Below are the comments, in Italics, and our response is in bold. All comments are also reflected as revisions on the Site Plan (Sheet SDP1), Site Details (Sheet SDP2) and Exterior Elevations (Sheets A1 & A2) dated 10.2.13 along with the Civil documents provided by North Star Design, Inc., the Landscape design provided by The Frederickson Group, LLC and the Photometric provided by R.J. McNutt. Comment Number: 4 Comment Originated: 08/28/2013 08/28/2013: Please have a note on the site plan regarding the approved modifications: "Modifications to Section 3.2.1(E)(4)(a), and Section 3.2.2(J) regarding parking lot setbacks and landscaping as well as a modification to Section 4.27(D)(2) regarding Secondary uses in the Employment Zone District was approved by the Planning and Zoning Board on August 8, 2013." This note was added to the Site Plan, sheet SDP1. Detail 706 is included on Sheet 7 06/05/2013: Sheet 3 & 4 - The southern driveway will need to be constructed to City Standard Type I driveway and have concrete to back of Right of Way. Please provide the Driveway detail in the details. Comment Number: 7 Comment Originated: 06/05/2013 07/17/2013: The sidewalk will need to have the most recent metal culvert detail which has flares on the sidewalk. Please include this design and detail at Final. Detail 10B is included on Sheet 7 06/05/2013: Sheet 4 - The sidewalk will need to be moved to the east so that the back of the sidewalk is on the Right of Way line. Comment Number: 9 Comment Originated: 06/05/2013 07/17/2013: This revised design appears it will satisfy the no greater than 750 sq. feet requirement, However some further discussion at final will need to be had as to the swale runout after the culvert as the city standard is concrete channel to back of curb. Added concrete channel from walk to Lemay. 06/05/2013: Sheet 4 - There is greater than 750 square feet draining from the site across the Southern Driveway Access. This runoff will need to discharge from the site in a location other than the driveway. Consider modifying grades and providing a Sidewalk chase on one side of the Type I Driveway. Topic: Site Plan Comment Number: 2 Comment Originated: 06/05/2013 06/05/2013: The additional 1' of Right of Way will need to be dedicated by separate document which will be $250 to submit. Please submit the legal and exhibit for review. This document and exhibit is in progress and it will be delivered at a later date. A check for $250 is provided with this submittal. The proposed honeylocust street trees have been shifted to the middle of the parkway Topic: Landscape Plans Comment Number: 4 Comment Originated: 06/11/2013 06/11/2013: New sidewalk along South Lemay needs to be adjusted to be 5 feet away from the outer bark of the existing Austrian Pine as it passes by this tree. Show accurate location of the Austrian Pine on the Utility/Engineering Plans. This has been corrected. Comment Number: 5 Comment Originated: 07/17/2013 07/17/2013: The utility plan set does not show the sidewalk bending as it passes by the large Austrian Pine to retain along Lemay. The Austrian Pine needs to be shown on the utility plan set and the sidewalk bending around the Austrian Pine as shown on the landscape plan and site plan. This has been corrected. Department: Light And Power Contact: Rob Irish, 970-224-6167, rirish@fcgov.com Topic: General Comment Number: 1 Comment Originated: 06/03/2013 06/03/2013: Existing building @ 816 is fed by a 25KVA 120/240v service at the NE corner of the building. The primary for this transformer runs along the North side of the building from Lemay Ave. This primary will be in direct conflict with the building expansion. Contact Light & Power Engineering @ 970-221-6700 early in the process to discuss options. Any relocation or modification to the existing electric facilities will be at the owners expense. Existing 25kVA transformer feeding 816 Lemay will be removed once a temporary feed has been established from the new service. Will note on drawings. Comment Number: 4 Comment Originated: 06/03/2013 06/03/2013: Field locate all existing electric facilities and show on the site plan. This will help with any conflicts there may be. All existing site utilities are shown on Civil drawings. Will note on drawings. Comment Number: 6 Comment Originated: 07/10/2013 07/10/2013: The existing electric primary to the single-phase 25kva transformer maybe in direct conflict of the building expansion. This transformer is on a radial feed with no backup. This could be problematic in keeping the building in power while building the addition. Contact Light & Power Engineering to discuss options. 970-222-6700. New 600A 3 phase service will be set at existing car wash first. Once new service is set, a new temporary feed to the existing vet building will be set and the existing 25kVA transformer and primary feeder shall be removed to allow access to expand the building north as planned. After the existing buildings have been connected, a permanent feed to the existing vet service will be established through the interior of the building. Once permanent feed has been established, the temporary feed shall be removed. Will note on drawings. If containment is used, the containment construction shall be reviewed and approved by the Poudre Fire Authority prior to installation. See note below. Comment Number: 02 Comment Originated: 07/11/2013 07/11/2013: The comment pertaining to FIRE CONTAIMENT (No. 1 above) was originated on 12/14/12 and to date, this concern has not been addressed by the applicant. If fire separation is being proposed in lieu of sprinklering the building, fire containment needs to be detailed on the plans. Until then, this comment shall remain active. Otherwise, the building WILL require an automatic sprinkler system. You may contact me with questions. Approved. Comment was addressed with a phone conversation with Jim on Sept. 26. Jim did not receive our last comment letter that stated our previous comments; " The existing 1-hour CMU wall , located on the north property line, will remain between the existing building and the addition. Two new rated door openings will also provided. This wall will also act as our area separation that complies with the 5,000 SF maximum PFA requires for un- sprinkled buildings." The erosion control requirements are in the Stormwater Design Criteria under the Amendments of Volume 3 Chapter 7 Section 1.3.3. Current Erosion Control Materials Submitted does not meet requirements. Please submit; Erosion Control Plan, Erosion Control Report, and an Escrow / Security Calculation. Corrected 06/03/2013: Please revise the Signing and Marking Construction Notes to state the Local Entity Traffic Engineer at all instances which currently state the Local entity Engineer. The sewer service is now shown on the landscape plan. There was no need to adjust the proposed trees as they are more than 10’ from the sewer service line. There is one tree that appears to be on top of the service line but this tree is an existing tree.
