impact to the
neighborhood streets was very small and, in some cases, the traffic decreased during
the peak hours.

Based upon the monitoring of the traffic following the last PVH Lemay Campus
expansion and the low trip generation related to the current proposed expansion, it is
expected that the neighborhood impact will not be significant.
Pedestrian Level of Service
Appendix G shows a map of the area that is within 1320 feet of the Expansion of
the PVH Lemay Campus. The PVH Lemay Campus site is located within an area termed
as a “transit corridor,” which sets the level of service threshold at LOS B & C for all
measured factors. There will be six pedestrian destinations within 1320 feet of the PVH
Lemay Campus. These are: 1) the commercial area northwest of the site, 2) the
commercial area north of the site, 3) the medical office uses adjacent to the site, 4) the
residential area east of the site, 5) the residential area south of the site, and 6) the
residential area west/southwest of the site. Acceptable pedestrian level of service can be
achieved for all pedestrian factors. The Pedestrian LOS Worksheet is provided in
Appendix G. The minimum level of service for “transit center” is B for all categories.
Bicycle Level of Service
Based upon Fort Collins bicycle LOS criteria, there is one bicycle destination
within 1320 feet of the PVH Lemay Campus. It is the commercial area to the northwest.
This site will achieve bicycle level of service B connectivity which exceeds the base city-
wide minimum. The Bicycle LOS Worksheet is provided in Appendix G.
Transit Level of Service
Currently, this area is served by transit route 5, which runs along Lemay Avenue.
The Fort Collins Transit System Map (future) shows that Lemay Avenue will be a high
frequency transit corridor with 20 minute service. The future transit level of service will
be at B.
IV. CONCLUSIONS/RECOMMENDATIONS
This study assessed the impacts of the expansion of the PVH Lemay Campus on the
short range (2019) street system in the vicinity of the hospital. As a result of this analysis,
the following is concluded:
• The expansion of the PVH Lemay Campus is feasible from a traffic engineering
standpoint. The trip generation related to the expansion is: 944 daily trip ends, 68
morning peak hour trip ends, and 66 afternoon peak hour trip ends.
• Current operation at the key intersections is acceptable with existing control and
geometry.
• The peak hour signal warrant will be met at the Lemay/Robertson-PVH Access
intersection in the afternoon peak hour. It is likely that the peak hour signal warrant
would also be met at the noon peak hour. It is not likely that peak hour signal
warrants will be met at the Lemay/Garfield-Ambulance Ingress and Lemay/Doctors-
Garage Access intersections. However, it is recommended that the signal be
retained at the Lemay/Doctors-Garage Access intersection.
• In the short range (2019) future, given the development of the expansion of the PVH
Lemay Campus and an increase in background traffic, the key intersections are
shown to operate acceptably, except for the minor street approach (Garfield) at the
Lemay/Garfield-Ambulance Ingress intersection. The required short range (2019)
geometry is shown in Figure 10. The northbound right-turn lane on Lemay Avenue,
approaching the Lemay/Robertson-PVH Access intersection is required due to this
PVH Lemay Campus expansion. The right-turn lanes at the Lemay/Elizabeth
intersection are due to the existing traffic.
• Ambulance access to/from the Emergency Department (ED) area will be via an
Ambulance Access Loop on Lemay Avenue. The entrance will be across from
Garfield Street and the exit will be located approximately 80 feet south of Doctors
Lane, on-centers. The entrance is located at the start of the right-turn lane bay taper
approaching Doctors Lane. The exit is located in the right-turn lane approaching
Doctors Lane. Ambulance traffic is not specifically predictable. The few (estimated at
4) ambulance and other emergency vehicles that will utilize the Ambulance Access
Loop operate acceptably. It is not likely that emergency lights will be necessary to
enter the site under non-emergent circumstances. Exits from the Ambulance Access
Loop will be right-turns unless an ambulance leaves the ED under emergent
conditions. Use of traffic signal “opticons” should be coordinated with the Fort Collins
Traffic Operations Department.
• The public access to the Emergency Department (ED) will be on Doctors Lane. A one-
way loop will be located east of Lemay Avenue. The entrance will be across from
Hospital Lane and the exit will be located approximately 140 feet to the east. An ED

the PVH Lemay Campus. Based upon the monitoring of the traffic following the last
PVH Lemay Campus expansion and the low trip generation related to the current
proposed expansion, it is expected that the neighborhood impact will not be
significant.
• Pedestrian, bicycle, and transit level of service will be acceptable.

The floor area of the hospital is 670,000 square feet. Using Trip Generation. 9th Edition. ITE,
Land Use Code 610, the calculated trip generation is: 8858 daily trip ends; 637 morning peak
hour trip ends; and 623 afternoon peak hour trip ends. The floor area of the A-Wing, that will
be razed, is estimated at 80,000 square feet.
The floor area of the A-Wing Expansion will be 151,449 square feet. The expansion will be in
the same general area as the existing A-Wing. Therefore the net increase in floor area will be
71,449 square feet (151,449 minus 80,000). Using the cited reference document, the trip
generation related to the expansion is: 944 daily trip ends: 68 morning peak hour trip ends; and
66 afternoon peak hour trip ends. The PVH Lemay expansion will increase the current hospital
trip generation by 10-11 percent.
